The Plainview City Council met in a work session Thursday, September 6, 1984 at the Plainview Country Club at 11:30 A.M. with Mayor Ridlehuber presiding and the following present: Barbara Dorman, Junior Brown, Bobby James and Tom A~ay. Also attending were Tom Hamilton, Bill Hogge, Norman Huggins and Bob Richards. The meeting was called to order by Mayor Gene Ridlehuber. Interim City Manager Bill Hogge reviewed the Agenda for the Special Meeting to be held September 6, 1984. Discussion of several agenda items was held, however no action was taken. Bill Hogge then presented the proposed agenda for the next regular Council meeting to be held Tuesday, September I1, 1984. Discussion was held on several items of the agenda, however, no action was taken. With no further business pending the meeting was adjourned. PASSED AND APPNgVED this the llth day of September, 1984. DODSON, City Clerk CITY COUNCIL SPECIAL MEETING September 6, 1984 COUNCIL CHAMBERS 7:30 p.m. MINUTES The City Council of the City of Plainview met in a special meeting Thursda'y, September 6, 1984 at 7:30 p.m. in the Council Chambers at City Hall with Mayor Ridlehuber presiding and the following counCilmembers present: Barbara Dorman, Junior Brown, Bobby James and Tom Aday. Also present were Bill Hogge, Tom Hamilton, Norman Huggins, Hugh Anderson and Buddy Dodson. Also present were city residents Joe Davis, Lois Pool, Mr. & Mrs. J. Jolly and Mr. & Mrs. P.V. Rogers. Invocation was given by Councilman Junior Brown. Mayor then opened a public hearing to discuss the proposed Revenue Sharing Budget of the City of Plainview, Texas, for Fiscal Year 1984-1985. Bill Hogge Explained. Councilman Aday moved seconded by Councilwoman Dorman to close the public hearing. Motion carried unanimously. Mayor then presented for consideration on first reading Ordinance No. 84-2565 approving the Revenue Sharing Budget of the City of Plainview, Texas for Fiscal Year 1984-1985. Councilman Aday moved seconded by Councilman James to approve the Ordinance. Motion carried unanimously. Mayor then opened a public hearing to discuss t.he proposed Operating Budget of the City of Plainview, Texas for Fiscal Year 1984-1985. Director of Finan. ce Norman Huggins explained and discussed and answered questions from the audience. Councilman Aday moved seconded by Councilwoman Dorman to close the public hearing. Motion carried unanimously. Mayor then presented for consideration on first reading Ordinance No. 84-2566 approving the Operating Budget for the City of Plainview, Texas for Fiscal Year 1984-1985. Councilman Aday moved seconded by Councilwoman Dorman to approve the Ordinance on first read±ng. Motion carried unanimously. Mayor then presented for consideration on first reading Ordinance No. 84-2567 levying Ad Valorem Taxes for the City of Plainview, Texas for year 1984, and directing the assessment and collection thereof. Councilman Aday moved seconded by Councilman James to approve the ordinance. Motion carried unanimously. Mayor then presented for consideration on first reading Ordinance No. 84-2568 amending Ordinance No. 81-2459, Ordinance No. 82-2505 and Ordinance No. 83-2527, setting water rates; the rates to be charged for the sewer service and the sewer disposal service; the rates charged for disposal of refuse and solid wastes in the sanitary landfill and the furnishing of Vector Control services; providing the manner of collection of the said charges; classifying one-family residences and apartment houses with two of more family apartments; classifying commercial establishments in the City of Plainview, Texas; and repealing all ordinances in conflict herewith. Bill Hogge explained. Councilman Aday moved seconded by Councilman Brown to approve the Ordinance. Motion carried unanimously. Mayor then presented Resolution No. R84-753 approving the request of Ernest Ebeling to lease a portion of the property owned by the City of Plainview in the Industrial Park area West of Joliet Street between 35th Street and Industrial Blvd. and directing the City Attorney to prepare .the lease contract. Bill Hogge explained. Councilman Aday moved aeconded by CouncilWoman Dorman to approve the resolution. Motion carried nnanimouS'ly~. Mayor then presented Resolution No. R84-754 approving a judgement removing cloud of title to a 7.86 acre tract of land out of Survey 41, Block JK2, Hale County, Texas, owned by Virginia Grace Frazior. Bill Hogge explained. Councilman James moved seconded by Councilman Aday to approve the resolution. Motion carried unanimously. It was then moved by Councilman Aday seconded by Councilwoman Dorman to adjourn the meeting. Meeting adjourned. PASSED AND APPROVED THIS THE llth day of September, 1984. E. V.
