MINUTES
The City Council of the City of Plainview met in a regular meeting
Tuesday, December 13, 1983, at 7:30 p.m. in the Council Chambers of City
Hall with Mayor Ridlehuber presiding and the following Councilman
present: Carl Tillerson, Andy Taylor, Morris Smith, Bobby James, and
Tcm Aday. Staff present: John Hatchel, Bob Richards, Tom Hamilton,
Bill Hogge, Buddy Dodson, Johnnie Ballew, b~rman Huggins, Jack Dickey,
Joe Ferguson, Mike McDonough, Hugh Anderson and Sheryl Owen.
Invocation was given by Bill Hogge.
Mayor opened the meeting and presented the following for approval:
City Council Meeting Minutes, 11/22/83; City Council Work Session
Minutes, 12/8/93; Departmental Reports and Minutes; and Budget
Expenditures forthemonth. It was movedbyAldernkxn~lay seconded by
Alderman Taylor to approve the above. Motion carried unanimously.
Mayor presented Ordinance No. 83-2535, on second and final reading,
providing for the sale of stolen, abandoned or recovered property, and
providing for the manner of notice of the sale and providing for the
duties of City personnel regarding the disposition of funds, and
disposition of worthless property. Hugh Anderson explained. It was
then moved by Alderman Tillerson seconded by Alderman Aday to approve
the ordinance. Motion carried unanimously.
Mayor presented B~solution No. R83-654 authorizing the payment of
construction Estimate No. 3 for the Fire Training Facility and
appropriating funds from the Fire Training Grant. Joe Ferguson
explained. It was then movedbyAldermanD~lay seconded byAlderman
Tillerson to approve the resolution. Mction carried unanimously.
Mayor presented Resolution No. R83-655 authorizing payment of
$320.00 to James ~obison, for architectural inspection fee on the Fire
Training Facility. Joe Ferguson explained. It was then movedby
Alderman Taylor seconded byAldemmxn~ztay. Motion carried tLnanimously.
Mayor presented Resolution bio. R83-656 approving an updatedurban
area boundarymapby the Texas Dept. of Highways & Public Transportation
and authorizing the Mayor to sign said map on behalf of the City. John
Hatche! explained. It was then movedby Alderman ~lay seconded by
Alderman Taylor to approve the resolution. Motion carried unanimously.
Mayor presented~msolutionNo. R83-657 lendingthe City's support
on the establishment of a fund made of private contributions for the
purchase and installation of a sprinkler system atthe PlainviewGolf
Course. John Hatchel explained the resolution. It was then movedby
Alderman Tillerson seconded byAldermanAday to approve the resolution.
Motion carried unanimously.

Mayor presented B~solution No. R83-658 accepting bids and
authorizing the City to enter into purchase agreement for the purchase
of radar units to be used by the Police Dept. Hugh Anderson explained.
It was then moved by Alderman Aday seconded by Alderman Smith. Motion
carried unanimously.
Mayor presented Resolution No. 83-2536, an ordinance on first
reading amending various ordinance contained in Chapter 7 of the Code of
the City of Plainview relating to animals and fowl, and providing for a
penalty. Johnnie Ballew explained. It was then moved by Alderman James
seconded by Alderman Aday to approve the resolution. Motion carried
unx3nJ/nously.
Mayor presented Zoning Ordinance No. 83-2537 calling a public
hearing; a request for a specific use permit to operate a personal care
hcme of not over three elderly non-relatives in R-i (single-family
residential) zoning district, being the South 5' West 55' of Lot2, East
85' of Lot 1 & 2, Block 2, Coward Sub-division, Block 32, West Boswell
Addition located at 1213 Amarillo Street, a request of Avis Smith. Zone
Case 8482. Bob Richards explained the request. It was moved by
Alderman Aday seconded by Alderman Tillerson to approve the ordinance on
first reading. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 83-2538 calling a public
hearing, a request to rezone Lots 1,2,3,4, & 5, Block 78, College Hill
Addition from CRD (Commercial Retail District) to CGB (Cc~mercial
General Business) for commercial Uses. Located at 2501-2509 West 5th.
~quest of ~Dbert Douglas. Zone Case 8483. Bob Richards explained the
request. It was then moved by Alderman Aday seconded by Alderman
Tillerson to approve the ordinance on first reading. Motion carried
unanimously.
Mayor presented Zoning Ordinance No. 83-2539 calling a public
hearing, a request to rezone a 2.519 acre tract out of the North part of
Block 85, College Hill Addition and part of 25' wide strip north of said
lot from an MF-2 (Multi-family Residential) to CGB (Cc~mercial General
Business) for coamercial uses, a request of J.W. Hamby, G.F. Glenn, and
Lou Ann Warren. Zone Case ~484. Bob Richards explained the request.
It was moved by Alderman Tillerson seconded by Alderman Aday to approve
the ordinance on first reading. Motion carried unanimously.
With no further business pending, it was moved by Alderman Aday
seconded by Alderman Tillerson to adjourn the meeting. Motion carried
unanimously.
