MINUTES COUNCIL CHAMBERS City Hall ~ Plainview, Texa~ O5 The City Council of the City of Plainview met in regular session at 7:30 p.m. with Mayor ProlTem-Lloyd Woods presiding and the following Councilman present: Carl Tillerson-Place One, Andy Taylor-Place Two, Tom Almon-Place Four, & Tom Aday~Place Five. The following staff members were present: Harold Gladman, Larry McEachern, Bill Hogge, Buddy Dodson, Johnnie Ballew, Joe Ferguson, Jerry Austin, Bob Richards, Jack Dickey, John Hatchel, Randy Holly, and Sheryl Owen. The following visitors were present: Brenda Holly, C.W. Nall, Merlin Bennett, Charles Bechtold, Paul Wright, Darlene Wright, Buddy Baker, Don Wason, Mrs. Don Wason, J.G. Brewer, Mrs. J.G. Brewer, Paul Johnson, Doris Johnson, Glenn Lester and Adam Cuevas. Mayor Pro-Tem presented the minutes of the Regular City Council Meeting, September 8, 1981, City Council Work Session, September 24, 1981 and the Special City Council Meeting September 24, 1981. It was moved by Alderman Almon seconded by Alderman Aday to approve the minutes. Motion carried unanimously. Mayor Pro-Tem presented Ordinance No. 81-2455; on second and final reading, amending th, traffic code to permit paral:lel parking on the north side of the street of the 700 block of West 7th Street. Johnnie Ballew explained. It was then moved by Alderman Taylor seconded by Alderman Aday to approve the Ordinance. Motion carried unanimously. Mayor Pro-Tem presented Ordinance No. 81-2456 approving the Revenue Sharing budget submitted by the City Manager of the City of Plain¥iew, Texas for the fiscal year 1981-82 and declaring an emergency. John Hatchel explained. Public Hearing was opened. No commen' Public Hearing was closed. It was then moved by ~tderman Almon seconded by Alderman Aday to approve Ordinance No. 81-2456. ~otion carried unanimously. Mayor Pro-Tem presented Ordinance 81-2457 approving the Budget submitted by the City Manager of the City of Plainview, T~xas for the fiscal year 1981-82 and declaring an emergency. John Hatchel explained. Public HeariNg was opened. Tom Almon thanked the Staff for the work put into~the Budget preparations. Mrs. Don Wason ask about Alan Stewart~ proposals. John Hatchel explained. Public Hearing was closed. It was then moved by Alderman Admon seconded by Alderman Tillerson to!~pprove the Ordinance. Motion carrued unanimously. Mayor Pro-Tem presented ordinance S1-24S8 lavying taxes for the use and support of the municipal government of the City of Plainview, Texas and providing interest and sinking fundfor the fiscal year 1981-82;.providing the-ad valorem taxes levied; and declaring an emer Hearing was 'opened. Motion carried unanimously. setting rates for Water, Sewer, Collection of Garbage, and Vector Control Services; providing the manner of collection of said charge; providing for an annual rate; providing for a uniformed monthly service charge; declarin~ an emergency; and repealin~ allordinance in conflict herewith. Mayor Pro-Tem presented Zoning Ordinance No. 81-2460 on first reading reclassifying from C-1 (Neighborhood, Retail Business District) to a Specific Use Permit for the removal of dirt for highway construction property located in the 2500 block of North 1-27 described as follows: approximately 26 acres more or less out of the southewst 1/4 of Section No. 35, Block Jk-2, Hale County, Texas and calling a Public Hearing on October 13, 1981. Request of Merlin Benneet~ on behalf of the Texas Highway Department. (Zone Case No. 451) Mr. Gladman explained that the Planning & X0ning Commission recommended approval of this Zoning Ordinance. It was then moved by Alderman Almon seconded by Alderman Taylor to approve!this Ordinance. Motion carried unanimously. ] · Zoning Ordinance No. 81-2461 on first reading reclassifying fro~ R-2 (Single! Family Residential) to MF-1 (Multi-Family Residential) property located at 805 Travis legally described as: South 15 feet of Lot 5, all of Lot 6, and the north five feet of Lot 7, Block 50, College Hill Addition, and calling a Public Hearing on October 13, 1981. Request of Earl Huggins on behalf of Wayt~nd Baptist University. (Zone Case No. 452). Mr. Gladman explained that the Planning and Zoning Commission recommended approval of this ordinance. It was then moved by Alderman Almon seconded by Alderman Taylor to approve this ordinance. Motion carried unanimously. Mayor Pro-Tem presented Zoning Ordinance No. 81-2462 on first reading reclassifying from R-1 (Single-family Residential) to TH (Townhouse) property in the 200 block of South Itasca legally described as Lots 37, 38, 43 & 44, Ridgecrest Addition, Unit No. 2 and calling a Public Hearing on October 13 at 7:30 p.m. Request of Randy Kidd. (Zone Case No. 453) r,~. Gtadman explained that the Planning & Zoning Commission recommended approval of this Zoning Ordinance. It was then'moved by Alderman Almon seconded by Alderman Aday to approve the ordinance. Motion carried unanimously. Maxo. r Pro-Tem presented Resolution No. R81-433 approving Paul D. Johnson to remove the sidewalk and construct a concrete parking slab at 309 West 10th street. Bill Hogge explained. Mr. Paul Johnson explained the need for the removal of the sidewalk. It was then moved by Alderman Aday seconded by Alderman Tillerson. Motion carried unanimously. Mayor Pro-Tem presented Resolution No. R81-434 declaring a 92 ft. x 181.3 ft. tract out of Section 40, Block JK-2, Surplus property; authorizing the advertisement for bids; and providing for payment for said advertisement. John Hatchel explained. It was then moved by Alderman Taylor seconded by Alderman Almon to approve the resolution. Motion carried unanimously. Mayor Pro-Tem presented R81-435 awarding a contract for the purchae of 180 ft. of 20 inch diameter pipe to incase a 12 in. cement water line in the amount of $3,375 to Lakewood Pipe of Texas of Lubbock, Tx. Bill Hogge explained2 It was then moved by Alderman Tillerson seconded by Alderman Aday to approve the Resolution. Motion carried unanimously. September 29, Page Three00 06i Mayor Pro-Tem presented Resolution No. R81-436 awarding a contract for the purchase of water works material to be utilized during the adjustment of the water lines in connection with the Highway 70 paving project and appropriating funds. Bill Hogge explained. It was then moved by Alderman Aday seconded by Alderman Almon to approve the resolution. Motion carried unanimously. Mayor Pro-Tem presented R8t-437 awarding a construction contract in Lakeside Park for a parking lot. Bill Hogge explained. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. Mayor Pro-Tem presented for approval Budget Expenditures. It was moved by Alderman Aday seconded by Alderman Tillerson to approve the expenditures.
