HomeMy WebLinkAbout83 0222 minCITY COUNCIL REGUI2kR MEETING February 22, 1983 00 COUNCIL CHAMBERS City Hall The City Council met in a regular meeting at 7:30 p.m. in the Council Chambers with Mayor Ridlehuber presiding and the following Councilman present: Carl Tillerson, Andy Taylor, Lloyd Woods, Bobby James and Tom Aday. Staff present: John Hatchel, Bob Richards, Larry McEachern, Johnnie Ballew, Joe Ferguson, and Sheryl Owen. Invocation was given by Mayor Ridlehuber. Mayor presented the minutes of the City Council Meeting, February 8, 1983, and the City Council Work Session, February 17, 1983. It was moved by Alderman Tillerson seconded by Alderman ~ztay t6 approve the minutes. Motion carried unanimously. Mayor presented Ordinance No. 83-2511 on second and. final reading amending ordinance No. 73-1351, the Minimum Housing Code. Larry McEachern explained the ordinance. It was then moved by Alderman ~ztay seconded by Alderman Taylor to approve the ordinance on fiD~l readiug. Motion carried unanimously. Mayor presented Zoning Ordinance No. 83-2512 and conducting a public hearing on a request to rezone Lot 1, Block 29, College Hill Addition, from R-2 (Single-family residential) to MF (Multi-Family) for the use of a Triplex residence, located at 515 Portland. R~quest of Mr. J.G. Brewer. Public Hearing was opened by Alderman Aday seconded by Alderman Tillerson. Bob Richards explained the request for the zone change. Mr. J.G. Brewer explained to the Council that he proposed to move in an old structure and remodel parts of it to accomodate as a Triplex. Mr. R.C. Folks, a resident of this neighborhood spoke in opposition against the zone change. Mr. Charlie Durning spoke against the zone change. Mr. Dale Lacewell spoke against the zone change. It was moved by Alderman Aday seconded by Alderman Tillerson to close the public hearing. It was then moved by Alderman Aday seconded by Alderman Taylor to deny the zoning ordinance. Motion carried unanimously. Mayor presented Resolution No. R83-573 accepting bids and awarding a contract for the construction of an animal shelter and appropriating funds from Revenue Sharing. John Hatchel explained the Rmsolution. Dr. Rosser of the State Health Dept. spoke to the Council and expressed the opinion of the State Health Dept. of the necessity of the new animal shelter. The following citizens spoke on the Animal Shelter: Mr. Glenn Lester, Mrs. Lucille Davis expressed the need for the shelter, and Mary Thc~pson expressed the need for the shelter. It was then moved by Alderman Aztay seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. 010 O0 011 Mayor presented Resolution No. R83-568 accepting bids and authorizing the City to enter into a purchase contract for the purchase of a front-end loader for the Sanitation Dept., and authorizing the Mayor to sign a lease/purchase agreement with a local financial institution. John Hatchel explained the resolution. It was then moved by Alderman Aday seconded by Alderman James to approve the resolution. Motion carried unanimously. Mayor presented Resolution No. R82-569 accepting proposals and awarding a contract to provide hospitalization and life ~-~surance for the City's en~ployees. John Hatchel explained the resolution. It was then moved by Alderman Tillerson seconded by Alderman Aday to approve the resolution. Motion carried unanimously. Mayor presented Resolution No. R83-575 exercising the option granted to the governing body not to exempt automobiles frcm taxation as personal property. John Hatchel explained the taxation. It was n~ved by Alderman James seconded by Alderman Woods to table the resolution for further study until the March 8th Council Meeting. Motion carried unanimously. Mayor presented the Budget Expenditures for approval. It was moved by Alderman ~x~ay seconded by Alderman Tillerson to approve the expenditures. 5~tion carried unanimously.
