The Plainview City Council met in a special session at 11:30 a.m. on Thursday, January 3, 1985, at the Plainview Club with Mayor Ridlehuber presiding and the following Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tom ~zlay. Staff present: City Manager Jim Jeffers, Director of Planning-Bob Richards, City Attorney-Tom Hamilton, Director of Finance-Norman Huggins, and Director of Public Works-Bill Hogge. Guest present ~re: Richard Orr, Ron Dewey, Jerry Huddleston, Paul Wright, Ray Pinkerton, Louis Cole, Graddy Tunnell, Richard Ligon, Lanham Higginbotham, Marvin Fraley and Leonard Bartlett. Invocation was given byCouncilman Junior Brown. Mayor opened the meeting and welcomed the guests. City Attorney-Tc~Hamilton advised the Council that there was a delay in receiving the moneywhich was required in order to close out the land transactions. Graddy Tunnell, representing Dr. Davis requested that the City Council recess the meetinguntil later in the afternoon which wouldpossibly allow the extra time needed for receiving the necessary monies. Alderman bztaymoved that the meeting be recessed until 3:45 p.m., at which time said meetJ~gwould reconvene in the Council Chambers of the Plainview City Hall. Motion was duly seconded by Alderman James and carried by a unanimous vote. The meeting reconvened at 3:45 p.m. with Mayor Ridlehuber presiding and the followingAldermanpresent: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and TcxnAday. Staff present: City Manager-Jim Jeffers, Director of Planning-Bob Richards, Director of Public Works-Bill Hogge, and City Attorney-TomHamilton. Guest present were: Richard' Orr, RonDewey, LanhamHigginbotham, Marvin Fraley, Leonard Bartlett, Ray Pinkerton, Louis Cole, Richard Ligon, Graddy Tunnell and MedlinCarpenter. Mayor Ridlehuber called the meeting to order. City Attorney-Tom Hamilton announced that the necessary_money had been received andthat Richard Ligon, representing McDonald's Inc. and Graddy Tunnell, representing Dr. Davis were ready to proceed with releasing the property so that the streets and alleys maybe closed. Mayor Ridlehuber convened the public hearing to discuss the closing of certain street and alleys in adjoining Duncan Addition, Unit No. 2, Plainview, Hale County, Texas and DuncanA~dition, Unit No. 3, Plainview, Hale County, Texas. Richard Ligon, representing McDonald's Inc. presented to the Mayor a executed release calling for the closure of the streets and alleys. Graddy Tunne!l informed the Mayor and City Council that his client, Dr. Davis, was granting his approval to closure of the streets and alleys. With these cc~m~nts, Mayor Ridlehuber ask for pro and con comments from the audience. There being none, Alderman Brown moved that the public hearing be closed. Motion ~was duly seconded by Alderman Aday and carried by uD~nimous vote. Mayor Ridlehuber ~troduced Ordinance No. 84-2557 on second and final reading. The ordinance was entitled, "An Ordinance closing the street and alleyways in Block JK-2, Duncan Addition, Plainview, Hale County, Texas and declaring that the closing of said streets and alleys be in the best public interest." Mayor Ridlehuber called for discussion, and there being none, Alderman Aday moved that Ordinance No. 84-2557 be adopted. Motion was duly seconded by Alderman Dorman and carried by a unanimous vote with the abstention of Alderman Andy Taylor. Mayor Ridlehuber introduced for action Resolution No. R84-777 entitled, "Resolution of the City Council of the City of Plainview, Texas approving the final plat of Mesa Verde Addition, Unit No. 1, Plainview, ~le County, Texas." Director of Public Works-Bill Hogge explained the six stipulations within the resolution. After said explanation, and there being no further questions or corm~nts, Alderman Aday moved that Resolution No. R84-777 be adopted. Motion was duly seconded by Alderwoman Dorman and carried by a unanimous vote with the abstention of Alderman Andy Taylor. There being no further business, Alderman Ac]ay moved that the meeting be adjourned at 4:04 p.m. Motion was duly seconded by Alderman James and carried by a unanimous vote. MINUTES The Plainview City Council met in a work session Thursday, January 3, 1985 at 11:45 a~m. at the Plainview Club with the following Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James, and Tom b~ay. Staff present: City Manager-Jim Jeffers, Norman Huggins, Bob Richards, Tom Hamilton and Bill Hogge. Guests present: Richard Orr, Ron Dewey and Paul Wright. City Manager Jim Jeffers presented the ~x3enda for the regularly scheduled Council M~eting to be held Tuesday, January 8, 1985, at 7: 30 p.m. in the Council Chambers of City Hall. The Council held a lengthly discussion on the agenda items, however, no action was taken. With no further business pending, the meeting adjourned.
