City Hall
The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the
following Councilman present: Carl Tiller$on-Place One, Andy Taylor,Sr.-Place Two,
LloydWoods-Place Three, Tom Almon-Place Four, and Tom Aday-Place Five.
In addition, the following Staff members were present: John Hatchel-City Manager
Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Larry McEachern-
Attorney, Joe Ferguson-Director of Fire, Johnnie Ballew~Director of Public Safety, Buddy
Dodson-City Clerk, Randy Holly-Administrative Assistant, and Sheryl Owen-Administrative
Secretary.
Also present were the following visitors: Orville Atkinson, Lest'er James, J~.,
Jim DRvis, Bob Bass, and Buddy Baker.
Invocation was given by Joe Ferguson.
Mayor Wayland presented the minutes of the City Council Meeting, April 14, 1981,
City Council Special Meeting, April 21, 1981, and City Council Work Session, April 23, 1981.
It was then moved by Alderman Aday seconded by Alderman Woods to. approve the minutes.
Motion carried unanimously.
Mayor Wayland opened public hearing on Zoning Ordinance No. 81-2442 on second and final
reading reclassifying from "AO" (AgriCulture-Open Space) to "PD" (Planned Development) a
10.612 acre tract, known as, Westridge Park Addition, Unit No. 4. Request of Orville
Atkinson. (Zone Case No. 444) Bob Bass-Attorney spoke-on the ozdinanc~ in behalf of
Orville Atkinson. Mr. Gladman explained. Public Hearing was closed. It was then moved by
Alderman Aday seconded by Alderman Tillerson to approve the ordinance on final reading.
Motion carried unanimously.
Mayor Wayland presented R~s01ution No. R81,381 approving the p~eliminary plat 6f'

Mayor Wayland presented Ordinance No. 81-2446 on second and final reading establishing
election districts for Municipal Elections; and acting provisions incident and relating
thereto; repealing Ordinance No. 76-191~ and Resolution No. R80-207, providing the polling
place for each district. Larry McEachern~Attorney explained the election districts. It
was then moved by Adlerman woods seconded by Alderman Tillerson to approve the Resolution.
Motion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2447 on first reading, amending Plumbing
Ordinance 73-1366, and calling a Public Hearing on May 12, 1981, at 7:'30 p.m. Mr. Gladman
explained the ordinance. It'~was then moved by Alderman Woods secondedby Alderman Tillerson
to approve the Ordinance on first reading and calling a public hearing. Motion carried
unanimously.

Mayor Wayland presented Ordinance No.81-2448 on first reading establishing 30°
angle parking on Broadway Street between 9th & 12th streets, and 3rd and 5th streets; and
establishing parallel parking between 2nd & Srd streets. Johnnie Ballew explained.
It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve on the
Ordinance on first reading. Motio~ carried unanimously.
Mayor Wayland presented Resolution No; R81-382 dedicating the Lakeside Park site as a
public park. Randy Holly explained. It was then moved by Alderman Almon seconded by
Alderman Tillerson to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R81~383 authorizing the Mayor to' sign Lease No.
DIFAO7-81-L-01047 and related documents with the Federal'Aviation Administration for
the remote transmitter and engine generator sites on City of Plainview/Hale County Airport
property. John .Hatchel.explained. It was then moved by Alderman Atmon seconded by Alderman
Aday to approve the resolution. Motion carried unanimously.

Mayor Wayland presented ResolutionNO. R81-384 approving the replacement of 50 of curb
and gutter, in front of Doc Cross Carpets, Inc. and appropriating $425.00~from Revenue Sharing
for said project. Bill Hogge explained. It was then moved by Alderman Woods seconded by
Alderman Taylor to approve the.resolution. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-385Lauthorizing the Mayor to sign an Agreemen
with the LaFont, Tunnell, Formby, LaFont & Hamilton Law Firm for the collection of
delinquent taxes. John Hatchel explained. It was then moved by Alderman Almon seconded
by Alderman Tilterson to approve the resolution. Motion carried unanimouSly.
Mayor Wayland-presented Resolution No. R81-386 authorizing payment in the amount of
$12,868.69 from Water & Sewer Revenue Fund Acct. No. 11 to Parkhill, Smith & Cooper for
engineering services performed in conjunction with Water & Sewer Adjustments along Interstate
27. Bill Hogge explained the services performed. It~was then moved by Alderman Aday
seconded by Alderman Taylor to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented the Pioneer Natural Gas Report for the month of March, 1981.
Mayor Wayland presented the Minutes from the Building Code/Fire Code Board of Appeals,
April 15, 1981.
Mayor Wayland presented the Department Reports: a) POlice. Report, b) Debris Clearance.
Mayor Wayland presented the Budget Expenditures, it was moved by Alderman Aday seconded
by Alderman Tillerson to approve the expenditures. Motin carriedunanimously.
It was moved by Alderman Aday'seconded by Alderman Woods to adjourn the meeting.
carried unanimously.
