HomeMy WebLinkAbout81 0908 minPLAINVIEW CITY COUNCIL REGULAR MEETING Septebmer 8, 1981 MINUTES COUNCIL CHAMBERS City Hall 00 The City Council of the City of Plainview met in regular session at 7:30 p.m. withMayor Wayland presiding and the following Councilman present: Carl Tillerson- Place One, Andy Taylor, Sr.-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, Tom Aday-Place Five. The following staff members were present: John Hatchel-City Manager, Tom Hamilton-City Attorney, Norman Huggins-Director of Finance, Jerry Austin-Chief of Police, Bill Hogge-Director of Public Works, Johnnie Ballew-Director of Public Safety, Jack Dickey-Fire Marshall,Joe Ferguson-Director of Fire, Bob Richards-Building Inspector, Randy Holly-Admin. Assistant, and Buddy Dodson-City Clerk. The following visitors were present: Jim Ferrell, Charles Bechtold, Barbara Dorman, Jim Davis, James Thomas,Albert Kirchhoff, Ronald Kirchoff, Buddy Baker, Kenneth Bailey, Carl Bowen. Mayor presented the minutes of the Regular City Council Meeting, August 25, 1981 and the City Council Work Session, Septebmer 3, 1981. tt was moved by Alderman Aday seconded by Alderman Tillerson to approve the minutes. Motion carried unanimously. Mayor presented Resolution No. R81-429 approving the final plat of Lot 7 & 8, Block 91 College Hill Addition, Plainview, Texas dated August 4, 1981. Bill Hogge explained. It was then moved by Alderman Aday seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. Mayor opened public hearing on Ordinance No. 81-2454 on second reading, repealing Ordinance No. 75-1833 and adopting the 1979 Edition of the Uniform Fire Code as amended JoeFerguson eXplained. Public Hearing was closed. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve the Ordinance. Motion carried unanimously. Mayor presnnted Resolution No. R81-428 appointing Vernon Norris to fill an unexpired term of the Planning and Zoning Commission. It was moved by Alderman Aday seconded by Alderman Tillerson to approve the appointment. Motion carried unanimously. Mayor presented Resolution No. R81-430 authorizing the advertisement of Water Utility materials to be used .in the utility adjustments made along 5th §treet. Bill Hogge explain~ It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. Mayor presented OrRinance No. 81-2455 amending the traffic code to permit parallel parking along block of 7th street. Johnnie Ballew explained. It was then moved by Alder- man Almon seconded by Alderman Aday to approve the Ordinance. Motion carried unanimously. Mayor presented James Thomas. Mr. Thomas spoke 'to the CoUncil requesting that they enact an ordinance which would control and/or prohibit vendors along public right-of-way o] Sth street. Mayor presented Resolution R81-431 authorizing the advertisement of a Notice calling a )ublic hearing for Friday, September 25th at 6:00 p.m. concerning the increase of p~roperty taxes. It was moved by Alderman Almon seconded by Alderman Tillerson to approve ti~e Resolution. Motion carried unanimously. O0 05' Mayor presented Resolution No. R81-432 changing the Council Meeting date of Tuesday, September 22nd to Tuesday, September 29th at 7:30 p.m. John Hatchel explained. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve the resolution. Motioncarried unanimously. Mayor presented Resolution No. R81-433 authorizing the Mayor to request reimbursement from the State of Texas for certain explenses incurred in the constr, uction along Interstate Highway 27, Bill Hogge ~explained. It was then moved by Alderman Woods seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. Mayor presented the minutes of the Board of Adjustment, August 24, 1981. No action taken. Mayor presented for consideration of approval of the Budget Expenditures. It ~as moved by Alderman Aday seconded by Alderman Tillerson to approve the budget expenditures.
