MINUTES
COUNCIL CHAMBERS
3:00 P.M.
The City Council of the City of Plainview met in a special called
session along with the Hale County Cc~missioners Court at 3:00 P.M.
Tuesday, June 28, 1983 in the Council Chambers. Present were:
Mayor Ridlehuber, Councilmen Carl Tillerson, Andy Taylor, Lloyd Woods,
Bobby James, and Tom Aday. City staff present was City Manager John
Hatchel. R~presenting Hale County was County Judge Bill Hollars,
Commissioners Ronald Morris, Homer Roberson, Henry Reiff, and James
Belk. County Staff present: T~rry Peckham, County A~ditor, and Ray
Purcell, Airport Manager. Phil Hamilton from the "Plainview Daily
Herald" was in attendance.
This meeting was called and posted in order for the two governing bodies
to discuss two items - the improvements on the Plainview-Hale County
Airport and the employment of a family planning nurse for the
Plainview-Hale County Health Department.
John H~tchel presented a new proposal for funding the improvements at
the airport - 90% of the project would still be funded by the FAA,
but would require the infusion of $30,000 from the Airport's maintenance
fund to off-set required matching contributions of the local
governments. This would reduce the cost to $63.,325 for the City and
County respectively. A lengthly discussion was carried on with the
consensus being that the improvements being needed and it not being
prudent business to not take advantage of a 90/10 grant from the
Federal Government. The Airport will off-set the cost of seal coating
by the contribution of $10,000, and will apply an additional $20,000
to the grant for lighting. Councilman Tom Aday made the motion for the
City that the plan be accepted and it was seconded by Councilman Carl
Tillerson - the motion carried unamiously.
The Hale County Cc~missioners also approved unamiously.
The next item discussed concerned the acceptance of a grant frcm
the Texas Department of Health to fund a public health nurse for
family planning. M~ch discussion evolved around the fact that this
service was a duplication of services provided by other governmental
funding sources. Councilman Aday pointed out that when the Health
Unit was established it was primerly for environmental services. A
motion was made by Councilman Woods for the City to reject the
acceptance of the State grant - the second to the motion was made
by Councilman Taylor - the motion carried unamiously.

The Hale County Cc~missioners approved a motion to reject the grant
wi%h three (3) ~ssioners and the Judge vo%ing in favor~and
Co~ssicner Belk voting against.
With no other business to discuss - the meeting was adjourned.
