The City Council of tho City of Plainview met in a Work
Session at 11:30 a.m. at K-Bob's Restaurant with Mayor Bob Wayland
presiding and the following Councilman present: Carl Tillerson-
Place One, Andy Taylor, Sr.-Place Two, Lloyd Woods-Place Three,
Tom Almon-Place Four and Tom Aday-Place Five. Also present
were John Hatchel, Larry McEachern, Randy Holly, Jim DaviĀ§, and
Buddy Baker.
John Hatchel-City Manager, presented the agenda for the City
Council Regular Meeting to be held on Tuesday, January 12, 1982 at
7:30 p.m. A lengthly discussion followed, however, no action was
taken.
Meeting adjourned.

The City Council met in a regular session at 7:50 p.m. in the City Council
Chambers with Mayor Bob Wayland presiding and the following Councilman present:
Carl Tillerson-Place One, Andy Taylor, Sr.-Place Two, Lloyd Woods-Place Three, Tom
Almon-Place Four, and Tom Aday-Pla~e)~E~e. Also present, John Hatchel, Norman Huggins,
Jerry Austin, Harold Gladman, Bill Hogge, Jack Dickey, Johnnie Ballew, Bob Richards,
Buddy Dodson, Randy Holly, and Sheryl Owen. The following visitors wer~ present: Joe
McKinnis, Norma Gladman, Brenda Holly, Charles Bechtold, James Lancaster, Dorothy Tullis,
Glen Tullis, Terry Northup, John McDonough, Roy Tullis, Alfred Reynolds, Buddy Baker,
and Jim Davis.
Invocation was given by Andy Taylor, Sr.
Mayor Wayland presented the minutes of the Regular City Council Meeting, December 17,
1981 and the City Council Work Session, January 7, 1982. It was moved by Alderman
Tillerson seconded by Alderman Woods to approve the minutes. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2474, on second and final reading, granting
a 15-year franchise to Teleservice Corp. of America D/B/A Plainview Cable Television
for the privilege of constructing,~maintaining and operating a Cable TV System within the
corporate limits of the City of Plainview; prescribing compensation to be paid to the
City of Plainview for the privilege conferred hereby; and providing: for the regulation of
said franchise. John Hatchel explained the ordinance. Public Hearing was opened.
Mr. Lancaster, Representative of Cable TV thanked the Council for the work put into this
ordinance and that the Cable TV Company accepted theOrdinance. Public Hearing was closed.
It was moved by Alderman Aday seconded by Alderman Almon to approve the ordinance. Motion
carried unanimously.
Mayor Wayland presented Zoning Ordinance No. 82-2478 repealing Zoning Ordinance No.
77-2090 except the provisions containing special conditions applicable to a particular
lot, tract or parcel of land and enacting in lieu thereof a new zoning o~dinance. Mr.
Gladman explained. Public Hearing was opened. The Council held a discussion. Public
Hearing was closed. It was then moved by Alderman Almon seconded by Alderman Woods to
approve theordinance. Motion carried unanimously.
Mayor ~ayland presented 81-2476 on second and final reading, amending Section
12.1.4 (Materials and Uses) of the Plainview Plumbing Code, Ordinance No. 91-2476.
Providing for the deletion of "no-hub" cast-iron soil pipe & fittings; directing publication
of the descriptive caption of this ordinance; and providing an effective date. John Hatchel
explained. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve
the Ordinance. Motion carried unanimously.
Mayor Wayland -. presented Ordinance No. 81-2477 on ..second and final reading,
establishing districts for municipal elections and providing for polling places within
each district. Tom Hamilton explained the redistricting in the ordinance. It was then
moved by Alderman Aday seconded by Alderman Woods to approve the ordinance. Motion _~
carried unanimously.

Mayor Wayland presented Ordinance No. 82-2478 on first reading, amending Ordinance
No. 73-1351, Housing Code and calling a Public Hearing on January 26, 1982 at 7:30 p.m.
Tom Hamilton explained the Ordinance. Mrs. Dorothy Tullis spoke on the ordinance.
Mr. Roy Tullis then spoke'on the ordinance~also. A discussion was held with the Council.
It was then moved by Alderman Woods seconded by Alderman Almon to approve the ordinance
on first reading and call a Public Hearing for January 26th. Motion carried unanimously.
Mayor Wayland presented Resolution No.R82-467 appropriating $1,510 from the
accumulated interest in the Industrial~Fund as payment to Energas Co. for the lowering
and replacement of the pipeline located on West 34th (F.M. 1767) and Interstate 27.
John Hatchel explained. It was then moved by Alderman Aday seconded by Alderman
Tillerson to approve the resolution. Motion~carried unanimously.
Mayor Wayland presented R82-468 establishing the fair market value for the parcels
of property listed herein and located in the Plainview Community Development Storm
Drainage Project Area. RandM~H011y-explained. It was then moved by Alderman Tillerson
seconded by Alderman Aday to approve the resolution. Motion ~carried unanimously.
Mayor Wayland presented R82-469 appropriating $4,303.94 from the 1974 G.O. Park
Bond Fund as payment for items listed herein for John D. Stoneham Park. Randy Holly
explained. It was then moved by Alderman Taylor seconded by Alderman Tillerson. Motion
carried unanimously.
Mayor Wayland presented R82-470 authorizing the extension of the alley paving
contract between the City of Plainview and High Plains Pavers, Inc. to include paving of
a 10' x 267' 9" portion of the alley located east of City National Bank.~ John Hatchel
explained. It was then moved by Alderman Tillerson seconded by Alderman Taylor. Motion
carried unanimously.
Mayor Waylan~ presented R82-471 accepting the work performed during the construction
of the Senior Citizens Parking Lot; describing the method of payment; and authorizing
a payment of $12,445 to High Plains Pavers, Inc. for services rendered. 'Bill Hogge
explained. It was moved by A18erman Almon seconded by Alderman Woods to approve the
resolution. Motion carried unanimously.
Mayor Wayland presented R82-472 accepting bids and awarding a purchase contract for
one (1) sixteen foot (16) flatbed with h6ist for the Sanitation Dept. Bill Hogge explained
It was then moved by Alderman Aday seconded by Alderman Woods to approve it. Motion
carried unanimously.
Mayor Wayland presented R82-473 appropriating $1,640.11 from the Assessment Paving
Fund Acct. No. 7-0-60807 as payment to High Plains Pavers, Inc. for work performed during
the paving of Westridge Unit No. 4. Bill Hogge explained. It was then moved by
Alderman Almon seconded by Alderman Aday. Motion carried unanimously.
Mayor Wayland presented the Minutes from the Boards and Commissions. No action was
taken.
May~ W~y~d presented the Department Reports. No action was taken.

Mayor Wayland presented the Budget Expenditures for approval.

It was moved by
Alderman Aday seconded by Alderman Taylor to approve the Expenditures. Motion carried
unanimously.
Mayor Wayland convened the meeting for:an .executigesession with the Council and
City Manager on personnel discussion.
The meeting was Convened back into the Council Chambers and the.meeting was
adjourned.
