MINUTES
The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the
following Councilman present: Carl Tillerson-Place One, Andy Taylor,sr.-Place Two,
Lloyd Woods-Place-Three, Tom Almon-Place Four, and Tom Aday-Place Five.
In addition, the following staff members were present: John Hatchel-City Manager,
Harold Gladman-Director of Planning, Bill Hogge-Director of Public. Works, Tom Hamilton-
City Attorney, Johnnie Ballew-Director of Public Safety, Buddy Dodson-City Clerk, Joe
Ferguson-Director of Fire, Jack Dickey-FireMarshall, Bob Richards-Building Inspector
Randy Holly-Administrative Assistant, and Sheryl OWen-Administrative Secretary.
Also, the following visitors were present: Ron Felty, D.P. Wylie, Jimmie Sherman,
James Belk, G.H.Haley, Buddy Baker, Jim Davis, Ronald Morris, Richard Willborn, Brenda
Holly, Bill Hollars, Dennis Sanders, Bob Roberson and Tony Luna.
Invocation was given by Tom Hamilton-City Attorney.
Mayor Wayland presentedthe minutes of the City Council Meeting, April 28', 1981 and
the City Council Work Session, May 7, 1981. It was moved by Alderman Aday seconded by
Alderman Woods to approve themi~utes. Motion carried unanimously.
Mayor Wayland presented'Resolution! No. R81-390 appointing Dr. David Jester to the
Higher Education Authority, filling the unexpired term of Dr. Roy McClung. It was moved
by Alderman Aday seconded by Alderman Almon to approve the Resolution. Motion'...carried
unanimously.
Mayor Wayland Public Hearing on Ordinance No. 81-2447, on second and final reading,
amending Plumbing Ordinance No. 73-1366. Mr. Gladman explained. Jimmie Sherman of Sherman's
Plumbing spoke in opossition of the Ordinance. G.H. Haley spoke. Mr. Wylie of Wylie's
Plumbing spoke in opossition of the ordinance. Bob Ro~erson spoke in favor of the ordinance.
Richard Willburn spoke in opossition of the~ordinance. Public'hearing was closed. Mayor
Wayland spoke on Ordinance. It was then moved by Alderman Taylor second by Alderman Aday
to table the ordinance. MOtion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2448, on second and final reading estabishing
309 angle parking on Broadway Street between 9th & 12th streets., and 3rd & 5th streets, and
3td & 5th; and establishing parallel parking between 2nd & 3rd streets.. Johnnie Ballew
explained. It was moved by Alderman Woods seconded by Alderman Taylor to approve the
Ordinance. Motion carried unanimously.
Mayor Wayland presented County Judge, Bill Hollars, to request variances from the
Plumbing Ordinance for the new County Jail. County Attorney, Ron Felty, spoke on behalf
of the County. He explained the variances from the Plumbing Ordinance that they were re-
questing. (Discussion was held.) It was then moved by Alderman Aday seconded by Alderman
Almon that the request be denied. Motion carried Place 1,3,4,&5 for denial. Place 2 against
denial.

MayorWayland presented Zoning Ordinance No. 81-2449 on first reading, reclassifying
from MF-1 (Multi-Family) to "TH" (Townhouse) Lots 7 and 8, Block 91, College Hill Addition
located at 604-606 Milwaukee St.; and calling a Public Hearing on May 26, 1981 at 7:30 p.m.
Request of James Robison. (Zone Case No. 445) Mr. Gladman explained. It was moved by
Alderman Aday seconded by Alderman Almon to approve the Ordinance. Motion carried
unanimously.
Mayor Wayland presented Resolution No. R'81-387 authorizing the City Engineer to prepare
Plans and Specifications, and advertise for bids for a parking lot at the Senior Citizen's
Center. John Hatchel explained. It was moved by Alderman Woods seconded by Alderman
Tillerson to approve the Resolution. Alderman Aday explained that the City was not proposin~
to build the parking lot, but to render services to find out the exact cost.' Motion carried
unanimously.
Mayor Wayland presented Resolution No. R81-388 authorizing payment in the amount of
$6,193.35 from Water & Sewer Revenue Fund Acct.. No. 11, to Panhandle Construction Co. for
work performed in conjunction with Water & Sewer Adjustments along Interstate 27. Bill Hogge
explained the work performed. It was moved by AldermanAlderman Aday seconded by Alderman
Tillerson to approve the Resolution-. Motion carried unanimously.
Mayor Wayland presented Resolution. No. R81-389 authorizing the Mayor to sign application
to amend th~ City of Plainview's Effulent Discharge Permit, in order to bring it into
compliance with the results of the EPA Step 1 Facility Plan Study; Bill Hogge explained.
It was moved by Alderman AlmOn seconded by Alderman Woods to approve the Resoluton. Motion
carried unanimously.
