MINUTES
The Plainview City Council met in a regular City Council meeting at
7:30 p.m. on Tuesday, February_ 26, 1985 at City Hall in the Council
Chambers with Mayor Ridlehuber presiding and the following
Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown,
Bobby James, and Tcm Aday. Staff present: City Manager Jim Jeffers,
Bill Hogge, Bob Richards, Tom Hamilton, Buddy Dodson, Johnnie Ballew,
Norman Huggins, and Mike McDonough.
Visitors present: Ann Mireles, David Mariscal, Angela Crannon,
Ray Purcell, Lyn ~ubac, Erwin Fisher, Jimmy Bublis, J.G. Brewer, Jerry
Collier, Allene Nance, Jerry Bridges, Mr. & Mrs. Joe Willard, Sarah
Estes, Charles Bechtold, ~mnt Green, R.C. Stevens, R. McCutcheon, Jr.,
Robert Sneed, John Sneed, Roland McCutcheon, Sr., Lawrence McCutcheon,
Liz Creer, Carol Jackson, and Terry Clements.
Invocation was given by Councilman Bobby James.
PLUMBING ORDINANCE. Mayor presented Ordinance No. 85-2587 on
second and final reading entitled, "Ordinance repealing all ordinances,
or parts of ordinances, or amendments thereto, that conflict with the
terms or conditions of this ordinance and enacting in lieu of thereof a
new ordinance regulating plumbing work in the City of Plainview, Texas;
Defining certain terms; Providing for certain exemptions; Providing for
the enforcement of this ordinance and issuance of permits and
establishing certain fees; Providing for specifications, materials and
methods of plumbing installation; Providing penalties for violation of
this ordinance; Providing a severability clause." BOb Richards
explained the ordinance. It was moved by Alderman ~/lay seconded by
Alderwoman Dorman to approve the ordinance. Motion carried unanimously.
It was then moved by Alderman Aday to make am~n~t to the Ordinance;
Amend Section 6.1 to 6.1.3; Stating that repalce of Water heaters by
any person is allowed as along as there is no alteration in the
rough-in; Permit and inspections shall not be required unless there is
alteration in the rough-in. Seconded by Alderman James. Motion carried
unanimously.
PUBLIC HEARING. The Public Hearing to receive Co~ent on a
proposed grant application to TDCA to access economic development monies
to be used in upgrading undetermined properties for future Industrial
Development was tabled.
PUBLIC HEARING ZONE CASE NO. 500. Mayor opened the public hearing
on Zone Case No. 560; Request of Craig Silverthorne Acting as agent for
Jerry Willard, Owner for rezoning a tract of land frcm an R-1
(Single-Family B~sidential) zoning district to CGB (Cc~nercial General
Business) zoning district located in the 1100 block of South Interstate
27. No cu~-~nts were made. It was moved by Alderman ~lay seconded by
Alderman Taylor to close the public hearing. Motion carried
unanimously.
ZONE CASE NO. 500. Mayor presented for second and final reading
Ordinance 85-2584 entitled, "An Ordinance amending Zoning Ordinance NO.
82-2478 and the official zoning map of the City of Plainview so as to
make the following changes: Zone Case No. 500; request of Craig
Silverthorne, acting as agent for Jerry Willard, owner, for rezoning a
tract of land from an R-1 (Single-family Residential) zoning district to
a CGB (Commercial General Business) zoning district. Bob Richards
explained the zone case. It was then moved by Alderman Aday seconded by
Alderman James to approve the ordinance. Motion carried unanimously~
PUBLIC MFARING - ZONE CASE NO. 501. Zone Case No. 501, request of
BDland McCutcheon, Jr. for rezoning a 3.6 acre tract of land from an R-2
(Single'family Residential) zoning district to C-ED (~cial Retail
District) zoning district, located at 1900 N. Austin Street. Mayor
opened the public hearing, however, no ccrauents were made, it was then
moved by Alde~ Dorman seconded by Alderman Brown to close the
public hearing. Motion carried unanimously.
ZONING ORDINANCE. Mayor presented for second and final reading
Ordinance No. 85-2585' entitled, "An Ordinance amending zoning Ordinance
No. 82-2478 and the official zoning maP of the City of Plainview so as
to make the following changes: Zone Case NO. 501; Request of Roland
McCutcheon, Jr. for rezoning a 3.6 acre tract of land from an R-2
(Single-Family Residential) zoning district located at 1900 N. Austin
Street. BOb Richards explaiD~=d the ordinance. It was then moved by
Alderman Brown seconded by Alderman Aday to approve the zoning
ordinance. Motion carried unanimously.
HALE COUNTY AIRPORt. Mayor presented on second and final reading
Ordinance NO. 85-2590 entitled, "An Ordinance o~%n%ing a portion of an
unnamed paved road located at Hale County Airport within the City of
Plainview, Texas." Mayor presented the ordinance and a replica of the
street sign with "Purcell Street" on it to M~. Ray Purcell. It was then
moved by Alderman Jam~s seconded by Aldervamman Dorman to approve the
ordinance. Motion carried unanimously.
Mayor presented the following to be approved on a Consent Calendar:
EME~C~ENCY MEDICAL SERVICES. Consideration of ~solution NO.
R85-802 entitled, "Resolution of the City Council of the City of
Plainview authorizing the calling of requests for proposals for
providing emergency medical services to the City of Plainview and Hale
County."
DANGERDUS BUILDING CODE. Consideration on first reading Ordinance
No. 85-2591 entitled, "An Ordinance providing a minimum standard of
building construction for existing ~cial and industrial buildings<
and a minimum standard of construction for existing non-residential
buildings within tb~ City of Plainview."
MINI~0~4 HOUSING STANDARDS CODE. Consideration on first reading
Ordinance No. 85-2592 entitled, "~, Ordinance amending Ordinance No.
83-2511; increasing the penalties for violation of th~ Minimum Housing
Standards Code from a maxinum fine of $200 to a maxin~um fine of $1,000."

CABLE TV. Consideration of Resolution No. R85-796 entitled,
"Resolution of the City Council of the City of Plainview, Texas
authorizing Teleservice Corporation of America D/B/A Plainview Cable
Television to enter into an agreement with Wayland Baptist University,
Plainview, Texas to prowLd~ local accessibility by Wayland Baptist
University, Plainview, Texas, to the Cable Television system."
BIDS ON LOADER/BACKHOE. Consideration of Resolution No. R85-803
entitled, "Resolution of the City Council of the City of Plainview,
Texas awarding the bid on a rubber tired loader/backhoe with extendable
AIRPO~T~ FARM LEASE. Consideration of B~solution No. R85-804
entitled, "Resolution ol the City Council of the City of Plainview,
Texas authorizing the Mayor to execute the Airport Farm Lease
~/reement."
REFUSE. Consideration of B~solution No. R85-805 entitled,
"Resolution of the city Council of the City of Pl_a~nview, Texas
approving and adopting a bulk refuse, self-help program to assist
residents of the City of Plainview."
SESQUICES~. Consideration of Resolution NO. R85-806
entitled, "Resolution of the City Council of the City of Plainview,
appropriating $1,875.00 of Hotel/Motel Tax monies for prc~otion purposes
by the Hale County Sesquicentennial Cc~mittee."
SPECIFICATIONS - CLEANING WATER MAINS. Consideration of 9~solution
No. R85-807 entitled, "Resolution of the City Council of the City of
Plai~view, Texas authorizing City Administration to prepare
specifications and to advertise for bids for the cleaning of selected
water mains of the City of Plainview."
EMS. Consideration of Resolution No. R85-808 entitled, "Resolution
of the City Council of the City of Plainview, Texas authorizing the
Mayor to execute a ~ontract with Plainview EMS calling for the extention
of the existing service period."
Consideration of Minutes and reports frem various departments and
Budget expenditures.
It was moved by Alderman Aday seconded by Alderman James to approve
all the above on the consent calen_a_~?. Motion carried unanimously.
With no further business pending, the meeting adjourned.
