RESOLUTION NO. R20-469
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, POSTPONING AND MOVING THE REGULAR MUNICIPAL
ELECTION SCHEDULED FOR MAY 2, 2020 AND CALLING AND
SETTING THE DATE FOR THE REGULAR MUNICIPAL ELECTION FOR
NOVEMBER 3, 2020, A UNIFORM ELECTION DATE; CONFIRMING
THAT ALL CANDIDATE FILINGS REMAIN VALID; CONFIRMING THAT
ALL APPLICATIONS FOR BALLOT BY MAIL FOR VOTERS OVER 65 OR
DUE TO A DISABILITY REMAIN VALID; DESIGNATING DISTRICTS AND
POLLING PLACES; ESTABLISHING VOTER REGISTRATION
DEADLINE; ESTABLISHING DEADLINE TO RECEIVE APPLICATIONS
FOR BALLOTS BY MAIL; DESIGNATING EARLY VOTING DATES.
WHEREAS, the City of Plainview, Texas, is a home -rule municipal corporation and
political subdivision of the State of Texas; and
WHEREAS, the City Council of the City of Plainview, previously called the for the
regular municipal election to be held on May 2, 2020, through City of Plainview Resolution
No. R20-461 approved on January 28, 2020; and
WHEREAS, on March 13, 2020, the Governor of the State of Texas certified that
the novel coronavirus (COVID-19) poses an imminent threat of disaster and declared a
state of disaster for all counties in Texas;
WHEREAS, on March 18, 2020, the Governor of the State of Texas issued a
proclamation suspending various state statutes in order to allow political subdivisions of
the State of Texas who would otherwise be required to hold elections on May 2, 2020, to
move their general and special elections to the next uniform election date which occurs
on November 3, 2020; and
WHEREAS, the Texas Secretary of State issued, pursuant to the above referenced
proclamation, Election Advisory 2020-12, to provide guidance to local political
subdivisions regarding postponing the regular municipal election to November 3, 2020;
WHEREAS, in accordance with and pursuant to the proclamation issued by the
Governor of the State of Texas and in order to slow the spread of COVID-19 virus by
avoiding bringing people together such as voters, election officials and election
volunteers, the City Council of the City of Plainview finds it to be in the best interest of the
public health, safety and welfare to postpone the regular municipal election;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW, TEXAS, THAT:
SECTION 1
Pursuant to the authority granted by the Governor of the State of Texas in his
proclamation issued on March 18, 2020, the regular municipal election scheduled to be

held on May 2, 2020 by Resolution No. R20-461 is postponed to the next uniform election
date of November 3, 2020.
SECTION 2
All properly filed and accepted candidate filings for the May 2, 2020 election will
remain valid for the November 3, 2020 election.
SECTION 3
The filing period for candidates for the election of a mayor at -large and
councilmembers for Districts 5, 6, and 7, the municipal is not reopened.
SECTION 4
All applications for ballots by mail for voters that are voting by mail due to being
over the age of 65 or due to disability are still valid for the November 3, 2020 election and
all applications for ballots by mail for voters based on expected absence from Hale County
are no longer valid.
SECTION 5
Early voting by personal appearance will be conducted from October 19, 2020 and
ending on October 30, 2020.
SECTION 6
The deadline for early voter registration is now October 5, 2020.
SECTION 7
The deadline to submit an application for a ballot by mail is now October 23,
2020.
SECTION 8
The City Council will, by subsequent action, further amend City of Plainview
Resolution No. R20-461 to comply with state law regarding conducting the regular
municipal election on November 3, 2020 including establishing early voting locations,
hours of operation, executing joint election agreements.
