The City Council met in a regular meeting at 7:30 p.m. in the Council
Chambers with Mayor Ridlehuber presiding and the following Councilman present:
Carl Tillerson, Andy Taylor, Bobby James, and Tom Aday. Also present: John
Hatchel, Bob Richards, Tom Hamilton, Bill Hogge, JQhnnie Ballew, Norman Huggins,
Hugh Anderson, Joe Ferguson, Mike McDonough, Tom Riney, and Sheryl Owen. Visitors
present: Jim Davis, David Milstead, Eldon Milstead, Wilson Daffern, Charles Bechtold,
Medlin Carpenter, Harold Gladman, Jesse Dearmound.
InvocAtion was given by Mayor Ridl~huber.
Mayor presented Resolution No. R82-526 approving the application for the issuance
on Industrial Revenue Bonds by EMCO for a planned expansion. John Hatchel introduced
Sylvia Clark of SPAG. Sylvia Clark explained the application for the Revenue Bonds.
Mayor.~th~n~.opened the public hearing. No comments were made. The public hearing was
then closed. It was moved by Alderman Tillerson seconded by Alderman Aday to approve
the resolution. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 82-2491 on second and final reading, calling
a public hearing, request of David Milstead, rezoning Lots 9-16, Block 57, Original
Town Addition, from R-2 (Multiple-Family Residential) to CGB (Commercial General Business)
located at 210 Date. Bob Richards explained the rezoning. It was then moved by
Alderman Aday seconded by Alderman Tillerson to approve the ordinance on final reading.
Motion carried unanimously.
Mayor presented Resolution No. R82-527 receiving an application and approving
the creation of South Plains Housing Finance Corporation; approving the articles in
corporation and appointing a Board of Directors. Sylvia Clark explained the Finance
Corporation. It was then moved by Alderman Aday seconded by Alderman Tillerson to
approve the resolution. Motion carried unanimously.
Mayor presented Ordinance No. 82-2494 creating a chapter in the Code of Ordinances
for the City of Plainview, titled "Code Enforcement Search Warrants," making a mis-
demeanor to interfere with the axecution of a search warrant, providing definitions,
authorizing the issuance and execution of search warrants, establishing when search
warrants are not required, requiring probable cause, requiring a sworn affidavit, re-
quiring certain formalities, providing for the keeping or records, providing for no
conflicts with other laws, and providing for publication. Tom Hamilton explained the
ordinance. Discussion was held. It was then moved by Alderman James seconded by Alder-
man Aday to approve the ordinance. Motion carried unanimously.
Mayor presented the minutes from the Board of Electrical Examiners Meeting, however,
no action taken.

Mayor presented the Departmental Reports, however, no action was taken.
Mayor presented the Budget Expenditures for approval. It was moved by Alderman
Aday seconded by Alderman Tillerson to approve the expenditures for the month. Motion
carried unanimously.

the meeting.
Meeting adjourned at 8:00 p.m.
