HomeMy WebLinkAbout83 1220 minDecember 20, 1983 M~UTES City Hall The City Council of the City of Plainview met in a regular meeting Tuesday, December 20, 1983, at 7:30 p.m. in the Council Chambers of City Hall with Mayor Ridlehuber presiding and the following Councilman present: Carl Tillerson, Andy Taylor, Morris Smith, Bobby James and Tc~ Aday. Also present: John Hatchel, Bob Richards, Norman Huggins, Tom Hamilton, Bill Hogge, Mike McDonough, Johnnie Ballew, and Buddy Dodson. Invocation was given byCarl Tillerson. Mayor presented the following for approval: City Council M~eting Minutes, December 13, 1983, City Council Work Session Minutes, December 14, 1983, Dep~tal Reports & Minutes, and Budget Expenditures. It was movedbyAldermanAday secondedbyAlderman Taylor to approve the above. Motion carried unanimously. Mayor presented Zoning Ordinance No. 83-2537 on final reading, and holding a public hearing; a request for a specific use permit to operate a personnel care hcme of not over t3uree elderly non-relatives in West 55' of Lot 2, East 85', of Lot 1 & 2, Block 2, Cowart Sub-division, Block 32, West Boswell Addition located at 1213 Amarillo St., request of Avis Smith. Zone Case ~482. Bob Richards explained the zone change. It was then movedbyAldermanAday seconded byAldermanTaylorto approve the ordinance. Motion carried unanimously. ~yor presented Zoning Ordinance No. 83-2538; Zone Case #483. It was moved by Alderman Aday seconded by Alderman James to table the item for further study. Motion carried unanimously. Mayor presented Zoning Ordinance No. 83-2539 on final reading, and holding a public hearing; a request to rezone a 2.519 acre tract out of the north part of Block 85, College Hill Addition and part of 25' wide strip north of said lot form anMF-2 (MUlti-family residential) to CGB (Conn~rcial General Business) for cor~nercial uses, a request of J.W. Hamby, G.F. Glenn, and LouAnnWarren. Zone Case ~484. Bob Richards explained zone change. It was then r~ovedby Alderman Taylor seconded by Alderman Tillerson. Motion carried unanimously. Mayor presented Ordinance No. 83-2536, an ordinance on second and final reading amending various sections contained in ChaPter 7 of the Code to the City of Plainview relating to animals and fowl, and providing for a penalty. Johnnie Ballewexplained the ordinance. It was movedby Alderman Aday Seconded byAlderman Taylor to approve the ordinance. Motion carried unanimously. Mayor presented Resolution No. R83-659 authorizing the City Staff to proceed with the development of plans and specifications for the installation of sanitary sewer lines at the Plains Mobile Hc~e Park located in the Allbrick Addition. Bill Hogge explained. It was then moved by Alderman Taylor seconded by Alderman James. Motion so carried.. Discussion was held on the request from First National Bank for the widening of the 400 Block of Baltimore as it abutts the properties owned by the First National Bank and Doc Potts. John Hatchel explained the request to the Council. However, no action was taken. Mayor presented Ordinance No. 83-2541 amending the Traffic Ordinance, increasing the allowed speed limit in the 1100 block of West 7th from JOliet to Kokomo to 30 mph and declaring this ordinance to be passed on emergency. Johnnie Ballew explained the ordinance. It was moved by Alderman Taylor seconded by Alderman Aday. Motion carried unanimously. Mayor presented Ordinance No. 83-2542 amending Ordinance No. 75-1730 pertaining to operation of motorcycles in the City parks. Bob Richards explained. It was moved by Alderman Aday seconded by ~derman Taylor. Motion carried unanimously. Mayor presented Ordinance No. R83-660 designating an area within the motorcycles or mini-bikes. Bob Richards explained the ordinance. It was moved by Alderman Aday seconded by Alderman Taylor to approve the ordinance. Motion carried unanimously. Mayor presented Resolution No. R83-661 permitting Plainview firefighter's who are m~mbers of the Plainview Firemen's Relief and Retirement Fund to defer federal income taxes on their monthly contributions to the pension fund from the time contributions are made to the later tim~ benefits are received from the fund. It was moved by Alderman Aday seconded by Alderman James to approve the resolution. Motion carried unanimously. It was then moved by Alderman Aday seconded by Alderman James to adjourn the meeting.
