HomeMy WebLinkAbout85 0212 minFEBRUARY 12, 1985 .~ j~Ub~IL CHAMBERS 7:30 p.m. The Plainview City Council met in a regular City Council meeting at 7:30 p.m. cn Tuesday, February 12, 1985 at City Hall in the Council Chambers with Mayor Ridlehuber presiding and the follc~ing Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tcm Aday. Staff present: City Manager Jim Jeffers, Norman Huggins, Bob Richards, Bill Hogge, Tom Hamilton, Johnnie Ballew, Joe Ferguson, and Buddy Dodson. Visitors present: J.P. Sentro, Darlene Wright, Paul Wright, John Kelley, Jim Glaser, Weldon Gregg, Charles Bechtold, Allene Nance, Jerry Collier, Don Pruitt, Jimmy Bublis, Willis Perrin, Kathy Baker, Carol Jackson, Lyn Rubac, Richard Orr, Wayne & Carol Horton, and David Willson. Mayor Ridlehuber opened the Council Meeting and welcomed tb~ guests. EMERGenCY M~DICAL SERVICES. Mayor Ridlehuber presented for public ~t: Future needs of ~nergency Medical Services for the City of Plainview. Mayor Ridlehuber explained that this was on hold for further study to be conducted by the City Council. Mr. Don Pruitt spoke on the ~nergency medical services. Also, Mr. Paul Wright spoke. No action was SEWER FACILITIES - BIDS. Mayor Ridlehuber presented Resolution No. R85-795 for consideration. "Resolution of the City Council of the City of P]'ainview, Texas calling for bids for the construction of impr~ts of the Plainview Sewer Facilities." Bill Hogge explained the resolution. Dr. Jim Glaser of Parkhill, Smith & Cooper, Inc. spoke on the imprints to the sewer facilities. It was then moved by Alderwc~an Dorman seconded by Alderman Aday to approve the resolution. ~btion carried unanimously. M~NICIPAL COURT. Mayor Ridlehuber read a statement on Municipal Court Judge Joe Barnett. Comnents were made, however no action was PUBLIC ACCESS CHANNEL. Mayor Ridlehuber presented Resolution NO. R85-796 for consideration. "Resolution of the City Council of the City of Plainview, Texas autbDrizing the use of a public access channel in accordance with the City of Plainview Cable TV Franchise Ordinance." City Attorney Tom Hamilton explained the public access channel. It was then moved by Alderman Aday seconded by Alderman James that the City Council table said resolution. Motion carried unanimously. PLUMBING ORDINANCE. Mayor .Ridlehuber presented on first reading Ordinance NO. 85-2587 entitled, "An Ordinance repealing all ordinances, or parts of ordinances, or amendments thereto, that conflict with the terms or conditions of this ordinance and enacting in lieu of, thereof a -1- new ordinance regulating plumbing work in the City of Plainview, Tex~s; Defining certain terms; Providing for certain exemptions; Providing for the enforcement of this ordinance and issuance of permits and establishing certain fees; Providing for specifications, materials and methods of plumbing installations; Providing penalties for violation of this ordinance; Providing a severability clause." Bob Richards explained the ordinance. Jinz~ Bublis coamented; David Willson commented; Jerry Collier c~¥ented; Lyn R~bac cc~x~_nted. It was then moved by Alderman Aday seconded by Alderman Taylor to approve the ordinance on first reading, Motion carried unanimously. Mayor Ridlehuber presented the following items to be approved on Consent Calendar: MINUTES: Council Meeting Minutes, Minutes and Reports frc~ various departments. BUDGET EXP~qDITXJRES · ~DSQUITO CONTROL CONTRACT. "Besolution R85-794 of the City Council of the City of Plainview, Texas exercising the City's option to renew and extend a contract for Aerial Spraying for ~osquito Control with Southwest Aerial Services, Inc. for the 1985 season." USER FEES. "Resolution No. R85-797 of the City Council of the City of Plainview, Texas establishing a policy promoting the implementation of user fees for services rendered." SANITARY LANDFILL. "Besolution No. R85-798 of the City Council of the City of Plainview, Texas discontinuing a contract between the City of Plainview and Hale County for the use of the Plainview Sanitary Landfill." ZONE CASE NO. 500. "Ordinance No. 85-2584 amending Zc~ing Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case NO. 500; request of Craig Silverthorne, acting as an agent for Jerry Willard, owner, for rezoning a tract of land frc~ an R-1 (Single-family residential) zoning district to a CGB (Cc~mercial General Business) zoning district located in th~ 1100 block of South Interstate Highway 27, and calling for a public hearing on this matter to be conducted at 7: 30 on February 26,1985." ZONE CASE NO. 501. "Ordinance NO. 85-2585 amending Zoning Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone case No. 501; Bequest of Poland McCutcheon, Jr. for rezoning a 3.6 acre tract of land from an R-2 (Single-family residential) zoning district to a C-~D (Cc~m~ercial Retail District) zoning district, located at 1900 N. Austin and calling fora_ a public hearing to be conducted at 7:30 p.m. on February 26, 1985. -2- GARD~VTT.T.E SUB-DIVISION. "Resolution No. R85-799 approving the prelindnary plat of Gardenville Sub-division, Unit No. 2, Plainview, Hale County, Texas." HALE COU57I~ AIRPOF~. "Ordinance No. 85-2590 naming a portion of an uno~ paved road located at the Hale County Airport within the City of Plainview, Texas." HALE COUNTY AIRPO~. "Resolution No. R85-801 authorizing the Mayor to execute the necessary documents in order to initiate the environmental impact study required for the expansion of the City of Plainview/Hale County Airport." PARALLEL PARKING. "Ordinance No. 85-2586 establishing parallel parking on the south side of the street in the 900 block of west 8th Street, Plainview, Texas frc~ the east side of the alley in said 900 block, east for a distance of one-hundred seventy six feet (176 ft.) to the intersection of west 8th Street and Houston Street, providing a penalty and providing for the passage of such Ordinance as an emergency." AT&T RATE C~SE. "Resolution No. R85-800 authorizing continued participation as an intervenor in the AT&T Rate Case. '~ It was moved by Alderman Brown seconded by Alderman James to approve tb~ Consent Calendar as it was presented to the City Council. Motion carried unanimously.
