HomeMy WebLinkAbout83 08101115 minSPECIAL COUNCIL MEETINGS August 10,11, & 15, 1983 City Hall 7:30 p.m. 0O 048 The Plainview City Council met in special session beginning at 7:00 p.m. the evenings of the above listed dates for review and consideration of the proposed operating budget for the fiscal year 1983-48. City Manager John Hatchel, and Finance Director Norman Huggins presented the document to the City Council. During this review the Council elected to delete $13,354.00 frc~ the Police Dept. budget, which would eliminate three (3) school crossing guards. Those being located at East Crestway/S. Broadway, West llth Street & Quincy, 7th Street & Ennis. The Council also received a Consultants report concerning a proposed commercial refuse collection program and instructed the staff to implement the new collection schedules and fees. During the discussion of personnel, Councilman Aday made the motion seconded by Councilman James that no pay increases be given to City employees at this time. Councilman Aday, James, Taylor and Tillerson voted for; and Councilman Woods and Mayor Ridlehuber opposed. The City Council reviewed the proposed operating guidelines submitted by the Cb~smber of Cuu,~rce and Convention and Tourism Committee and requested the following changes be rode in the guidelines; i) Financial reports and records of funded events be placed on file by the Chamber Manager for a period of three years to help facilitate an audit and help provide historic information which will be available in reviewing future project requests. 2) Any recipient a grant through the Hotel/Motel tax shall use the following on advertising and printing rotter when applicable (the Plainview Chamber of Conm~rce Convention & Tourism welcomes you to Plainview); 3) At 1% (25% of the tax collected) be placed in a separate fund and designated to be used in accordance of State law by the Plainview City Council. Also, any other reserves in Hotel/Motel Tax Account at the end of .the fiscal year be inm~diately transferred to this fund. The Council having received the budget early proceeded with the .6¢ tax increase required to fund expenditures for services provided in the Budget for fiscal year 1983-84. Alderman James rode the motion tb~t the Tax rate be raised seconded by Alderman Aday. Motion carried unanimously. With no further business pending, the meeting adjourned. E.V.
