COUNCIL CHAMBERS
City Hall
Tb~ City Council mot in a regular meeting at 7:30 p.m. in the
Council Chambers with ~yor Ridlehuber presiding and the following
Councilman present: Andy Taylor, Lloyd Woods, Bobby James and Tom Aday.
Also present: John Hatchel, Bob Richards, Larry McEachern, Bill Hogge,
Norman Huggins, Jack Dickey, Buddy Dodson, Sheryl Owen.
Visitors present: Jim Davis, Buddy Baker, Charles Bechtold,
Manuel Garcia, Peter Arteago, Leo Arteago, Gilbert Escalante, Rebecca
Escalante, Pauline Soto, Mary Ramirez, E. Paul Wright. Darlene Wright,
Mike Corana, Mary Ann Corona.
Invocation was given by Lloyd Woods.
Mayor presented the minutes of the City Council Meeting,
September 28, 1982 and the City Council Work Session , October 8, 1982.
It was moved by Alderman Taylor seconded by Alderman Woods to approve
the minutes. Motion carried unanimously.
Mayor presented Ordinance No. 82-2503 on second and final
reading, an ordiD~nce prohibiting the parking, stopping, or standing of
any motor vehicle on a portion of the 100 block of W. 7th Street
beginning at the alley and proceeding west to the east curve line of
Austin Street at its intersection with W. 7th Street and providing for a
penalty. John Hatchel explained the ordinance. It was then moved by
Alderman James seconded by Alderman Aday to approve the ordinance.
Motion carried unanimously.
Mayor presented Resolution No. R82-542 authorizing the Mayor to
enter into an agreement between the City of Plainview and the State
Department of Highways add Public Transportation for the construction,
maintenance and operation of safety lighting from Loop 445 south of
PlaLnview to Loop 445, north of Plainview within its city limits. John
Hatchel explained the resolution. It was m~ved by Alderman Woods
seconded by Alderman ~lay to approve the resolution. Motion carried
unanimously.
Mayor presented Resolution NO. R82-543 issuing a street use
permit to the John Bernard Estate, Gale Thc~pson Trustee, to allow for
the brick facing of the residence located at 200 S.E. 5th to overhang on
public property. Larry McEachern explained the resolution. It was then
moved by Alderman James seconded by Alderman Woods to approve the
resolution. Motion carried unanimously.
b~yor presented Resolution NO. R82-544 accepting bids and
awarding a purchase contract for two (2) pickups and one (1) two ton cab
& chasis truck, Norman Huggins explained the bids. It was then moved
by Alderman Taylor seconded by Alderman Woods to approve the resolution
and accept the lowest and best bids. Motion carried unanimously.

Mayor presented P~solution No. R82-545 changing tb~ regular City
Council Meeting from Tuesday, October 26th to Wednesday, October 27th.
Mayor explained the resolution. It was then moved by Alderman Taylor
seconded by Alderman Woods. Motion carried unanimously.
Mayor presented Public Hearing to receive input from the citizens
for the proposed uses of ~ity development funds. John Hatchml
explained th~ Community Developmant funds. Mayor opened Public Hearing
for public inpuC: Cc~nents made on what the conmunity deve!opmmnt funds
could be used for by several citizens of the co,inanity. Public Hearing
was then closed.
Mayor presented Resolution No. R82-546 authorizing the filing of
a CDBG Application with HUD. John Hatchel explained the resolution. It
was then moved by Alderman Woods seconded by Aldenman Taylor. Motion
carried unanimously.
Mayor presented the Departmental Reports. No action was taken.
Mayor presented the Budget Expenditures for approval. It was
moved by Alderman Aday seconded by Alderman Taylor. Motion carried
unanimously.
It was then moved by Alderman Aday seconded by Alderman Taylor to
adjourn the meeting.
The meeting adjourned to an Executive Session at 8:20 p.m.
