COUNCIL CHAMBERS
7:30 p.m.
The Plainview City Council met in a regular City Council meeting at
7:30 p.m. on Tuesday, December 18, 1984 at City Hall in the Council
Chambers with Mayor Ridlehuber presiding and the following
Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown,
Bobby James and Tom ~tay. Staff present: City Manager Jim Jeffers,
Norman Huggins, Bob Richards, Tom Hamilton, Bill Hogge, and Buddy
Dodson.
Invocation was given by Councilwoman Barbara Dorman.
Mayor Ridlehuber opened the Council meeting and welcomed the
guests.
Mayor then presented the following for approval; Minutes of
pre~ious City Council meetings; and budget expenditures. It was moved
by Alderman Aday seconded by Alderman Brown to approve the above.
M3tion carried unanimously.
Mayor then presented the discussion of the closing of certain
streets and alleys in an adjoining Duncan Addition, Unit No. 2,
Plainview, Hale County, Texas and Duncan Addition, Unit No. 3,
Plainview, Hale County, Texas.; Ordinance No. 84-2557 closing the
streets and alleyways in Block JK-2, Duncan Addition, Plainview, Hale
County, Texas and declaring that the closing of said streets and
alleyways is in the public interest; Resolution No. R84-777 entitled;
"Resolution of the City Council of the City of Plainview, Texas,
approving the final plat of ~sa Verde Addition, Unit No. 1, Plainview,
Hale County, Texas." City Attorney Tom Hamilton explained that more
time was needed on the above items. It was then moved by Alderman Aday
seconded by Alderman James to table the above items. The motion carried
unanimously with the abstention of Alderman Andy Taylor.
Mayor then presented P~solution No. R84-778 entitled, "Resolution
of the City Council of the City of Plainview, Texas approving the
withdrawal of certain securities held in joint safe keeping by the
Federal Reserve Bank of Dallas; Resolution No. R84-779 entitled,
"Resolution of the City Council of the City of Plainview, Texas making
application to the Federal Reserve Bank of Dallas for the holding of
securities in joint safe keeping.; Resolution No. R84-780 entitled,
"Resolution of the City Council of the City of Plainview, Texas
authorizing the signatures of persons empowered to sign in joint
safekeeping transactions with the Federal Reserve Bank of Dallas.
Norman Huggins-Director of Finance gave an explanation for each one of
the above resolutions. It was then moved by Alderman Aday seconded by
Alderman Taylor to approve Resolutions, R84-778, R84-779, R84-780.
FDtion carried unanimously.
Mayor Ridlehuber explained the consideration of appointing Dr. Mary
Bublis to the Health Board. It was moved by Alderman Aday seconded by
Alderwoman Dorman to table this item. ~tion carried unanimously.
Mayor Ridlehuber presented the following ordinances for amendments
to be made to each one: Ordinance No. 84-2573, Plumbing Code;
Ordinance No. 84-2574, Zoning Code; 84-2575, Electrical Code;
Ordinance 84-2576, Junk Vehicles Code; Ordinance 84-2577, Housing Code;
Ordinance 84-2578, Building Code; Ordinance No. 84-2579, Fire Code.
It was moved by Alderman Aday seconded by Alderman Taylor to approve
each ordinance for the amendment of said code. Motion carried
unanimously.
City Manager Jim Jeffers presented a report to the Mayor and City
Council On the Cable TV Reports: Public Access and Rate Adjustment.
Mayor Ridlehuber then presented a report on the Utility Rate making
Process.
With no further business pending, it was moved by Alderman ~tay
seconded by Alderman Taylor to adjourn the meeting.
