The City Council met in a regular session at 7:30 p.m. in the City Council
Chambers with Mayor Bob Wayland presiding and the following Councilman present:
Carl Tillerson-Place One, Andy Taylor-Place Two, Lloyd Woods-Place Three, Tom Almon-
Place Four and Tom Aday-Place Five. Also present, John Hatchel, Harold Gladman,
Tom Hamilton, Bill Hogge, Buddy Dodson, Sheryl Owen, Johnnie Ballew, Randy Holly,
Joe Ferguson, Jack Dickey, Bob Richards, and Jerry Austin'.
Invocation was given by Lloyd Woods.
Mayor presented the minutes of the Regular City Council Meeting, January 12th,
City Council Work Session, January 21st~ and Special City Council Meeting, January 18th.
It was moved by AldermanAday seconded by Alderman Tillerson to approve minutes. Motion
carried unanimously.
Mayor presented Zoning Ordinance No. 82-2478 on second and final reading repealing
Zoning Ordinance No. 77-2090 except the provisions containing special conditions applicable
to a particular lot, tract or parcel of land and enacting in lieu thereof a new zoning
ordinance. Mr. Gladman explained the ordinance. Public Hearing was opened. No comments
were made. Public Hearing was closed. It was then moved by Alderman Almon seconded by
Alderman Aday to approve the ordinance on final reading. Motion carried unanimously.
Mayor presented Ordinance No. 82-2479, on second and final reading, amending
Ordinance No. 73-1351, Housing Code. Tom Hamilton explained the amendment to the present
Housing Ordinance. Public Hearing was opened. A lengthly discussion was held with
discussion from the public and the Council. Public Hea~ing was closed. It was then
moved by Alderman Woods seconded by Alderman Almon to approve the amendment to the
Housing Ordinance on final reading. Motion carried unanimously.
Mayor presented Resolution No. R82-474-approving the request of the 9th Street
Church of Christ to pave the alley located east of the church between 8th and 9th Streets,
in accordance with the alley paving specification of the City of Plainview. Bill Hogge
explained the resolution. It was then moved by Alderman Almon seconded by Alderman Aday
to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R82-475 approving the rate schedule of Parkhill,
Smith and Cooper, Inc. for miscellaneous engineeering, consulting and design services
during the calendar year of 1982. Bill Hogge explained. It was then-moved by Alderman
Aday seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R82-476. authorizing the advertisement for bids for
the aerial application of vector control chemicals. Johnnie Ballew explained. It was
then moved by Alderman Aday seconded by Alderman Taylor to approve the resolution. Motion
carried unanimously.
Mayor presented Resolution No. R82-477 authorizing the preparation of plans and speci-
fications and the advertisement for bids for the materials necessary to update and install
traffic signals at the intersections of Highway 70 and Date, Ash, Broadway, Austin, Joliet
and Ennis Streets.

Johnnie Ballew explained the resolution. It was t~en moved by Alderman Woods seconded
by Alderman Almon to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R82-478 retifying the appointment of the Chief of
Police, Hugh Anderson III. Mayor explained. It was then moved by Alderman Aday
seconded by Alderman Woods to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R82-479 authorizing the Mayor to sign a Lease
Agreement with the Plainview Country Club for the Municipal Golf Course. Discussion
was held. .Alderman Almon expressed his view that this was unconstitutional and he
made the moti'on to amend the motion and table the resolution until the next regular
council meeting. Motion died due to lack of second. It was then moved by Alderman
Woods seconded by Alderman Aday to apporove the resolution. Motion carried: For - Woods,
Aday; Against - Almon; Abstained: Tillerson, Taylor.
John Hatchel then presented Resolution of appreciation to Mr. Harold Gladman,
it was moved by Alderman Taylor seconded by Alderman Aday to approve it. Motion
carried unanimously.
John Hatchel presented resignation and resolution of appreciation of Randy Holly,
it was the moved by Alderman Woods seconded by Alderman Almon to accept it. Motion
carried unanimously.
Mayor presented the minutes from Boards. No action taken.
Mayor presnted the Departmental Reports. No action taken.
Mayor presented the Budget expenditures for approval. It was moved by Alderman
Aday seconded by Alderman Taylor Go approve the expenditures. Motion carried unanimously.
