CITY COUNCIL WORK SESSION
November 9~ 1982
K-Bob' s Restaurant
11:30 A.M.
The City council of the City of Plainview, Texas met in a Work
Session at 11:30 a.m. at K-Bob's Restaurant with Mayor Ridlehuber
presiding and the following Councilman present: Carl Tillerson,
Andy Ta_vlor, Lloyd Woods, Bobby James, and Tc~ Aday. Also present:
John Hatchel. Visitors: Buddy Baker and R.A. Vernon.
Mr. R.A. Vernon appeared and opposed amen~ts to the Plainview
Housing Code which serve as a grandfather clause for structures built in
Plainview prior to the passage of the 1982 Building, Plumbing and
Electrical codes. A lengthly discussion ensued between Mr. Vernon, the
Mayor and Council members concerning the proposed suggestion or
amendment. The City Council suggested that ~. Vernon request to be
placed on the agenda for the Housing Board and discuss his amendment
with them. As pointed out, if the Housing Board wants to see the
amendments made to the Housing Ordinance they would then make the
reccrauendations to the City Council.
John Hatchel, then presented the agenda for the next City Council
Meeting to be held November 9th at 7: 30 p.m.
Councilman Lloyd Woods read a prepared statement to the Mayor and
City Council suggesting that the Mayor call a meeting between the Mayor
and City Council and local lending institutions, County Government,
School Board, Downtown Merchants ~sociation, Shopping Center
Associations, Industrial Foundation, Chamber of Co~rce, and any other
interested citizen in our conm~nity to receive input in establishing
goals our community could strive to reach. It was felt that a broad
segment of our co,~u,~nity could be utilized for this purpose emphasizing
the importance that Plainview do everything to continue the progressive
attitude that b~s made this cc~wanity what it is today. After some
discussion of this proposal, the Mayor and City Council agreed to the
ideal and that it would be pursued.
No official action was taken on any of the above items, and being
no further business, the meeting adjourned.

The City Council met in a regular meeting at 7:30 p.m. in the
Council Chambers with b~yor Ridlehuber presiding and the following
Councilman present: C~rl Tillerson, Andy Taylor, Lloyd Woods, Bobby
James, and Tom Aday. Also present: John Hatchel, Bob Richards, Larry
McEachern, Norman Huggins, Mike McDonough, Johnnie Ballew, Hugh
Anderson, Buddy Dodson and Bill Hogge.
Visitors present: Chris Huggins, Kirk Hess, Ron Morris, John
Berry, James Kmnson, Earl Hudgins, Carol Richards, Jim Davis, and Buddy
Invocation was given by Carl Tillerson.
Mayor presented the Minutes of the City Council Meeting, October
27, 1982, and City Council Work Session, November 4, 1982. It was moved
by Alderrm3nAday seconded byAlderman Taylor to approve the minutes.
M~tion carried unanimously.
Mayor presented Zoning Ordinance no. 82-2504 on first reading and
calling a public hearing for 7:30 p.m., November 23rd, request of H.J.
Ramsey, for rezoning of 0.93 acre of land frcxn an R-1 (Single-Family)
zoning district to a C.R.D. (Coranercial Retail District) located at 2101
W. 24th. Bob Richards explained, the request for zone change. It was
then moved by Alderman Tillerson seconded by Alderman James to approve
the ordinance. Alderman Woods abstained from voting. It was carried
unanimously by Alderman Tillerson, Taylor, James, and Aday.
Mayor presented Resolution No. R82-548 accepting and awarding a
purchase contract for the installation of a multi-purpose lighting for
E.& E. Givens Park. Bob Richards ~xplained the resolution. It was then
moved by Alderman Woods seconded by Aldemnan Tillerson to approve the
resolution. Motion carried unanimously.
~yor presented Resolution No. R82-549 giving Wayland Baptist
University to make cuts in Vernon Street and 8th Street for the purpose
of installing telephone cable and issuing a street use permit. John
Hatchel explained the resolution. It was moved by Alderman James
seconded by Alderman Taylor to approve resolution. Alderman Woods
abstained from voting. Motion carried unanimously by Alderman
Tillerson, Taylor, James and Aday.
Mayor presented the departmental reports, no action was taken.
Alderman Woods requested that the Mayor appoint a Council member
or himself to the attend all of the ~=-etings of the Hale County Tax
Appraisal Board. The Mayor indicated he would-take action on this.

Mayor presented the Budget expenditures for approve. It w~s
moved by Alderman Aday seconded by Alderman Tillerson to approve the
expenditures. Motion carried unanimously.
Mayor extended sympathy from the City to Mr. Tom Riney on the
death of this father.
With no further business pending, the meeting adjourned.
