HomeMy WebLinkAbout82 0928 minCITY COUNCIL MEETING September 28, 1982 MINUTES The City Council met in a regular meeting at 7:30 p.m. in the Council Chambers with Mayor Ridlehuber presiding and the following Councilman present: Carl Tillerson, Andy Taylor, Lloyd Woods, Bobby James, and Tom Aday. Also present: John Hatchel, Norman Huggins, Hugh Anderson, Johnnie Ballew, Joe Fergusc~, Tom Riney, Jack Dickey, Mike McDonough, Bob Richards, Bill Hogge, Buddy Dodson, and Sheryl Owen. Visitors present: Jim Davis, Buddy Baker, and Charles Bechtold. Mayor presented the minutes of the City Council Meeting, September 14, 1982 and the City Council Work Session, September 23, 1982. It was moved by Alderman Aday seconded by Alderman Taylor to approve the minutes. Motion carried unanimously. Mayor presented Ordinance No. 82-2497 on second and final reading, making provision for the adoption of the 1982 edition of the Uniform Fire Code which regulates and controls maintenance of buildings and premises; to safeguard life, health, property and to protect the public welfare by regulating the storage, use and handling of dangerous and hazardous materials, establishes a penalty provision and repeals Ordinance No. 81-2454. Jack Dickey explained. It was moved by Alderman Aday seconded by Alderman Taylor to approve the ordinance on final reading. Motion carried unanimously. Mayor presented Ordinance No. 82-2498 on second and final reading, an ordinance making provision for the adoption of the 1982 Edition of the Uniform building Code, Volume 1, with certain amendments thereto, establishes a peD~lty provision and provides for an effective date, and repeals Ordinance No. 82-2496. BOb Richards explained. It was then moved by Alderman Aday seconded by Alderman Tillerson. 5~fcion carried unanimously. Mayor presented Ordinance No. 82-2499 on second and fiD~l reading, an ordinance regulating and controlling the design, quality of materials, construction, location, electrification, and maintenance of all signs and sign structures DDt located within a building, provides for the adoption of the 1982 edition of the Uniform Sign Code with certain amendments thereto, establishes a penalty provision and repeals Ordinance No. 71-1158. BOb Richards explained. It was then moved by Aldennan Woods seconded by Alderman Aday to approve the ordinance on final reading. Motion carried unanimously. Mayor presented Ordinance No. 82-2500, an ordinance approving budget submitted by the City Manager of the City of Plainview, te~s for the fiscal year 1982-83 and declaring passage of this as an emergency. John Hatchel explained the ordinance. It was then moved Alderman A~_ay seconded by Alderman Tillerson to approve the ordinance. Motion carried unanimously. Mayor presented Ordinance No. 82-2501, an ordinance levying rmnnicipal ad-valorem taxes for the City of Plainview, Texas, for the O0 060 MIIqUTES - page 5%~o year 1982 and directing the assessment and the collection thereof and declaring an emergency. John Hatchel explained the ordinance. It was then moved by Alderman Taylor seconded by Alderman Tillerson to approve the ordinance. M~tion carried unanimously. Mayor presented Ordinance No.82-2502, an ordinance calling a public hearing and approving a revenue .sharing budget submitted by the City Manager of the City of Plainview, Texas, for fiscal year 1982-83 and declaring the passage of this as an emergency. John Hatchel explained the ordinance. Public Hearing was opened. No c~-~-~nts were made. Public hearing was closed. Motion carried unanimously. }~yor presented P~solution No. R82-537 exercising the option granted to a governing body or taxing unit not to exempt autcmobiles from taxation as provided by state law. John Hatchel explained. It was then moved by Alderman Woods seconded by Alderman Aday to approve the resolution. Motion carried unanimously. Mayor presented Rmsolution No. R82-538 accepting bids and awarding contract for the cleaning of two anaerobic digesters located at the sewer reclamation plant and appropriating funds from the water and s~ utility fund. Bill Hogge explained the contract. It was then moved by Alderman Woods seconded by Alderman Aday to approve the resolution. ~tion carried unanimously. Mayor presented Resolution No. R82-539 accepting bids and awarding a purchase contract of police vehicles. Hugh Anderson explained the bids and the purchase contract. It was then moved by Alderman Taylor seconded by Alderman Tillerson to accept the bid of Maggard-Nall Motor Co. and award the purchase contract. Motion carried unanimously. Mayor presented Ordinance no. 82-2503 on first reading, an ordinances prohibiting the parking, stopping, or standing of any motor vehicle on a portion of the 100 block of W. 7th Street beginning at the west side of the alley and proceeding v~st to the east curve line of Austin Street at its intersection with W. 7th Street and providing for a penalty. Johnnie Ballew explained the ordinance, it was then moved by Alderman Woods seconded by Alderman Taylor to approve the ordinance. Motion carried unanimously. Mayor presented Resolution No. R82-540 approving the preliminary plat of the Townwest Addition, Unit No. 4, a request of the Trinity Nazarene Church. Bill Hogge explained the resolution. It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve, the resolution. Motion carried unanimously. Mayor presented Resolution No. R82-541 authorizing the Mayor to execute a grant agreement on behalf of the City of Plainview for the City's portion of reconstructing and marking the southeast end of runway 13/31 at the Hale County/Plainview Airport and appropriating $18,673.00 frc~ the Unappropriated General Fund. John Hatchel explained the grant agreement. It was then moved by Alderman Aday seconded by Alderman Woods to approve the resolution. Motion carried unanimously. Mayor presented the Energas Audit Report. No action taken. Mayor presented the Departmental Reports. No action taken. Mayor presented the Budget expenditures for approval. It was moved by Alderman Aday seconded by Alderman Tillerson to approve the expenditures. M~tion carried unanimously. It was then moved by Alderman Aday seconded by Aldez/nan Tillerson to adjourn the meeting. Motion carried unanimously. With no further business, the meeting adjourned.
