MINUTES
The City Council of the City of Plainview met in a regular meeting
Tuesday, July 10, 1984 at 7:30 p.m. in the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following present: Barbara
Dorman, Andy Taylor, Junior Brown, Bobby James and Tom Aday. Also
present: Bill Hogge, Tom Hamilton, Mike McDonough, Buddy Dodson, Hugh
Anderson, and Norman Huggins.
Invocation given by Barbara Dorman.
Mayor presented Tabled Item: R~solution No. R84-722 approving a
preliminary plat of Mesa Verde Addition, Unit No, 1, Plainview, Hale
County, Texas to r~nain as a tabled item.
Mayor presented Tabled Item: Ordinance No. 24-2557 on first
reading and calling a public hearing on street and alley closure in
conjunction with the Mesa Verde Ad~lition to remain as a tabled item.
Mayor presented Ordinance No. 84-2558 on second reading, amending
the franchise agreement with Cable Television deleting a portion of the
franchise capable of handling thirty-five channels. Bill Hogge
explained the ordinance. It was moved by Alderman ~lay to table the
ordinance seconded by Alde~ Dorman. Motion carried unanimously.
Mayor presented Resolution No. R84-729 granting permission to C.R.
Anthony Co. to conduct a sidewalk sale M~nday, September 3, 1984. Bill
Hogge explained. It was then moved by Alderman ~x~ay seconded by
Alderman James to approve tb~ resolution. M~tion carried unanimously.
Mayor presented Resolution No. R84-730 authorizing the Mayor to
sign on behalf of the City a contract grant Amendment No. 3 with the
Tew~s Department of Health for a grant of $4,000 to be used for the
purchase of equipment. Mary Lou Truesdale of the Hale County Health
Department explained the grant. It was then moved by Alderman
seconded by Alderman James to approve the resolution. Motion carried
unanimously.
Mayor presented Resolution No. R84-731 authorizing the Mayor to
sign on behalf of the City, a lease agreement for the building used by
the Plainview/Hale County Health Department with Nancy E. Speck,
property owner. Bill Hogge explained the lease agreement. It was then
moved by Alderman Brown seconded by Alderwcman Dorman to approve the
lease agreement. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 84-2556 on first reading, and
calling a public hearing for July 24th, changing the zoning CRD
(Conmarcial Retail District) to a Specific Use, being a tract 4.139
acres out of Lot 17, Revised Grandview ~dition, Plainview, Hale County,
Texas. Request of Milton E. Mooney. Zone Case No. 495.
Mike McDonough explained the zone change request. It was then
moved by Alderman b~ay seconded by Alderman Taylor to approve the
ordinance. Motion carried unanimously.
Mayor presented Ordinance No. 84-2559 on first reading amending the
water and sewer extension ordinance of the City of Plainview requiring
that any residents or business within the incorporated city limits and
located within 150 feet of the City's sanitary sewer system to connect
to the sewer system and be served, directing publication of the
description caption or this ordinance with penalty provision and
providing an effective date of this ordinance. Bill Hogge explained the
ordinance. It was then moved by Alderman A~ay seconded by Alderman
James to approve the ordinance on first reading. Motion carried
unanimously.
With no further business pending, it was moved by Alderman Aday
seconded by Alderman Taylor to adjourn the meeting. Motion carried
unanimously.
