7:30 P.M.
The City Council of the City of Plainview mot in a regular meeting
Tuesday, May 22, 1984 at 7:30 p.m. in. the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following Councilmembers
present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tom
Aday. Also present: John ~atcb~l, Bob Richards, Tom Hamilton, Bill
Hogge, Johnnie Ballew, Hugh Anderson, Mike McDonough, Buddy Dodson, and
Sb~ryl Owen.
Invocation was given.
Mayor presented the following for approval: City Council Meeting
Minutes, May 8, 1984, City Council Work Session Minutes, May 17, 1984,
Departmental Reports and Minutes, and Budget expenditures. It was moved
by Alderman Aday seconded by Alderman Taylor to approve the above.
Motion carried unanimously.
Mayor presented Ordinance No. 84-2551 on second and final reading,
and conducting a public hearing for rezoning PD (Planned Development) to
a Specific Use (Shopping Center on a site of 5 acres or more) on behalf
of C.P. & Associates, Inc. Zone Case No. 491. Bob Richards explained
the zone change. Public Hearing opened. C.P. & Associates spoke on the
zone change. Public Hearing was then closed. It was moved by Alderman
Aday seconded by Alderman James to approve the ordinance. Motion
carried for; Councilmem~ers Place 1, 3, 4 & 5. Abstained: councilman
Place 2.
Mayor presented Ordinance No. 84-2552 on second and final reading
and conducting a public hearing for rezoning R-1 (Single-family
Residential) and a CRD Zoning District to a CGB (Conm~rcial General
Business), request of Graddy Tunnell. Zone Case ~492. ~-~r. Ruel Nash
presented to the citizens and City Council the following; A six-inch
curb supporting a six-foot stockade type fence surround the back of the
property, all lighting on the backside of the building will be directly
over doors and designed so that it will no reflect directly into the
yards of abutting properties; Mr. Nash indicated that they will work
closely with the City to resolve the concerns of the citizens to
minimize traffic flowing onto Grandview; also, there will be not signs
on the backside of the shopping center. Citizens of the Grandview Drive
addition spoke on the shopping center. (Mr. J.D. Cobb, Mr. Herman
Bedwell, Royce Carthel, Don Williams. ) Public hearing was closed. It
was then moved by Alderman Aday seconded by Alderperson Dorman to
approve the zone change on second and final reading. Motion carried
unanimously.
Mayor presented Resolution No. R84-717 approving the preliminary
plat of Grandview Addition, Unit No. 3, Plainview, Hale county, Texas.
Bill Hogge explained the preliminary plat. It was then moved by
Aldenmn Aday seconded by Alderperson Dorman to approve the resolution.
Motion carried unanimously.
Mayor presented Resolution No. R84-716 approving the Revised
Personnel }bales and P~gulations. J6hn Hatchel explained. It was then
moved by Alderman James seconded by Alderman Taylor to approve the
resolution. Motion carried unanimously.
It was then moved by Alderman Ajay seconded by Alderman James to
adjourn the meeting. Meeting adjourned.
