COUNCIL CHAMBERS
City Fall
The City Council met in a regular meeting at 7:30 p.m. in the
Council Chambers with Mayor Ridlehuber presiding and the following
Councilman present: Carl Tillerson, Lloyd Woods, Bobby James and Tc~
Aday. Staff present: John Hatchel, Johnnie Ballew, Norman Huggins, Bob
Richards, Mike McDonough, Bill Hogge, Joe Ferguscn, Tom Hamilton, Buddy
Dodson, Hugh Anderson Tom Riney, Jack Dickey, and Sheryl Owen.
Invocation was given by Norman Huggins.
Mayor presented the minutes of the City Council Regular Meeting,
December 28, 1982 and the City Council Work Session, January 6, 1982.
It was moved by Alderman Aday seconded by Alderman Tillerson. Motion
carried unanimously.
City Manager John Hatchel presented service pins to the following
city employees for years of service:
David Garcia-10yr., Denis Harkins-10 yr., Danny Miller-15 yr.,
Joe Ferguson-10yr., Mike Gilbreath-10 yr., Jack Dickey-15 yr., Rudolfo
Blanco-5 yr., Bill Hogge-25 yr., John Berry-5 yr., Percy McGee-10 yr.,
Warren Graham-15 yr., BOb Richards- 10yr., Carl Holland-5 yr., Ernesto
Saldana-15 yr. Leon Alcozer- 10 yr., Johnnie Ballew-30 yr., Ricky Cox-10
yr., Buddy Dodson-15 yr., Margie Brawley-5 yr., and Joe McFarlin-10 yr.
Mayor presented Zoning Ordinance No. 82-2507 on second and final
reading on a request for a specific use permit to allow room rentals to
three persons with associated personal care to the renters located at
1213 Amarillo, request of Avis Smith. It was moved by Alderman Woods
seconded by Alderman Aday to remove the ordinance from tabled. Motion
carried unanimously. Mr. Mike Brown, Attoro~y for Mrs. Avis Smith
requested the Council table the ordinance until the necessary documents
were ready for this case. Mr. Lanny Voss, Attorney for several
residents concurred with Mr. Brown request. It was moved by Alderman
~ay seconded by Alderm~m Woods to table the ordinance as per the
request of the Attorney's. Motion carried unanimously.
Mayor presented Resolution No. R83-559 authorizing the
advertisement for the acceptance of bids for the construction for the
new Animal Shelter. Mr. Edward Kunze, Mr. J.C. A~mStrong, ~. Joe Cox
spoke their opinions to the Council on the construction of a new Animal
Shelter. A lengthly discussion was held with the City Council and the
above persons. Then, Johnnie Ballew presented the prints for the
proposed animal shelter, it was then moved by Alderman Aday seconded by
Alderman Tillerson to authorize to submit for bids. Motion carried
unanimously.

Mayor presented Resolution No. R82-560 awarding a contract for
lowest or best bidder for the installation of radios and equipment in
the police cars. Hugh Anderson explained the contract. It was then
moved by Alderman Woods seconded by Alderman James %o approve the
resolution. Motion carried unanimously.
Mayor presented Resolution No. R83-561 authorizing the purchase
of police equipment and appropriating funds for payment frcm ~venue
Sharing Account. John Hatchel explained. It was then moved by Alderman
James seconded by Alderman Tillerson to approve the resolution. Motion
carried unanimously.
Mayor presented Resolution No. R82-562 approving the preliminary
plat of the High School Addition, Unit No. 2 proposed by Mike Belk.
Bill Hogge explained the plat. It was then moved by Alderman A~tay
seconded by Alderman Woods to approve the resolution. ~tion carried
unanimously.
Mayor presented Zoning Ordinance No. 83-2510 on first reading and
calling a public hearing for Tuesday, January 25th, at 7:30 p.m. for the
purpose of hearing a request to rezone Lot No. 14, Block 1, from R-1
(Single-Family residential) to CGB (Conm~rcial General Business) a
request of David Winters. Bob Richards explained. It was then moved by
Alderman Aday seconded by Alderman Woods to approve the ordinance on
first reading. Motion carried unanimously.
Mayor presented the departmental reports, no action was taken.
Mayor presented the Budget Expenditures for approval, it was moved
by Alderman Aday seconded by Alderman Woods to approve the expenditures.
Motion carried unanimously.
It was then moved t~t Alderman Aday seconded by Alderman Woods to
adjourn the meeting.
