HomeMy WebLinkAbout82 1123 minCITY COUNCIL REGULAR MEETING November 23, 1982 City Hall 00 071 AGENDA The City Council met in a regular meeting at 7:30 p.m. in the Council Chambers with Mayor Ridlehuber presiding ~nd the following Councilman present: Carl Tillerson , Andy Taylor, Lloyd Woods, Bobby James, and Tom A~ay. Staff present: John Hatchel, Bob Richards, Tom Hamilton, Bill Hogge, Buddy Dodson, Johnnie Ballew, Tc~ Riney, Norman Huggins and Sheryl Owen. Visitors present: Layne Coleman, S.C. Coleman, Gary Mack, Kent Akin, Joe Ramsey, Sara Francis Adams, and Bob Dickson. Invocation was given by Tc~ Aday. Mayor presented the minutes of the City'Council ~eting, November 9, 1982, and the City Council Work Session, November 18, 1982. It was moved by Alderman %~Dods seconded by Alderman Aday to approve the m~nutes as presented. Fotion carried unanimously. Mayor presented Zoning Ordinance No. 82-5204 on second and final reading and conducting a Public Hearing for the rezoning of 0.93 acre of land from an R-1 (Single-Family) to a CRD (Commsrcia! Retail District) located at 2101 W. 24th. Alderman Woods abstained from vote on this ordinance due to personal conflict. Bob Richards explained the zone change request. Public Hearing was opened. The following citizens spoke concerning the zone change. Mr.& Mrs. S.E. Col~an spoke in opposition; Mr. Kent Akin representing the Raymond Akin Estate spoke in opposition; Mr. Joe Ramsey in favor of the zone change; Sara Francis Adams spoke in favor; and Mr. Bob Dickson spoke, but remained neutral on the zone change. Public Hearing was then closed. It was moved by Alderman Tillerson seconded by Alderman James to approve the ordinance. The vote was: Alderman Tillerson, Taylor and James, For. Alderman Aday, A~ainst. Mayor presented R~solution No. R82-551 authorizing the City to accept a sewer improvements grant and make con~,~tm~nts and assurances as the city's portion of the grant to be available. John Hatchel explained. It was then moved by Alderman ~k~ds seconded by Alderman Aday to approve the resolution. ~btion carried unanimously. Mayor presented Ordinance No. 82-2505 on first reading amending Ordinance No. 81-2459 adjusting rates charged for sewer service and sewer connection by the City of Plainview. John Hatchel explained. It was moved by Alderman Aday seconded by Alderman Taylor to approve the ordinance. Motion carried unanimously. Mayor presented Resolution No. R82-550 approving a revised parks plan and budget for the expenditures of Park Bond Funds, with matching funds from the State Dept.' of Parks and wildlife. O0 Alderman~b Richards explained the resolution. It was then moved by Aday seconded' by Aidennan Tillerson to approve the resolution. Motion' carried unanimously. Mayor presented the Budget expenditures for approval. It w~.s moved k~t Alderman Aday seconded by Alderman Ti!lerson to approve the expenditures. Motion carried unanimously. ~lderman James extended to Mr. Riley Armstrong of the Planning amd Zoning CommiSsion. It vms moved by Alderman seconded by Alderman ~bods to concur with the apology. Motion carried unanimously. It was moved by Alderman Aday seconded by Alderman Woods to adjourn the meeting, with no further business pending, the meeting adjourned. Motion carried unanimously.
