MINUTES The Plainview City Council mot in a regular City Council moeting at 7:30 P.M. on Tuesday, October 9th at City Hall in the Council Chambers with Mayor Ridlehuber presiding and the following present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tcxn Aday. Also present: Bob Richards, Tom Hamilton, Bill Hogge, Buddy Dodson, Johnnie Ballew, Norman Huggins and Hugh Anderson. Invocation was given by Hugh Anderson. Mayor Ridlehuber called the moeting to order, and presented the following for approval. Minutes of City Council Meetings, Departmental Reports and Minutes and Budget expenditures. It was moved by Alderman Taylor seconded by Alderman ~ztay to approve the following with exception of changes made to the minutes of September 25th made by Tom Hamilton, City Attorney. (Ordinance No. 84-2569 passed on first reading providing for Hotels and Motels to collect a tax of 7% of the consideration for occupancy of any room or space with certain exception. However, the Council did not pass upon collection cost). Motion passed unanimously. Mayor presented Tabled Item: Public hearing to discuss the closing of certain streets and alleys in and adjoining Duncan Addition, Unit No. 2, Plainview, Hale County, Texas, and Duncan addition, Unit No. 3, Plainview, Hale County, Texas. It was moved by Alderman Aday seconded by Alderwoman Dorman for the item to remain tabled. Motion carried unanimously. Mayor presented Tabled Item: ordinance No. 84-2557 on second and final reading closing the street and alleyways in Block JK-2, Duncan D~dition, Plainview, Hale County, Texas and declaring that the closing of said streets and alleyways is in the public interest. It was moved by Alderman Aday seconded by ~lderman Brown for this ordinance to remain tabled. Motion carried unanimously. Mayor presented Ordinance No. 84-2569, on second and final reading, amending Ordinance No. 80-2397 increasing the assessment and collection of Hotel and Motel Occupancy tax from four percent (4%) to seven percent (7~) of the consideration of the cost of occupancy of any room or space in any Hotel or Motel with certain exceptions; providing for publication and for an effective date of November I, 1984. It was moved by Alderman ~lay seconded by Alderwoman Dorman to approve the ordinance on second and final reading. Motion carried uD~nnimously. Mayor presented Ordinance No. 84-2571, an ordinance prohibiting the parking, stopping or standing of any motor vehicle on a portion of U.S. Highway 70 (East 5th Street) in the City of Plainview, Texas, providing for a penalty and passing of such ordinance as an emergency. Johnnie Ballew explained the ordinance. It was then moved by Alderman Taylor seconded by Alderman Jam~s to approve the ordinance as an emergency. Motion carried unanimously. Mayor then presented Ordinance No. 84-2570 on first reading, an ordinance defining and prescribing the rates applicable to the sale of natural gas service by Energas Company to its customers who use natural gas within the city limits of Plainview, Texas. Mayor Ridlehuber explained the ordinance. It was then moved by Alderman James seconded by Alderman Taylor to approve the ordinance on first reading. Motion carried unanimously. Mayor then presented Resolution No. R84-763 receiving bids and authorizing the Mayor to enter into a contract for repairing, surface preparing and recoating one elevated steel water tank located near 14th and Baltimore Streets. Bill Hogge explained the resolution. It was then moved by Alderman A~lay seconded by Alderwoman Dorman to approve the resolution. Motion carried u~3nimously. Mayor then presented Resolution No. R84-764 authorizing payment to be made to Parkhill, Smith and Cooper, Inc. consulting engineers for engineering services rendered on City Waste Water Grant Project. Bill Hogge explained the resolution. It was then moved by Alderwcman Dorman seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. Mayor then presented Rssolution No. R84-765, an emergency item, approving Change Order No. 1, Plainview/Hale County Airport taxiway construction and improvements, AIP Project No. 3-48-0175-04and authorizing the Mayor to execute said change order on behalf of the City of Plainview and appropriating funds to cover additional costs. Bill Hogge explained. It was moved by Alderman Aday seconded by Alderman Brown to approve the resolution on emergency. Motion carried uD~imously. With no further business pending, it was moved by Alderman Aday seconded by Alderman Brown to adjourn the meeting. Motion carried unanimously. PASSED AND APPROVED this the 23rd day of October, 1984.
