RESOLUTION R22-565
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST OF THE RED, WHITE, AND MOO
COMMITTEE TO HOST THE RED, WHITE, AND MOO FREEDOM
PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE
TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING
THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING
TO COMPLY WITH REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates Hwy 70
in the corporate limits of the City of Plainview; and
WHEREAS, the City of Plainview received a request from the Red, White, and Moo
Committee for police assistance in its event; and
WHEREAS, the Red, White, and Moo Committee will include a street procession
from 11 t" and Ash it will proceed until it crosses Hwy 70. The event will begin at 10:00
a.m. on July 2, 2022,
WHEREAS, the City Council of the City of Plainview finds that such event serves
a public purpose in that it increases community involvement and the importance of our
history; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the Red, White, and Moo Freedom Parade event
be held this year, on July 2, 2022 and use the above referenced routes; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State Right -
of -Way for use of Hwy 70 in such public events as the Plainview Rodeo Parade; and
WHEREAS, the City Council designates Mayor Charles Starnes as the City's
authorized official. The authorized official is given the power to apply for or terminate such
Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:
The request from the Red, White, and Moo Committee for the Red, White, and
Moo Freedom Parade is hereby approved.

The public purpose of this event is to increase the public awareness in the
importance of our cultural heritage and community involvement.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby
approved.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the preparation
process for the Plainview Rodeo Parade.
