HomeMy WebLinkAbout85 0528 minCITY COUNCIL MEETING City Hall May 28, 1985 The Plainview City Council met in a regular City Council meeting at 7:30 p.m. on Tuesday, May 28, 1985 at City Hall in the Council Chambers with Mayor Ridlehuber presiding and the following Councilmembers present: Barbara Doramn, Andy Taylor, Junior Brown, Bobby James and Tom Aday. Staff present w~re: City Manager Jim Jeffers, Johnnie Ballew, Mike McDonough, Bob Richards, Larry McEachern, Buddy Dodson, Hugh Anderson, Bill Hogge and Sheryl Owen. Visitors present were: John Sanders, Richard Orr and Angela Crannon. Mayor Ridlehuber welcc~e the guests and opened the meeting. CANADIAN RIVER ~3NICIPAL ~TER AUTHORITY. Mayor opened the public hearing for discussion on the Canadian River Municipal Water Authority T_~_ke Meredith Salinity Control Project. No conm~-nts were received. Mayor presented Resolution No. R85-851 entitled, "Resolution of the City Council of the City of Plainview, Texas authorizing the filing of a Texas Community Development Program Application to be considered under the Cc~n~nity Development Project Fund RegioD~l Allocation to Texas Department of Community Affairs and authorizing the Mayor to act as the City's Chief Executive Officer and authorized Representative in all matters pertaining to the City's participation in the Texas Co~nunity Development Program and resending Resolution R85-842 which authorized an application for the re~oval of material and architectural barriers which restrict th~ mobility and accessibility of handicapped persons. Mayor spoke on the TCD Program Application, and it was then moved by Alderman Aday seconded by Alderman James to approve the resolution. Motion carried unanimously. Mayor presented Resolution No. R85-850 entitled, "Resolution of the City Council of the City of Plainview, Texas petitioning for the enlargement of the Hale County Appraisal District Board to (13) msmbers. It was moved by Alderman Aday seconded by Alderman Dorman to table this resolution. ~btion carried unanimously. Jim Jeffers reported to the Council that the Single Member District Task Force will reconvene on Thursday, June 6th to make a final decision to the Council by June llth. Councilwc~an Barbara Dorman gave a report on a trip to Odessa to see their Term Court in session. The trip was successful and study is to continue on this. Bill Hogge reported on the two-inch water main cleanins project and gave results on sc~e blocks that had been cleaned. He reported that the project was going well. City Manager Jim Jeffers presented the following on Consent Calendar: Minutes, Department Reports, and Budget expenditures. Consideration of Resolution No. R85-843 entitled, "Resolution of the City Council of the City of Plsinview, Texas approving the Preliminary plat of Hamby Sub-division, Plainview, Hale County, Texas." Consideration of Resolution No. R85-844 entitled, "B~solution of the City Council of the City of Plainview, Texas approving the preliminary plat of Watergate Addition, Unit No. 2, Plainview, Hale County, Texas." Consideration of Resolution No. R85-845 entitled, "Resolution of the City Council of the City of Plainview, Texas appointing Susan Wilson and Scott Hallman to the Unger Memorial Library Advisory Board." Consideration of Resolution No. R85-846 entitled, "Resolution of the City Council of the City of Plainview, Texas authorizing City Administration to implement an annual "Citizen Participation Survey." Consideration of Resolution No. R85-847 entitled, "Resolution of the City council of the City of Plainview, Texas implementing a physical fitness program for City employees." Consideration of B~solution No. R~5-848 entitled, "Resolution of the City Council of the City of Plainview, Texas designating certain loading zones within the corporate city limits." Consideration of Resolution No. R85-849 enti~_led, "Resolution of the City Council of the City of Plainview, Texas approving Change. Order No. 1 as it pertains to the two-inch water main project." Consideration on First Reading Ordinance No. 85-2591 entitled, "An Ordinance amending Zoning OrdiD~nce No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 509, Request of Luther D. Bain on behalf of Rex Ramsower for rezoning a tract of land from an R-1 (Single-family Residential) Zoning District to an MF-2 (Multiple-Family Residential) zoning district, located in 1600 block of Interstate 27, and calling for a public hearing to be conducted at 7:30 p.m. on June 11, 1985 in the council Chambers of the Plainview City Hall. It was moved by Alderman Aday seconded by Alderman Brown to approve the Consent Calendar. Motion carried unanimously. It was then moved by Alderman Aday seconded by Alderman Brown to adjourn the n~eting. Motion carried unanimously. Moeting adjourned. PASSED AND APPROVED this the llth day of June, 1985. E.V.
