The City Councilmet ina regular meeting at 7:30 p.m. in the
Council ChamberswithMayorRidlehuber presiding andthe following
Councilman present: Carl Tillerson, Andy Taylor, L!oydWoods, and
Tc~Aday. Also present: John Hatchel, Bob Richards, T~m
Hamilton, Buddy Dodson, Hugh Anderson, Jack Dickey, Johnnie
Ballew, Tom Pd_ney, Mike McDonough, and SherylOwen.
Visitors present: Graddy Tunnell, Manuel Garcia, Buddy
Baker, Terry Cl~uents and Dan Nazworth.
Invocation was given by Carl Tillerson.
Mayor presented the minutes of the City CouncilMeeting,
August 24, 1982 and theminutes of the Work Session, September 9,
1982. It was movedbyAldermanAday seconded byAlderman Taylor
to approve t he minutes. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 82-2496 on second and
final reading and conducting a public hearing for the rezoning of
a 5.00 acre tract located in the 300 block of South Interstate 27,
from a R-1 (Single-family B~sidential) to CGB (Cc~uercial General
Business) zoning district. Request of A.J. Woolsey. Zone Case
9464. Bob Richards explained the ordinance. Public Hearing was
opened. No cc~uents. Public Hearing was closed. It was then
moved by Alderman Aday seconded by Alderman Tillerson to approve
the ordinance. Motion carried unanimously.
Mayor presented Resolution NO. R82-534 appointing msmbers to
various Boards, Committees and Cc~ssions. Mayor explained the
appointments. It was then moved by Alderman Aday seconded by
Alderman Taylor to approve the appointments. Motion carried
unanimously.
Mayor presented Resolution NO. R82-535 giving notice to the
Social Security Administration that the City of Plainview desires
to withdraw coverage of City employees from the Federal Insurance
Cc~pensation Act. John Hatchel explained the resolution, it was
then moved by Alderman Woods seconded by Alderman Taylor to
approve the resolution. Motion carried unanimously.
~yor presented Ordinance No. 82-2498 on first reading, an
ordiD~nce making provision for the adoption of the 1982 edition of
the Uniform Building Code, Volume i, with certain an~n~ts
thereto and directs the publication of this ordinance, and
es~_~blishes penalty provisions and provides for an effective date,
and repeals Ordinance NO. 82-2496. Bob Richards explaLned. It
was the n~ved by Alderman Tillerson seconded by Alderman Woods to
approve the ordinance on first reading. Motion carried
unanimously.

Mayor presented Ordinance No. 82-2499 on first reading, an
ordinance regulating and controlling the design, quality of
materials, construction, location, electrification, and
maintenance of all signs and sign structure not located within a
building, provides for the adoption of the 1982 edition of the
Uniform Sign Code with certain amendments thereto and directs the

explained the ordinance. It was thx~n moved bY Alderman Woods

reading. Motion carried unanimously.
Mayor presented Resolution No. R82-536 accepting the 1981
Street Paving Program from paving contractor, Jake Diel & Dirt
Paving, Inc. and appropriating $18,650.40 from the Street Paving
Assessment Fund as final payment for the contract. John Hatchel
explained th~ resolution. It'was then moved by Alderman Aday
seconded by Alderman Woods to approve the resolution. M~tion
carried unanimously.
Mayor presented Mr. Manuel Garcia, 703 West 27th who desired
to appear before the City Council for permission to allow trucks to
be parked at his hc~e. Mr. Garcia explained to the Council that
the trucks were not junked vehicles or abandoned but that he used
them only 6 to 8 months out of the year for work purposes. A
lengthly discussion was held with the Council. After a lengthly
discussion with Mr. Garcia, Tom Hamilton sugggested further study
be made on the problem, it was moved by Alderman Woods seconded
by Alderman Aday to table this item for further study for an
indefinite tir~. Vote: For, Alderman Taylor and Woods. Against,
Alderman Tillerson and Aday. Mayor voted against with Alderman
Tillerson and Aday to break the tie vote. It was then moved by
Alderman Aday seconded by Alderman Tillerson to put a time limit
of 30 days or t~he next Council Meeting closest to 30 days. Motion
carried unanimously.
Mayor presented Ordinance No. 82-2497 on first reading
regulating and controlling the maintenance of buildings and
premises; to safeguard life, health, property and public welfare
by regulating the storage, use and handling of d__~ngerous and
hazardous materials, substances and processes, and by regulating
the maintenances of adequate egress facilities, providing for the
repealing of Ordinance No. 82-2454, Providing for adoption of the
Uniform Fire Code, 1982 Edition. Jack Dickey explained the
ordinance. It was then moved by Alderman Woods seconded by
Alderman Taylor to approve the ordinance on first reading. Motion
carried unanimously.
JoP~ Hatchel explained and called the Public Hearing for
Tuesday, September 28, 1982 for Budget Revenue Sharing and Tax
Rate. It was moved by Alderman Tillerson and seconded by Alderman
Taylor to approve the Public Hearing. Motion carried unanimously.
Fmyor presented the minutes from Boards, Committees, snd
