MINUTES
The City Council of the City of Plainview met in special session
at 7:50 p.m. in the Council Chambers at City Hall, with Mayo~ Bob Wayland
presiding and the following Councit~an~.pr'esent: Carl Tillerson-Place One,
Andy Taylor, Sr.-Place Two, Lloyd Woods-Place Three, Tom almon-Place Four,
and Tom Aday-Place Five.
In addition, the following staff members were present: John Hatchel-
City Manager, Randy Holly-Administrative Assistant, Norman Huggins-Director
of Finance, and Sheryl Owen-Administrative Secretary.
The following visitors were present: Buddy Baker, Brenda Holly, Joe
Smith, and Tony Luna.
Invocation was given by' Alderman Tom Almon.
MayorWayland presented Item No. 1 considering all matters incident and
related to the calling and holding of Bond Election, including the passage
and adoption of a resolution and order calling said election, Joe Smith,
Representative of First Southwest Company, reviewed the resoluton for calling
said Bond Election and he reviewed the Judges, Alternates and the polling places.
It was then moved by Alderman Woods seconded by Alderman Almon to approve the
calling of the bond election. Motion carried unanimously.
Mayor WaYland presented Item No. 2, considering Financial Advisory Agreement.
Joe Smith explained fees of the Financial advisory Agreement pertaining to
the Bond Election. It was moved by Alderman Tillerson seconded by Alderman Almon
to approve the Financial Advisory Agreement. Motion carried unanimously.
It was moved by Alderman Aday seconded by Alderman/Tillerson to adjourn
the meeting.
Meeting adjourned at 7:45 p.m.

The Attorney General takes the position that a meeting held ~thout the posting of the
required notice is a nullity. A recent Court of Civil Appeals decision supports this
position. Where notice is to be posted by the County Clerk or the Secretary of State,
ha will assume that it was done upon certification than the notice ~as tim_ely delivered.
