The City Council of the City of Plainview met in a regular meeting,
Tuesday, August 28, 1984, at 7:30 P.M. in the Council Chamber of City Hall
with Mayor Ridlehuber presiding and the following councilmembers present:
Barbara Dorman, Andy Taylor, Sr., Junior Brown, Bobby James and Tom Aday.
Also present: Bill Hogge, Mike McDonough, Joh3unie Ballew, Hugh Anderson, Tom
Hamilton, Norman Huggins, Bob Richards and Buddy Dodson.
Invocation was given by Bob Richards.
Mayor then presented the follc~ing for Approval: Minutes of the
previous City Council Meetings; Departmental Reports and minutes and the
Budget expenditures for the month. .It was moved by Alderman ~lay, seconded
by Alderman Taylor to approve the above. Motion carried unanimously.
Mayor presented tabled ite~, Resolution No. R84-722 approving a
preliminary plat of Mesa Verde Addition, Unit No. 1. Alderman James nx)ved to
remove this item frc~ table seconded by Alderman Aday. Motion carried
unanimously. Bill Hogge explained the resolution. Alderman James moved
seconded by Alderman Aday to Approve the preliminary plat. The vote was 4
for and 0 against with Alderman Taylor abstaining.
Mayor presented tabled item, Ordinance No. 84-2557 on first reading and
calling a public hearing on street and alley closures in conjunction with the
Mesa Verde Addition. Alderman Aday seconded by Alderman James moved to
remove this item from table. Bill Hogge explained the Ordinance. Alderman
Aday moved seconded by Alderman James to approve on first reading and call a
public hearing to be held September 11, 1984. The vote was 4 for and 0
against with Alderman Taylor abstaining.
Mayor presented for consideration Ordinance No. 84-2565,
Bob Richards explained that the Zone Case had been withdrawn.

Mayor then presented Resolution No. R84-748 approving the fLnal plat of
Edg~ere Addition, Unit No. 5, Plainview, Hale County, Texas. Bill Hogge
explained the resolution. Alderman Adaymoved seconded byAlderman Taylor to
approve the resolution. Motion carriedunanimously.
Mayor then presented B~solutionNo. R84-749 approving the final plat of
Interwest Subdivision, Plainview, Hale County, Te~s. Bill Hoggeexplained
the resolution. Alderman Adaymoved, seconded byAldermanBrownto approve
the resolution. The vote was 4 for and 0 against with AldermanJames
abstaining.
Mayor then presented Ordinance No. 84-2563 adopting the 1984 edition of
the National Electrical Code (NFPA 70-1984) and repealing all previous
editions of the National Electrical Code heretofore adopted. Bob Richards
explained the revisions in the new code. Alderman Aday moved, seconded by
Alderman James to approve the first reading of the ordinance. Motion carried
unanimously.
Mayor then presented Ordinance No. 84-2564, an ordinance amending
Ordinance No. 69-1065 providing for the hours of maximum speed limits on
portions of streets designated as school zones for the operation of motor
vehicles. Johnnie Ballew explained the ordinance. Alderman Brown moved
seconded by Alderman Taylor to approve the ordinance. Motion carried
unanimously.
Mayor then presented Resolution No. R84-750 approving the request of
Central Plains Mental Health Mental ~etardation Center to pave a portion of
Wayland Street North frc~ West Fourteenth Street. Bill Hogge explained the
resolution. Alderman James moved seconded by Alderman Brown to approve the
resolution. The vote was 3 for and 0 against, with Ald~ Dorman and
Alderman Aday abstaining.
Mayor then presented Resolution No. R84-751 authorizing the City to
purchase a Childers Model EA-150 Circulating Oil Heater. Bill Hogge
explained the resolution, Alderman Aday moved seconded by Alderwcm~nn Dorman
to approve the resolution. Motion carried unanimously.
It was then moved by Alderman Aday, seconded by Alderman James to
adjourn the meeting. Meeting adjourned°
