HomeMy WebLinkAbout81 0825 minPLAINVIEW CITY COUNCIL REGULAR MEETING August 25, 1981 MINUTES COUNC IL CHAMBERS City Hall O0 -052 The City Council of the City of Plainview met in regular session at 7:30 p.m. with Mayor Wayland presiding and the following Councilmanpresent: Carl Tillerson-Place One, Andy Taylor-Place Two, Lloyd Woods-p_lace Three, Tom Almon-Place Four, & Tom Aday Place Five. The following Staff members were present: John Hatchel-City Manager, Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Buddy Dodson-City Clerk, Joe Ferguson-Director of Fire Services, Jerry Austin-Acting Police Chief, Tom Hamilton-City Attorney, Norman Huggins-Director of Finance, Randy Holly-Administrative Assistant, Sheryl Owen-Administrative Secretary and Jack Dickey-Fire Marshall. The following visitors were present: Jim Davis, Charles Bechtold, Tony Luna, MR. &'Mrs. Tommy Quisenberry, David Smith, Michael Carroll, Bobby Chandler, Randy Tenery, Buddy Baker, David Bass, James Robison. Invocation was given by Alderman Tom Almon. Mayor Wayland presented the minutes'~of the Regular City Council Meeting, August 11, 1981, Special City Council Meeting, August 14, 1981 and the City Council Work Session, August 20, 1981. It was moved by Alderman Almon seconded by Alderman Woods to approve the minutes. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-422 accepting the resignation of Stanley W. Cavett, O.D. from the City/County Health Board and appointing Lanny R. Voss to fill this unexpired term. ~4ayor Wayland explained. It was moved by Alderman Almon seconded by Alderman Aday to approve/ the resignation and appointment. Motion carried unanimously. Mayor Wayland presented for approval the hiring Of an External Auditor. John Hatchel explained. Itj was moved by Alderman Woods to appoint Denzil McMillian & Company for the External Auditor for a 4 year term. Tom Aday seconded the motion with the comment to Jimmy Holmes & Associates for a fine job that they had done in the past. Motion carried unanimously. Mayor Wayland presented Ordinance No. 81-2454 on first reading, repealing Ordinance No. 75-1833 and adopting the 1979 Edition of the Uniform Fire Code as amended and calling a public hearing at 7:30 p.m. on September 8, 1981 in the Council Chambers. Joe Ferguson explained. It was moved by Alderman Aday seconded by Alderman Tillerson to approve the ordinance on first reading. Motion carried unanimously. Mayor Wayland presented Resolution Noi. R81-418 authorizing the Mayor to sign a $500 Architect Agreement with James Robison for Architectural Services to 'be performed in conjunction with the construction of restrooms in Lakeside Park. Randy Holly explained. It was then moved by Alderman Woods seconded by'Alderman Tillerson to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-419approving the plans, authorizing the preparation of the specifications and authorizing the advertisementfor bids for Restrooms in Lakeside Park. Randy Holly explained. It was moved by Alderman Almon seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. August 25, 1981 Page Two O0 053 Mayor Wayland presented Resolution No. R81-423 appropriating $376.00 from Revenue Bond Fund Account No. 11 as final payment to Parkhill, Smith & Cooper, Inc. for engineering services performed in conjunction with the water & sewer adjustments along Interstate 27. Bill Hogge explained. It was moved by Alderman Woods seconded by Aday to approve the Resolution] Motion carried unanimously. Mayor Wayland presented Resolution No. R81-424 approving the preliminary replat of Lots 7 & 8, Block 91, College Hill Addition, Plainview, Texas dated August 4, 1981. Bill Hogge explained. It was moved by Alderman Almon seconded by Alderman Aday to approve the resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-425 authorizing the advertisement for bids for materials to be used to encase a 12" water main laying parallel to 1-27 and crossing FM 1767 (Industrial Blvd). Bill Hogge explained. It was moved by Alderman Woods seconded by Alderman Aday to approve the resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-426 authorizing the preparation of plans and specifications and the advertising for bids for a parking lot at Lakeside Park. It was moved by Alderman Almon seconded by Alderman Aday to resolution. Motion carried unanimously. Wayland presented Resolution No. R81-427 authorizing the advertisement of and public hearings (one on the proposed 1981-82 Budget of the City of Plainview her on the proposed 1981-82 Revenue Budget on Septmber 22, 1981 at 7:30 in Chambers. Wayland presented f~, filing, let~ter of commendation for Police Sgt. Carolyn om Tom Hamilton. Wayland presented the minutes of the Building Code/Fire Code Board of Appeals 13, 1981. No action was taken~ Wayland presented the Departmental Reports. No action was taken. Wayland presented the Budget expenditures for approval. It was moved by aylor seconded by Alderman Tille~son.
