M/NUTES The City Council of the City of Plainview met in a special meeting for the purpose of reviewing and revising the "Plainview Tomorrow - Priorities", on Thursday, January 26, 1984 at 7:00 P.M. Mayor Ridlehuber presided and the following Councilmen were present: Carl Tillerson, Bobby James and Tom ~ay. Also present: John Hatchel, Joe Ferguson, Norman Huggins, Johnnie Ballew, Hugh Anderson, Bill Hogge, and Bob Richards. Phil Hamilton was representing the news media. I~-~vocation was given by John Hatchel. John Hatchel explained that the purpose of the meeting was to review, revise, and set any new goal for the year of 1984. Copies of last years "Plainview Tomorrow - Priorities" were given out to use as work sheets. Norman Huggins began with a review of the finance condition of the City and explained the new report now being given to the Council once a month. The Directors reviewed and discussed needs and long range plans in their areas of responsibilities. Bill Hogge discussed the problems we area having with 2" water lines in the West and in the older parts of Plainview. This project would require a large amount of money to correct. The Council asked that a survey be made of the probl~ areas and report as to the number of units and blocks affected. The Sanitation Department was discussed and the Council was pleased with the progress being made. John Hatchel was asked to contact the president of the Westridge Assoc. and see if they would be interested in contracting with the City for refuse collection and disposal. Johnnie Ballew discussed the traffic signalization throughout the cc~runity. Councilman Aday indicated that he would like to see the signal at 24th Street and Dinl~itt Highway high on the priority list for expenditure of Revenue Sb~ring funds next year. The problems with the downtc~n lights were discussed, and the Council asked that the staff look at alternative solutions to these problems - a possibility of changing to stop signs and one-way streets might be possible and provide a better mov~nent of traffic. BOb Richards said that he planned to complete the three parks projects within the next two years. Also, an inspection of all play ground equipment was going to be made and replacement equipment would be purchased where needed. He plans to have the Parks ~ttee began a study and develop a proposal for long range uses of Running Water Draw Park. Joe Ferguson said that the City needs to replace a fire pumper, and if the con~nity continues to grow as it had, two sub-stations might be needed - one on the West side of the Interstate Highway, and the other on or along South Interstate Highway. He pointed out that we need to begin now to acquire land for the One on the south side. The Deparh~-~nt is out-growing Central Station, and plans need to be made to re-locate it within the downtown area. Hugh Anderson said that man-power in the MinuteS Special Council Meeting 1/26/84 page 2 Police Depart~_nt would depend on population changes. If man-power was increased, additional space would be needed in the Station. Re-location of the Court or enclosing the carport would be possibilities. He also said that in order to keep the officers well trained and qualified in markmanship a range is most important. He said that he hoped one could be built within the next two or three years. DisCUssion was given to the goals and John Hatchel said a new list would be distributed to the Council reflecting their changes. Being no other business pending or for disCUssion the meeting adjouned at 10:30 P.M. PASSED AND APPROVED this the 14th day of February, 1984.
