The City Council of the city of Plainview met in regular session at 7:30 p.m.
with Mayor Bob Wayland presiding and the following Councilman present: Carl Tillerson-
Place One, Andy Taylor-Place Two, Tom Almon-Place Four, and Lloyd Woods-Place Three.
The following staff members were present: Johnnie Ballew, Harold Gladman, Alan
Stewart, Bill Hogge, Tom Hamilton, Buddy Dodson, and Randy Holly.
The following visitors were present: Lanny Webb, John Ray, Charles Bechtold,
Brenda Holly, Jim Davis, Stephanie Thompson, Troy. Thompson, Particia Carter, Buddy Baker,
Dwain Dodson, Randall Kidd, Bill Cartwright, Leona Cartwright, and Chris Reecer.
Invocation was given by Mayor Wayland.
Mayor presented the minutes of the Regular City Council Meeting held July 28, 1981
and the City Council Work Session held August 6, 1981 for approval. It was moved by
Alderman Almon seconded by Alderman Woods to approve the minutes. Motion carried unanimous]
Mayor presented Zoning Ordinance No. 81-2452, on final reading, reclassifying from
R-2 (Single Family Residential) to C.N.S. (Neighborhood Service District) the West 56 ft. oJ
Lots 7 & 8, Block 74, Alexander-Westmoreland Addition (Same being located at 606 W. 7th).
Request of Chris Reecer. Zone Case No. 449. ~@. Gladman explained the ordinance. It
was then moved by Alderman Almon seconded by Alderman Tillerson to approve the ordinance.
Motion carried unanimously. (Public Hearing)
Mayor presented Zoning Ordinnce No. 81-2453, on final reading, reclassifying from
R-l, Single Family Residential) to "TH" (Townhouse) Lots 39, 40, 41 & 42, Unit No. 2,
Ridgecrest Addition (same being located in the 200 block of S. Itasca Road. Request of
Randall Kidd. (Zone Case No. 450) Mr. Gladman explained the Ordinance. It was then moved
by Alderman Woods seconded by Alderman Taylor to approve the Ordinance. M~ti0n carried
unanimously. (Public Hearing)
Mayor presented Public Hearing on Ordinance No. 81-2455, on final reading, changing
the name of a portion of West 28th Street to Red Oak Lane. Bill Hogge explained. It was
then moved by Alder~mn Taylor seconded by Alderman Tillerson to approve the ordinance.
Motion carried unanimously.
Mayor presented Resolution No. R81-417 suspending the enactment of a proposed rate
increase filed by Energas for a period of 120 days beyond the date on which said increase
would go into effect. Randy'Holly explained. It was then moved by Alderman Woods seconded
by Alderamn Taylor to approve the Resolution. Motion carried unanimously.
Mayor presented Resolution NO. R81-4~0 acc~p~ing~id~ ~rding a~c~nstruction contrac~
and authorizing the Mayor and City Clerk ~o execute the contract for sanitary sewer and wat~
distribution extentions, Project No. WS-81-01. Bill Hogge explained. I.t was then moved by
Alderman Tillerson seconded by Alderman Taylor to approve the resolution. Motion carried
unanimously.

Mayor presented Resolution No. R81-421 amending Resolution No. R81-416 by authorizing
payment in the amount of $47,347.34 to Arrtco Tennis Systems, Inc. for work performed on
the Multi-Purpose Courts in E.& E. Givens Park. Randy Holly explained. It was then
moved by Alderman Almon seconded by Alderman Woods to approve the resolution. Motion
carried unanimously.
Mayor presented for approval', letter of resignation from Alan Stewart, Chief of
Police, City of Plainview effective August 14, 1981. It was moved by Alderman Woods
seconded by Alderman Almon to approve the resignation. Motion carried unanimously.
Mayor presented minutes of the Planning & Zoning Commission, July 23, 1981. No
action was taken.
Mayor presented the Departmental Reports; a) Building Inspection, b) City/County
Health, c) Animal Control. No action was taken.
Mayor presented for approval the Budget Expendituresf It was moved by Alderman
Tillerson seconded by Alderman Taylor to approve the budget expenditures. Motion carried
unanimously.
It was moved by Alderman Woods seconded by Alderman Tillerson to adjourn the
meeting.
