The City Council of the City of Plainview met in a special meeting
at 7:00 P.M. in the downstairs conference room of City Hall, Tuesday,
September 8, 1983. Mayor Ridlehuber presided and the following Council
members were present: Carl Tillerson, Andy Taylor, Lloyd Woods,
Bobby James, Tom D~lay, also John Hatchel, City Manager. Representing
the Plainview Chamber of Conm~rce were: Dr. Paul Butler, Jim Davis,
Jim Ferrell, Jim Lindsey, Rob Strong, Jack Burton, Dr. Felix Crawford.
Marty Nelson represented the Plainview Daily Herald.
Invocation was given by Mayor Ridlehuber.
The purpose of this meeting was for a discussion between
representatives of the Plainview Chamber of Commerce and the City
Council on the proposed guidelines for expenditures of the Hotel/
~tel Occupancy Tax through the Convention and Tourism Cc~mittee
of the Chamber of Commerce. Both the City Council and the Chamber
had previously submitted suggested policies and guidelines for
the expeD~iture of these tax dollars. The main concern of the
Chamber of Cc~anerce was the suggestion by the City Council that
one per-cent (1%) of the tax be set aside and its use to be designated
by the Council. The Chamber felt that if this was done, it would
reduce funding levels to the point that they could not continue to
fund sc~e programs it presently assist. After a lengthly
discussion, there was no conclusion reached, and the Council moved
to the next item of business on the agenda for consideration -
board vacancies for which appointments are needed. The boards
are - Board of City Development, Health Board, and Electrical Board.
Names were suggested, and the Mayor was asked to contact prospective
members.
At the conclusion of the meeting, there was a discussion on the budget
pertaining to the School Crossing Guards. Councilmen Bobby James,
and Tom ~tay were to visit with the PTA leadership prior to the
Council Meeting on Tuesday, and the City MaD~ger was asked to get
a legal opinion frc~ the City Attorney on school participation with
the City for School Crossing Guards.
Being no other business to bring before the Council, the meeting was
adjouned.
