MINUTES
The City Council of the City of Plainview met in a regular meeting,
Tuesday, September 11, 1984 at 7:30 p.m. in the Council Chambers of City
Hall with Mayor Ridlehuber presiding and the following Counci~rs
present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James, and
Tom Dziay. Also present: Bill Hogge, Bob Richards, Tom M~milton, Joe
Ferguson, Hugh Anderson, Johr~ie Ballew, Norman Huggins, Mike McDonough
and Sheryl Owen.

~yor then introduced the new City Manager, Mr. Jim Jeffers of
Portales, New Mexico to the City Council. It was moved by Alderman Aday
seconded by Alderman Taylor to approve the hiring of Mr. Jim Jeffers.

Mr. Lloyd Woods gave a talk to the City Council and presented a
plaque to Councilman James.
Mayor then presented the following for approval; Minutes of
previous City Council Meetings, Departmental Reports and Minutes; and
Budget expenditures. It was then moved by Alderwc~nan Dorman seconded by
Alderman Woods to approve the above. Mction carried unanimously.
Mayor then presented the PUBLIC HEARING on the closing of certain
streets and alleys in and adjoining the Duncan Addition, Unit No. 2,
Plainview, Hale County, Texas, and Duncan Addition Unit No. 3,
Plainview, Hale County, Texas; and Ordinance No. 84-2557 on second and
fiD~l reading closing the street and alleyways in Block JK-2, Duncan
Addition, Plainview, Hale County, Texas and declaring that the closing
of said streets and alleyways in the public interest. It was moved by
Alderwoman Dorman seconded by Alderman Aday to table the items until the
Council Meeting on October .9th. Motion carried unanimously.
Mayor then presented Ordinance No. 84-2565 on second and final
reading, approving the Revenue Sharing Budget of the City of Plainview,
Texas, for Fiscal Year 1984-85. Mayor explained. It was then moved by
Alderman Aday seconded by Alderw~m3n Dorman to approve the ordinance.
Motion carried unanimously.
Mayor then presented Ordinance No. 84-2566 approving the Budget of
the city of Plainview, Texas, for Fiscal Year 1984-85. Mayor explained.
It was then moved by Alderman Aday seconded by Alderman James to approve
the ordinance. Mction carried unanimously.

Mayor then presented Ordinance No. 84-2567 levying Ad Valorem Taxes
for the City of Plainview, Texas, for the year 1984, and directing the
assessment and collection thereof. It was moved by Alderman Taylor
seconded by Alderman Aday to approve the ordinance. M~tion carried
unanimously.
Mayor then presented OrdiD~nce No. 84-2568 amending Ordinance No.
81-2459, Ordinance No. 82-2505 and Ordinance No. 83-2527, setting the
water rates; the rates to be charged for the sewer service and the sewer
disposal service; the rates to be charged for the collection of refuse;
the rates to be charged for disposal of refuse and solid wastes in the
sanitary landfill; and the furnishing of vector control services,
providing the manner of collection of the said charges; classifying
one-family residences and apartments; classifying commercial
establishments in the City of Plainview, Texas; and repealing all
ordinances in conflict herewith. Bill Hogge explained. It was then
moved by Alderman ~tay seconded by Alderman Brown to approve the
ordinance. Motion carried unanimously.
Mayor then presented ordinance No. 84-2563 adopting the 1984
Edition of the National Electrical Code (NFPS 70-1984) and repealing all
previous editions of the National Electrical Code heretofore adopted..
It was moved by Alderman Taylor seconded by Alderwoman Dorman to approve
the ordinance. Motion carried unanimously.
Mayor then presented Resolution No. R84-755 authorizing the
purchase of traffic signal equipment for installation at West
Twenty-fourth street and State Highway No. 194, to be paid for from
budgeted revenue sharing funds for that project. Johnnie Ballew
explained. It was then moved by Alderman ~tay seconded by Alderman
Brown to approve the resolution. FDtion carried unanimously.
Mayor then presented Resolution No. R84-756 authorizing the Chief
of Police to hire two (2) individuals to fill recently approved police
officer positions in the 1984-85 Operating Budget of the City of
Plainview, the said positions to be'filled prior to the beginning of the
1984-85 fiscal year. Hugh Anderson explained. It was then moved by
Alderman Aday seconded by Alderman Brown to approve the resolution.

Mayor then presented Resolution No. R84-757 approving the renewal
of the local Health Department Contract (TDH Document No. C5000552)
between the City of Plainview, the County of Hale and State of Texas,
and authorizing the Mayor to execute said contract on behalf of the City
of Plainview. Tom Hamilton explained. It was then moved by Alderman
Aday seconded by Ald~ Dorman to approve the resolution. Motion
carried unanimously.
Mayor presented Resolution No. R84-758 authorizing the City of
Plainview to accept a deed Conveyance from the owners of Lot 13, Block
16, original Town of Plainview, Hale County, Texas, said Conveyance to
be made by Warranty Deed free and clear of all liens and encumbrances.

Tom Hamilton explained. It was then moved by Alderman James seconded by
Alderman Aday to approve the resolution. Motion carried unanimously.
With no further business pending, it was moved by Alderman ~lay
seconded by Alderwoman Dorman to adjourn the meeting. Motion carried
unanimously.
