The City Council of the City of Plainview met in a regular n~eting
at 7:30 p.m., Tuesday, September 27, 1983 in the Council Chambers with
Mayor Ridlehuber presiding and the following Councilmen present: Carl
Tillerson, Andy Taylor, Lloyd Woods, Bobby James and Tom B~tay. Also
present: John Hatchel, Bob Richards, Tom Hamilton, Buddy Dodson,
Johnnie Ballew, Hugh Anderson, Norman Huggins, Mike McDonough, and
Sheryl Owen.

Mayor presented theMinutes of the City Council Meeting, September
13th, Work Session, September 22nd, and Special Meeting, September 22nd.
It was thenmovedbyAldermanAday seconded byAldermanWoodstoapprove
the minutes. Motion carried unanimously.
Mayor presented Ordinance No. 83-2524 on second reading and
conducting a public hearing approving the Operating Budget submitted by
the City Manager of the City of Plainview, Texas for the fiscal year
1983-84. John Hatchel explained the operating budget. Public Hearing
was opened. Mrs. McEachern spoke in regards to the School Crossing
Guards. Public Hearing was then closed. It was moved by Alderman Aclay
seconded by Alderman Tillerson to approve the ordinance on second
reading. Motion carried unanimously.
Mayor presented Ordinance No. 83-2525 on second reading levying
municipal ad valorem taxes for the City of Plainview, Tey~s, for the
year 1983, directing the assessment and collection thereof. John
H~tchelexplainedthe ordinance. It was then movedbyAldermanAday
seconded byAlderman Tillerson to approve the ordinance. Motion carried
unanimously.
Mayor presented ordinance No. 83-2526 on second rea~ding and
conducting a public hearing approving the Revenue Sharing Budget
submitted by the City Manager of the City of Plainview, Texas, for the
fiscal year 1983-84. John Hatchel explained. Public Hearing was
opened. No conm~ntsmade. Public hearing was closed. It was moved by
Alderman Woods seconded byAlderman Aday to approve the ordinance.
Motion carried unanimously.
Mayor presented ordioa~nce No. 83-2527 ammnding ordinance No.
81-2459 and Ordinance No. 82-2505, setting water rates, sewer service
rates, refuse rates (con~rcial rates effective November 1, 1983(
furnishing vector control services, providing themanner of collection
of said control services, providing the manner of collection of said
charge, classifying one-family residences and apartment houses with two
or more family apartments, and classifying cc~nercial establishments in
the City of Plainview. John Hatchel explained. It was movedby

Alderman Taylor seconded by Alderman Aday to approve the ordinance.
Motion carried unanimously.
Mayor presented Zoning Ordinance No. 83-2528 on second reading and
calling a public b~aring , a request to rezone Lots 4 & 5, block 73,
Alexander-Westmoreland Addition, frc~ R-2 (Residential single family) to
CRD (Corm~rcial Retail District) located at 607 E1 Paso Street, request
of Bob Bass. Bob Richards explained the zone change. Public Hearing
was opened. No cc~m~_nts. Public Hearing was closed. It was then moved
by Alderman Taylor seconded by Alderman Aday to approve the ordinance.
Motion carried unanimously.
Mayor presented Ordinance No. 83-2529 on second reading and
conducting a public hearing, amending the Zoning Ordinance of the City
of Plainview to allow Personal Care Homes to operate in certain zoning
districts with a specific use permit. Bob Richards explained.' Public
Hearing was opened. No Cc~ments. Public Hearing was closed. It was
then moved by Alderman Taylor seconded by Alderman Woods. Motion
carried unanimously.
Mayor presented Resolution No. R83-635 appointing members to
various Boards. Mr. Stan Parker-Electrical Board, Weaver McClure, Donna
Wc~ble, Gary Abercrombie-Health Board, Gary Garrison and Glenn Ragle-
Board of City Development. It was moved by Alderman Aday seconded by
Alderman James to approve said appointments. Motion carried
unanimously.
Mayor presented Resolution NO. R83-637 and R83-638 approving the
preliminary and final plat of Joslin Subdivision, Unit No. 2, Plainview,
Hale County, Texas. Bob Richards explained the plats. It was then
moved by Alderman ~tay seconded by Alderman James to approve the plats.
Motion carried unanimously.
Mayor presented Ordinance No. 83-2520 establishing a 20 mph zone in
the 2400 & 2500 Blocks of Joliet, passed on an emergency. Johnnie
Ballew explained, the ordi~nnce. It was then moved by Alderman James
seconded by Alderman Tillerson to approve the ordinance. Motion carried
unanimously.
Mayor presented Resolution NO. R83-634 for the City of Plainview to
join with Hale County accepting bids and awarding a construction
contract to Pecan Valley Electric Co, Inc. for the installation of a
medium intensity runway lighting system for the Plainview/~le County
Airport. John Hatchel the resolution. It was then moved by Alderman
Woods seconded by Alderman James. Motion carried unanimously.
Mayor presented Resolution No. R83-636, a resolution amending
Resolution No. R80-297, and specifying some restrictive uses of the
revenues generated by the Hotel & Motel Occupancy Tax. John Hatchel
explained the resolution. The following people spoke in regards to the
proposed resolution: Barbara Dorman, Bill SoRelle, Paul Butler, Ken
Halblieb and B.T. Lusk. A lengthly discussion was held. Jerry
Huddleston addressed the Council. It was then moved by Alderman Aday
seconded by Alderman Tillerson to approve the resolution. For: Alderman
1,3,4 & 5, Against: Alderman 2.

Mayor presented the departmental reports and minutes. No action
it was moved by Alderman Aday seconded by Alderman Tillerson to
adjourn the meeting. Motion carried um~nimously.
