The City Council of the City of Plainview met in a regular meeting
at 7:30 p.m., Tuesday, September 13, 1982 in the Council Chambers with
Mayor Ridlehuber presiding and the following Councilmen present: Carl
Tillerson, Andy Taylor, Lloyd Woods, Bobby James and Tom Aday.
Invocation was given by Joe Ferguson.
Mayor presented the minutes of the City Council Meeting held August
23, 1983, and the Special City Council F~eting held September 8, 1983.
It was moved by Alderman $~lay seconded by Alderman Taylor to approve the
minutes, bbtion carried unanimously.
Mayor presented Ordinance No. 83-2524 on first reading and
conducting a public hearing approving the Operating Budget submitted by
the City Manager of the City of Plainview, Texas for the fiscal year
1983-84. John Hatchel explained. Martha Couch, Larry Karrh, Shirley
Igo, and Martha McEachern spoke in opposition to eliminating some school
crossguards. It was then moved by Alderman Woods second by Alderman
Taylor to approve the ordinance on first reading. ~mtion carried
unanimously.
Mayor presented Ordinance No. 83-2525 on first reading levying
municipal as valorem taxes for the City of Plainview, Texas, for the
Year 1983, directing the assessment and collection thereof. John Hatchel
explained. It was then moved by Alderman Woods to hold a special
meeting to raise the tax rate 1 1/2¢ for a 2 1/2 pay raise for City
employees. Alderman Aday seconded the motion. Notion carried
~nanimously.
Mayor presented Ordi~nnce No. 83-2526 on first readJ_ng and
conducting a public hearing approving the Revenue Sharing Budget
submitted by the City Manager of the City of Plainview, Te~s, for the
fiscal year 1983-84. John Hatchel explained. It was then moved by
Alderman Aday seconded by Alderman Tillerson. Motion carried
unanimously.
$~yor presented Ordinance No. 83-2527 amending Ordinance No.
81-2459 and Ordinance No. 82-2505, setting water rates, sewer service
rates, refuse rates (commercial rates effective November 1, 1983)
furnishing vector control services, providing the manner of collection
of said charge, classifying one-family residences and apartmmnt houses
with two of more family apartments, and classifying commercial
establishments in tb~ City of Plainview. John Hatchel explained. It
was then moved by Alderman Woods seconded by Alderman Aday. Motion
carried unanimously.
Mayor presented Zoning Ordinance No. 83-2528 on first reading and
calling a public hearing, Sep%ember 27th, a request to rezone Lots 4 &
5, Block 73, Alexander-Westmoreland Addition, from R-2 (Residential
single family) to CRD (Cca~ercial Retail District) - located at 607 E1
Paso Street, request of Bob Bass. Zone case no. 479. ~ke F~Donough
e~lained the zone change request, it was then moved by Alderman Aday
seconded by Alderman Woods to approve the request. Motion carried
unanimously.
Mayor presented Ordinance No. 83-2529 on first reading, and calling
a public hearing for September 27th, amending the Zoning Ordinance of
the City of Plainview to allow Personal Care Homes to operate in certain
Zoning districts with a specific use permit. It was moved by Alderman
Aday seconded by Alderman Tillerson to approve the ordinance.
Motion carried unanimously.
The Plainview Code Enforcement Department presented a review of the
activities in th_is department and highlight of progress made during the
past twelve (12) months.
Mayor presented the departmental reports and minutes. No action
was taken.
Mayor presented the budget expenditures for approval. It was moved
by Alderman Aday seconded by Alderman Tillerson. Motion carried
unanimously.
Meeting adjourned.
