HomeMy WebLinkAbout81 1110 minCITY COUNCIL REGULAR MEETING November 10, 1981 7:30 p.m. MINUTES 00 070 COUNCIE CHAMBERS City Hall The City Council of the City of Plainview met in regular session at ~:30 p.m. in the City Council Chambers with Mayor Bob Wayland presiding and the following Councilman present: Carl Tillerson-Place One, Andy Taylor, Sr.-Plane Two, Lloyd Woods- Place Three, Tom Almon-Place Four, and Tom Aday~Place Five. The following Staff members were present: John Hatchel, Norman Huggins, Harold Gladman, Larry McEachern, Buddy Dodson, Johnni~Ballew, Randy Holly, Jerry Austin, ~ob Richards, Joe Ferguson, Jack Dickey and Sher~OWen. Also present the following Visitors: Buddy Baker, Jim Davis, and Charles Bechtold. Invocation was given by Joe Ferguson. Mayor presented the Minutes of the Regular City Council Meeting, October 29, 1981 and the City Council Work Session, November 5, 1981. It was moved by Alderman Aday seconded by Alderman Tillerson to approve theminutes. Motion carried unanimously. Mayor presented Ordinance No. 81-2466, on final reading, closing the alley running North and South through Block 9, Nob Hill Addition, beginning at the North boundary line of East Seventh (Tth) Street and extending North to the Eastern boundary of the panhandle and Santa Fe Railway right'of-way. Bill Hogge explained. It was then moved by Alderman Tillerson seconded by Alderman Aday to approve the Ordinance on final reading. Motion carried unanimously. Mayor presented Ordinance No. 81-2467, on final reading, closing the alley running North and South through the center of Block 26, a Subdivision of Blocks 26 and 27, Lakeside Addition, beginning at the North boundary line of West Eighteenth (18th) Street and extending North and South boundary of West Twentieth (20th) Street. Bill Hogge explained. It was then moved by Alderman Aday seconded by Alderman Almon to approve the ordinance on final reading. Motion carried unanimously. Mayor presented Ordinance No. 81-2468, on first reading prohibiting the parking of any motor vehicle on,he north side of 12th street, West of the intersection of Smythe and West along the North of 12th to the intersection with Travis Street. Johnnie Ballew explained. It was then moved by Alderman Woods seconded by Alderman Aday to approve the ordinance on first reading. Motion carried unanimously. Mayor presented Ordinance No.81-2469, on first reading, prohibiting the parking of any motor vehicle on the West of Smythe Street; North of West llth Street and North along West side of Smythe to the South of West 12th street. Johnnie Ballew explained. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve the Ordinance on first reading, Motion carried unanimously. Mayor presented Ordinance No. 81-2470 on first reading, prohibiting the parking of an2 motor vehicle for 100 ft. on the West side of the 2300 Block of Joliet Street. Johnnie Ballew explained. It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve the ordinance on first reading. Motion carried unanimously. November 10, 1981 Page Tw~0 071 Mayor presented Ordinance No. 81-2471 on first reading, p~oviding for the abatement and removal of junked vehicles or parts thereof from.~rivate property; and McEachern expained. It was then moyed by Alderman Woods providing penalty. Larry seconded by Alderman Aday to approve the Ordinance on first reading.L Motion carried unanimously. Mayor presented R<esolution No. R81-446 accepting the bids and awarding a purchase contract for the vehicles approved by the City of Plainview's 1981-82 budget. Norman explained. It was then moved by Alderman Aday seconded by Alderman Tillerson to approve the Resolution. Motion.c-arried unanimously. Mayor presented Resolution No. R81-447 appropriating $8,410.SS from the Pro Rata Water and Sewer Construction Fund as payment to Panhandle Construction Co. for work performed under Construction Estimate No. 2 for the water and sewer extensions in Westridge Park, Unit No. 4. Bill Hogge explained. It was then moved by Alderman Almon seconded by Alderman Aday to approve the resolution. Motion carried unanimously. Mayor presented Resolution No. R81-488 appropriating $S,S68.67 from the Revenue Sharing Fund, Acct. No. 27-612-60807 as pFyment to High Plains Pavers, Inc. for work performed under Construction Estimate No. 2 for concrete alley improvements, 600 Block, Broadway-Austin Streets. Bill Hogge explained. It was moved by Alderman Woods seconded by Alderman Aday. Motion carried unanimously. Mayor presented Resolution No. R81-449 selling surplus Parks Mower to the Plainview Country Club. John Hatchel explained. It was moved by Alderman Woods seconded by Alderman Aday to approve the resolntion. Motion carried: Alderman Place One, Place Two, and Place Four abstained from voting. Mayor presented Energas's Report of cost of gas on its West Texas System for S~ptember, 1981. No action taken. Mayor presented the Departmental Reports, Fire Dept, Library Dept. and City/ County Health. No action taken. Mayor presented the Minutes from the Board of Adjustment, October 26, 1981 and the Unger Memorial Library Advisory Committee, October S, 1981. No action taken. Mayor presented the Budget Bxpenditures~ for approval. It was moved by Alderman Taylor seconded by Alderman Tillerson to approve the expenditures. Motion carried unanimously.
