The City Council met in a regular n~eting at 7:30 p.m. in the
Council Chambers with Mayor Ridlehuber presiding and the following
Councilman present: Carl Ti!lerson, Andy Taylor, Lloyd Woods, Bobby
James, and Tom Aday. Staff present: John Hatchel, Tom Hamilton, Bob
Richards, Bill Hogge, Johnnie Ballew, ~-~Drman Huggins, Mike McDonough,
Jack Dickey, and Sheryl Owen.
Invocation was given by Bill Hogge.
Mayor presented the minutes of the City Council Meeting, November
23, 1982 and City Council ~rk Session, December 9, 1982. It was reeved
by Alderman Aday seconded by Alderman Tillerson to approve the minutes.
Motion carried unanimously.
Mayor presented Resolution No. R82-555 expressing the appreciation,
for loyalty, respect and admiration of the City of Plainview for Coach
Greg Sherwood, his Staff, and the Angry Red Football of Plainview High
School. Mayor presented the certificate to Coach_ Greg Sherwood. Coach
Sherwood expressed his gratitude to the City.
Mayor presented Resolution no. R82-556 expressing appreciation,
loyalty, respect and admiration of the City of Plainview to the
Plainview High School Marching Band. Mayor presented the certificate to
Band Director, O.T. Ryan. Mr. Ryan expressed his appreciation tot the
Cit~v.
Mayor presented Mr o R.A. Vernon who spoke on the Housing Ordinance
and presented some changes that he requested. Mr. J.G. Brewer also
spoke on the Housing Ordinance. A discussion was held, however, no
action was taken.
Mayor presented ~msolution No. R82-553 accepting bids and
authorizing the purchase of Water Works Materials. Bill Hogge explained
the purchase of the materials. It was then moved by Alderman Woods
seconded by Alderman Aday to approve the resolution. Motion carried
unanimously.
Mayor presented Resolution No. R82-552 authorizing the Mayor to
enter into an Engineering Agreement with Parkhill, Smith & Cooper, Inc.
for the design supervision of Airport improv~m%ents to be made at the
Plainview/Hale County Airport. John Hatchel explained the agreement.
It was then moved by Alderman ~ay seconded by Alderman Tillerson to
approve the resolution. Motion carried unanimously.
~yor presented Zoning Ordinance No. 82-2506 on first reading and
calling a Public Hearing for Tuesday, December 28th at 7:30 p.m. to hear
a request to rezone from R-2 (Single-Family residential) to CRD
(Cc~n~rcial ~tail District) located at 705 West 7th street, request of
Jimmy Bublis. Zone Case 9468.
Bob Richards explained the zone change request. It was then
moved by Alderman Woods seconded by Alderman Aday to approve the
ordinance on first reading. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 82-2507 on first reading and
calling a Public Hearing for Tuesday, December 28th at 7:30 p.m. for the
purpose of hearing a request of specific use permit to allow room
rentals to three persons with associated personal care to the renters
located at 1213 Amarillo, a request of Avis Smith. Bob Richards
explained the zone change request. It was then moved by Alderman
Tillerson seconded by Alderman Taylor to approve the ordi~3nce on first
reading. Motion carried unanimously.
Mayor presented Resolution No. R82-554 authorizing the City
National Bank of Plainview, Texas to substitute in the amount of
$600,000. Norman Huggins explained the resolution. It was then moved
by Alderman Taylor seconded by Alderman Aday to approve the resolution.
Motion carried unanimously.
-Mayor presented Ordinance No. 82-2508 prohibiting parking at the
intersection of 7th Street and Austin Street. Johnnie Ballew explained
the ordinance. John Marse spoke on the parking at this intersection and
that sc~ething needed to be done. It was then moved by Alderman
Tillerson seconded by Alderman James. Motion carried unanimously.
Mayor presented the minutes from various Boards an~ Committees,
no action was taken.
¥~yor presented the Budget Expenditures for approval, it was
moved by Alderman ~lay seconded by Alderman Woods to approve the
expenditures.
It was then moved by Alderman Aday seconded by Alderman James to
adjourn the meeting.
The meeting adjourned at 8:15 p.m.
