MINUTES
The City Council of the City of Plainview mot in a regular meeting
Tuesday, July 24, 1984 at 7:30 p.m. in the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following councilmembers
present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tc~
~ay. Also present, Bill Hogge, Bob Richards, Tom Hamilton, Buddy
Dodson, Joe Ferguson, Norman Huggins, and Sheryl Owen.
Invocation was given by Junior Brown.
Mayor then presented the following for approval: Minutes of the
previous City Council moetings, Departmental Reports and Minutes, and
the Budget expenditures. It was moved by Alderman Aday seconded by
Alderman Taylor to approve the above. Motion carried unanimously.
Mayor presented Resolution No. R84-722 approving a preliminary plat
of Mosa Verde Addition, Unit No. 1, and OrdiD~nnce No. 84-2557 on first
reading on street and alley closures in conjunction with the Masa Verde
Addition. It was moved by Alderwoman Dorman seconded by Alderman ~lay
to leave said items as tabled items. Motion carried unanimously.
Mayor presented Ordinance No. 84-2558 amending the franchise
agreement with Cable Television deleting a portion of the franchise
requiring the purchase and installation of electronic equipment capable
of handling thirty-five channels. It was moved by Alderman Aday
seconded by Alderman Jaraes to remove the item from tabled and accept a
letter of withdrawal from the Cable Television Company. Motion carried
unanimously.
Mayor presented Ordinance No. 84-2556 on second reading and
conducting a public hearing changing the zoning CRD (Co~rcial P~tail
District) to a Specific Use, being a tract 4.139 acres out of Lot 17,
Revised Grandview Addition, Plainview, Hale County, Texas. PL~uest of
Milton E. Mooney. Zone Case No. 495. Bob Richards explained the zone
change. Public Hearing was opened. No com~ts were made. It was then
moved by Alderman Aday seconded by Ald~rwc~an Dorman to close the public
hearing. Public Hearing closed. It was then moved by Alderman ~lay
seconded by Alderman James to approve the ordinance on second reading.
Motion carried unanimously.
Mayor presented Ordinance No. 84-2555 on second and final reading,
an ordinance of the City of Plainview, entitled "Fire Protection and
Prevention" adding thereto a new section. Joe Ferguson explained the
ordinance. It was then moved by Alderwoman Dorman seconded by Alderman
Taylor to approve the ordinance. Motion carried unanimously.
Mayor presented Ordinance No. 84-2559 on second and final reading,
amending the water & sewer extension ordinance, requiring that any
residents or business within the incorporated city limits and located
within 150 feet of the City's sanitary sewer system to connect to the
sewer system and be served, directing publication of the description
caption of this ordiD~nce with penalty provision and providing an
effective date of this ordinance. Bill Hogge explained. It was then
moved by Alderman Aday seconded by Alderwcman Dorman to approve the
ordinance. Motion carried unanimously.
Mayor presented Zoning Ordinance No. 84-2560 on first reading, and
calling a public hearing at 7:30 p.m. Tuesday, August 14, 1984 for the
rezoning of a 7/929 acre tract of land for residential uses and
consisting of three individual tracts. Request of L.E. Bartlett. Zone
Case No. 496. Bob Richards explained. It was then moved by Alderman
A~lay seconded by Alderwcman Dorman to approve the ordinance. Motion
carried as follows: For: Place One, Three, Four & Five. Abstained:
Place Two.
Mayor presented Resolution No. R84-733 approving the preliminary
plat of Mesa Verde Addition, Unit No. 2, Plainview, Hale County, Texas.
Bill ~gge presented the preliminary plat to the Council. It was then
moved by Alderman Brown seconded by Alderman Aday to approve the plat.
Motion carried as follows: For: Place One, Three, Four & Five.
Abstained: Place Two.
Mayor presented Resolution No. R84-734 approving the preliminary
plat of Edgemere ~dition, Unit No. 5, Plainview, Hale County, Texas.
Bill Hogge presented the preliminary plat. It was then moved by
Alderwc~an Dorman seconded by Alderman Taylor to approve the resolution.
Motion carried unanimously.
Mayor presented Resolution No. R84-735 appointing an official
auditor to audit the City of Plainview financial accounts and records
for fiscal year 1983-84. Norman explained the auditor and recc~mended
to the Council, Denzil M~Millian and Co. as the auditors. It was moved
by Alderman ~ay seconded by Alderwc~3n Dorman to approve. Motion
carried unanimously.
Mayor presented Resolution No. R84-736 extending the time for
consideration of the Energas Cc~pany rate increase as permitted by state
law. Mayor explained. It was moved by Alderman Aday seconded by
Alderman Taylor to approve the resolution. Motion carried unanimously.
~yor presented Ordinance No. 84-2561 amending Ordinance No.
76-1979 prescribing policies of the City of Plainview, Texas in regard
to the furnishing of water and sewer services and establishing a cash
deposit to be made with application for municipal services and providing
for the passing of such ordinance as an emergency. Bill Hogge
explained. It was then moved by Alderman Aday seconded by Alderman
Brown to approve the ordinance. Motion carried uD~nnimously.
Mayor presented P~solution No. R84-738 to re-elect Jack Skaggs to
the Board of Directors of the Canadian River Municipal Water Authority
for a two-year term to expire July, 1986, effective August 1, 1984.
Mayor explained. It was then moved by Alderman James seconded by
Alderwoman Dorman to approve the resolution. Motion carried
unanimously.
Mayor Ridlehuber adjourned the regular City Council meeting so the
City Council could go into a work session to continue work and review of
the proposed budget for the 1984'85 fiscal year.
