MINUTES
The City Council of the City of Plainview met in a regular meeting
Tuesday, August 14, 1984 at 7:30 p.m. in the Council Chambers of City
Hall with Mayor Ridlehuber presiding and the following councilmembers
present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James, and
Tom Aday. Also present: Bill Hogge, Tom Hamilton, Norman Huggins, Mike
McDonough, Johnnie Ballew, Hugh Anderson, Buddy Dodson, and Sheryl Owen.
Invocation was given by Mayor Ridlehuber.
Mayor then presented the following for approval: Minutes of
previous City Council meetings; Departmental Reports and minutes, and
the budget expenditures for the month. It was moved by Alderman Aday
seconded by Alderman Brown to approve the above. Motion carried
unanimously.
Mayor presented Tabled Item, Resolution No. R84-722 approving a
preliminary plat of Mesa Verde ~dition, Unit No.1, Plainview, Hale
County, Texas. Mayor indicated that this item would remain tabled.
Mayor presented Tabled Item, ordinance No. 84-2557 on first reading
and calling a public hearing on street and alley closures in conjunction
with the Mesa Verde Addition. Mayor indicated that this item would also
remain tabled.
Mayor then presented Zoning Ordinance No. 84-2560 and conducting a
public hearing for the rezoning of a 7/929 acre tract of land to an MF-2
(Multiple-Family ~sidential) Zoning District for residential uses and
consisting of three individual tracts. P~quest of L.E. Bartlett. Zone
Case No. 494. Mike .McDonough explained the ordinance. Mayor opened the
Public hearing. No comments were made. Public hearing was closed. It
was then moved by Alderman Aday seconded by Alderman James to approve
the ordinance. Motion carried as follows: For: Place One, Three,
Four, and Five. Abstained frem Voting: Place Two.
Mayor presented Resolution No. R84-739 authorizing the paving of
the unpaved west portion of the alley situated in the 2800/2900 block of
Olton Road between Olton Boad and West Seventh Street at the cost of the
owner. Request of J.W. Hamby. Bill Hogge explained the resolution. It
was then moved by Alderman Brown seconded by Alderman Taylor to approve
the resolution. Motion carried unanimously.
Mayor presented 9~solution No. R84-740 approving the
recc~rendations frem the Parks, Open Space and Recreation ~visory
Co~nittee concerning Frisco Park and Lakeside Trails. Mike McDonough
explained. It was then moved by Alderman Aday seconded by Alderwoman
Dorman to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R84-741 authorizing the Mayor to
transmit a letter to the Legislature and the Governor of the State of
Texas opposing current practices and policies of dispensing funds
generated through the Criminal Justice Planning Fund and the Law
Enforcement Officer Standards and Education Fund~ Hugh Anderson
explained. It was then moved by Alderman Taylor seconded by Ald~
Dorman to approve the resolution. Motion carried unanimously.
Mayor presented P~solution No. R84-742 declaring police motorcycles
as surplus equipment, authorizing the sale of said _equipment, and
declaring authority to accept, reject, approve or disapprove such offers
for said equipment to be tb~t of the City Council. Hugh Anderson
explained. It was then moved by Alderman Brown seconded by Alden~an
Taylor to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R84-743 calling a public hearing to
discuss the Proposed P~venue Sharing Budget of the City of Plainview,
Texas for Fiscal Year 1984-85 to be held September 6, 1984. Non, an
Huggins explained. It was then moved by Alderman Aday seconded by
Alderman Taylor to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R84-744 calling a public hearing to
discuss the Proposed Operating Budget of the city of Plainview, Texas
for Fiscal year 1984-85 to be held September 6, 1984. Norman Huggins
explained. It was moved by Alderman Ad~y seconded by Alderwoman Dorman
to approve the resolution. Motion carried unanimously.
Mayor presented Resolution No. R84-745 determining the need for an
increase in the Municipal Tax Levy, determining the amount of tax levy
increase and calling a public hearing as prescribed by law for August
30, 1984. Norman Huggins explained. It was moved by Alderman Ad~y
seconded by Alderman Brown. Motion carried unanimously.
Mayor presented Ordinance No. 84-2562 designating the times that
vehicular traffic may not make a right turn on red at the intersections
of West Eleventh Street & Quincy Street; and West Twentieth Street and
Yonkers Street in the City of Plainview; Providing for a penalty and
passing on emergency. Johnnie Ballew explained. It was moved by
Alderman Aday seconded by Alderwoman Dorman to approve the ordinance.
Motion carried unanimously.
Mayor presented Resolution No. R84-746 approving and accepting the
sprinkler syst~ installed at the Plainview Municipal Country Club Golf
Course. Mayor read the resolution. It was then moved by Alderman
Taylor seconded by Alderman Brown to approve the resolution. 9btion
carried unanimously.
Mayor presented Resolution No. R84-747 accepting bids on Airport
Ir~provements at the Plainview/Hale County Airport. Bill Hogge
explained. It was then moved by Alderman Aday seconded by Alderman
James to approve the resolution. Motion carried unanimously.
It was then moved by Alderman Aday seconded by Alder~an Dorman to
adjourn the meeting. Meeting adjourned.
