MINUTES
The Pi_re{nview City Council met in a regular City Council meeting at
7:30 p.m. on 'Tuesday, March 27, 1985 at City Hall in the Council
Chambers with Mayor Ridlehuber presiding and the following Council
members present: Barbara Dorman, Junior Brown, Bobby James and Tom
Aday. Staff present: City Manager Jim Jeffers, Norman Huggins, Tom
Riney, Bob Richards, Mike McDonough, Johnnie Ballew, and larry
McEachern.
Visitors present: Angela Cranon, Otto Vera, Evelyn Jernigan,
Martha Taylor, Paul & Darlene Wright and Alan Chavez.
Invocation was given by Councilwoman Barbara Dorman.
PU~I.7C HEARING: Zone Case No. 503. B~quest of Martha Taylor for a
specific use permit to operate a day ~re center with mere than six (6)
children in an R-1 zoning district located at 2303 West 20th. Bob
Richards explained the zone change request. Mayor then opened the case
to a public hearing. Martha Taylor spoke on behalf of her request and
her plans for the day care center. Evelyn Jernigan spoke against the
zone change. A discussion was held. Mayor then closed the public
hearing. It was then moved by Alderman James seconded by Alderman Brown
to close the public hearing.
ORDINANCE NO. 85-2593. Mayor presented this ordinance for
approval. An Ordinance amending zoning ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the following
changes: A specific use permit to operate a day care center with mere
than s~x (6) children in an R-1 (Single-family residential) zoning
district being Lot 9, Block 7, Junior High ~xtdition, located at 2303 W.
20th. It was moved by Alderman James seconded by Alderman Brown to
grant the specific use permit by approving this ordinance. M~tion
carried unanimously.
CONSENT CALENDAR.
Mayor then presented the following on Consent Calendar:
A) Minutes of previous mseting; B) Departmental P~ports; C) Budget
expenditures.
D) Consideration of Resolution No. R85-816 entitled, "Pmsolution of
the City Council of the City of Plainview, Texas creating a Single
M~r~ber District Task Force, aPpointing individuals to serve on such and
issuing a charge."
E) Consideration of Resolution No. R85-817 entitled, "Resolution of
the City Council of the City of Plainview, Texas appropriating $650.00
for the purchase of build~ng for Plainview RE~."

Consideration of Resolution No. R85-818 entitled, "Resolution of the
City Council of the City of Plainview, Texas authorizing the award of
the bids for Data Processing Equipment."
Consideration of P~solution No. R85-819 entitled, "Resolution of the
City Council of the City of Plainview, Texas in opposition of House
Bill 1330 and Senate Bill 897 as it pertains to Billboard
Legislation."
Consideration on first reading of Ordinance No. 85-2593 entitled,
"An Ordinance of the City Council of the City of Plainview, Texas
amending Ordinance No. 84-2555, providing.for the erection of
appropriate signs and designation of fire lanes; providing for
penalties for the violation thereof; and providing an effective date
of this ordinance."
Consideration of Ordinance 5b. 85-2595 entitled, "An Ordinance
providing for a maximum spea<~ on a portion of Grandview Drive in
-the Ci~t of Plainview, Texas; Providing for a penalty; and providing
for the passage of such ordinance as an enx~rgency."
Consideration of Resolution No. R85-820 entitled, "P~so!ution of the
City Council of City of Plainview, Texas a%~rding the bid for the
cleaning of selected water mains within the City of Plainview."
Consideration of Resolution No. R85-821 entitled, "Resolution of the
City Council of the City of Plainview,' ~exas making an appointment to
the Canadian River Mmmicipal Wa%er Authority Board of Directors."
Consideration of Resolution NO. R85-822 entitled, "Resolution of the
City Council of the Ci%~ of Plainvi~, Texas authorizing the Mayor
to execute a ground lease agreement with Dr. Dana Segler
~at the Pla~nview/F~le County Airport."
It was moved by Alderman B~ay seconded by Ald~ Dorman to approve all
t~%e it~ns on the Consent Calendar. Motion carried unan.imously.
It was then moved by Alderman Aday seconded by Alderwmman Dorman to
adjourn, the meeting.
PASSED AND APPROVED this the 9th day of April, 1985.
