The City Council Of the City of Plainview met in regular session at 7:30 p.m.
in the City Council Chambers with Mayor Bob Wayland presiding and the following Council-
man present: Carl Tillerson-Place One, Andy Taylor, Sr.-Place Two, Lloyd Woods-Place
Three, Tom Almon-Place Four, and Tom Aday-Place Five. The following staff members were
present: John Hatchel, Norman Huggins, Bill Hogge, Johnn~e Ballew, Harold Gladman, Bob
Richards, Joe Ferguson, Jerry Austin, Buddy Dodson, Larry McEachern, Jack Dickey and
Sheryl Owen. Also present, were the following visitors: Brenda Gambrel, Charles White,
Charles Bechtotd, Buddy Baker, and Susan Dobbins.
Invocation was given by Norman Huggins.
Mayor Wayland presented the Minutes of the Regular City Council Meeting held
October 13, 1981 and the City Council Work Session held October 22, 1981. It was moved
by Alderman Aday seconded by Alderman Tillerson to approve the minutes. Motion carried
unanimously.
Mayor Wayland presented Mrs. Lee Coffey of the Unger Library Advisory Committee to
be voted to the Board2 It was moved Alderman Almon seconded by Alderman Aday to
approve the appointment. Motion carried unanimously. Mayor Wayland then presented a
Certificate of Appointment to Mrs. Susan Dobbins, R.N. to serve an unexpired term on the
City/County Health Board.
Mayor Wayland presented Zoning Ordinance No. 81-2464, on first reading, reclassifying
from R-1 (Single Family Residential) to SF-5 (Single-Family Residential) a 17.994 acre
tract out of the S.E. part of the North half of the S.E. quarter of Survey No. 35, Block
JK-2, Hale County, Texas, located in the 2800 Block of N. Quincy and calling a Public
Hearing an November 24th. Request of Lon D. Cartwright. Zone Case No. 454. Mr. Gladman
explained that the Planning & Zoning Commission recommended the approval of the Ordinance.
It was then moved by Alderman Aday seconded by Alderman Woods to approve the ordinance on
first reading and calling the public hearing. Motion carried unanimously.
Mayor Wayland presented Zoning Ordinance No. 81-2465, on first reading reclassifying
from C-1 (Neighborhood Retail) to CGB (Commercial General Business) Lot 5, Block 56,
College Hill Addition, located at 2200 W. 5th Street and calling a Public Hearing on
November 10th. Request of Gail Smith. Zone Case No. 455. Mr. Gladman explained that
Planning & Zoning Commission recommendedapproval of this ordinance. It was then moved by
Alderman Taylor seconded by Alderman Tillerson to approve the ordinance. Motion carried z
unanimously.
Mayor Wayland presented Ordinance No. 81~2466, on first reading, closing the alley
running North and South through Block 9, Nob Hill Addition, Plainview, Tx. beginning
at the North boundary line of East Seventh (7th) Street and extending North to the East
boundary of the Panhandle and Santa Fe Railway right-of-way..'Bill Hogge explained. It
was moved by Alderman Tillerson seconded by Alderman Taylor to approve the ordinance.
Motion carried unanimously.

Mayor Wayland presented Ordinance No. 81-2467, on first reading, closing
the alley running North and South through the center of Block 26, a Sub-division of
Blocks 26 and 27, Lakeside Addition, Plainview, Tx. beginning at the North boundary line of
West Eighteenth (18th) Street and extending North to the South boundary of West Twentieth
(20th) Street. Bill Hogge explained. It was moved by Alderman Almon seconded by
Alderman Aday. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-444 accepting the bids and authorizing the
sell of the surplus real property, described as a 92.8 ft. x 182.2 ft. tract out of
Section 40, Block JK-2, to the successful bidder. John Hatchel explained. It was
moved by Alderman Aday seconded by Alderman Woods to approve the resolution. Motion
carried unanimously.
Mayor Wayland presented the Minutes from the Parks, Open Space and Recreation
Advisory Committee, October 2nd and September 11, 1981. No action taken.
Mayor Wayland presented the Departmental Reports: a) Weed Mowing/Vector Control,
b) Animal Control, c) Traffic Control, d) Fire Dept., and e) Library Dept.
Mayor Wayland presented the Budget Expenditures for approval. It was moved by
Alderman Adayseconded by Alderman Tillerson to approve the expenditures. Motion carried
unanimously~
It was then moved'by Alderman Aday seconded by Alderman Tillerson to adjourn the
meeting.
Meeting adjourned at 7:45 p.m.
