MINUTES
7:30 P.M.
The Plainview City Council met in a regular City Council meeting at
7:30 P.M. on Tuesday, November 13, 1984 at City Hall in the Council
Chambers with Mayor Ridlehuber presiding and the following
Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby
James and Tom Aday. Staff present: City Manager Jim Jeffers, Bob
Richards, Bill Hogge, Buddy Dodson, Johnnie Ballew, Norman Huggins, Hugh
Anderson, Mike McDonough, and Sheryl Owen.
invocation was given by Councilman Junior Brown.
Mayor presented the following for approval; Minutes of previous
City Council meetings, Departmental Reports and Minutes, and Budget
Expenditures. It was moved by Alderman Aday seconded by Alderman James
that the above be approved.
Mayor Ridlehuber expressed to the citizens the fact that C.P.
Associates had cancelled the mall project but that the Council and City
Staff were going to continue to work on a project for that site.
Jerry Huddleston spoke to the City Council and Staff on the Mall
Project.
Mayor presented Tabled Items on the closing of certain streets and
alleys in and adjoining Duncan Addition, Unit No. 2 & 3, Plainview, Hale
County, Texas and Ordinance No. 84-2557 on second and final reading
closing the street and alleyways in Block JK-2, Duncan Addition. It was
moved by Alderman ~ay seconded by Alderman James for these items to
remain tabled. Motion carried unanimously.
Mayor presented the confirmation of a Board nomination endorsement
that being the nomination of Donna Womble to the Regional Health Board.
It was moved by Alderwoman Dorman seconded by Alderman Taylor to approve
the nomination. Motion carried unanimously.
Mayor presented Resolution No. R84-768 authorizing the amendment of
the 1984-85 Budget and authorizing payment of the test cleaning of a
section of water line. Bill Hogge explained the resolution. It was
then moved by Alderman James seconded by Alderwoman Dorman to approve
the resolution. Motion carried unanimously.
Mayor presented Resolution No. R84-770 accepting bids, determining
the lowest and best bid, awarding a contract, and authorizing the Mayor
to execute said contract for the construction of sanitary sewer and
water main extensions in the City of Plainview. Bill Hogge explained
the resolution. It was then moved by Alderman A~ay seconded by
Alderwoman Dorman to approve the resolution. Motion carried
unanimously.
Mayor presented Rssolution No. R84-771 entitled; "Resolution of the
City Council of the City of Plainview, Texas amending resolution No.
R83-636 and specifying some restrictive uses of the revenues generated
by the Hotel/Motel Occupancy Tax." It was moved by Alderman Aday
seconded by Alderman James to approve the resolution. Motion carried
unanimously.
Mayor presented R~solution No. R84-772 entitled; "Resolution
changing the date of thework session from November 22, 1984 to November
20, 1984. It was movedbyAldermanAday seconded byAldermanBrownto
approve date change. FDtion carried ttnanimously.
With no further business pending, it was moved by Alderman Aday
seconded by Alderman Jam~s to adjourn the meeting. ~eting adjourned.

Mr. Jerry Huddleston spoke to the Council, "Members of this Council
most of you know what a difficult time I have in addressing this Council
and letting you know how I feel and where I stand on issues and people.
I've got a list and each one of you up there are on one of them, and you
can wonder about that the rest of the week. Last week there was word
given to me that the project was dead. That was verbatim as it was
relayed to me by my superior in Dallas. At that tim~ I felt angered
but not so much anger as disappointment because that is something that
can never be replaced. The disappointment is not for myself because I
can find another job, I'm disappointed for the City and some developers
from Dallas where I don't believe got a fair shake out of this City
whether it was any Councilmembers fault, I don't know. But it is my
personal opinion that the leaders of this City lost a chance at being
great or outstanding or a winner again with the departure of this mall
and I'm talking about a Mall, something the City would have been proud
to point to and say this is our's, we're unique, no one else in the
conmunity has one. It would have given us some class and distinction.
Now with the advent of the possibility of a strip center, I think that
the City is being given a second chance. Some well meaning people came
to this town more than a year ago. I've been working with them since
last February. I know them to be people of integrity but during the
course of this project they have had things heaped upon them and heaped
upon them, they have tried to comply and tried to co~ply and the load
finally got to heavy. The City now has the chance to salvage some of
this with the advent of bringing in someone else to help the project, to
pick up what pieces are, left to go forward. You met with them this
afternoon, some of you did the Mayor and City Staffers, but had that
option not been available, the entire project would have died on the
vine.
I hope this City Council exhibits, in the next two years or 4 years
however long your terms may be, the outstanding desire to save this City
from self-destruction, because I think today was an example in the
future of this City. I am personally aware of some of the things that
were hinging on it that I know are gone. Parents care for their
children and I think each of you as Councilman care for the people of
this City I don't know though of any parent that strangles a child never
to save. I do sometimes feel that the people of Plainview are like
alligators and snakes because in an effort to save their young,
alligators and snakes devour their own. In the next few days we are
going to bring some developers to you with some new plans in an effort
to move, you listened to them today, forward with this but for Godsake
if you don't want them in your c~t~nity tell them now don't take their
money then tell them the dance is over. Thank you.
