MINUTES
The Plainview City Council m~t in a regular City Council meeting at
7:30 p.m. on Tuesday, June 11, 1985 at City Hall in the Council Chambers
with Mayor Ridlehuber presiding and the following present:
Councils; Barbara Dorman, Andy Taylor, Junior Brown, Bobby James
and 5bm Aday. Staff present: City Manger Jim Jeffers, Norman Huggins,
Hugh Anderson, Bill Hogge, Tom Hamilton, Bob Richards, Mike McDonough
and Sheryl Owen.
Invocation was given by Director of Planning Bob Richards.
Mayor Ridlehuber opened the Meeting and welcomed the guests.
Zone Case No. 509. Alderman Aday seconded by Alderman Taylor moved
tbmt the public hearing on Zone Case No. 509 be called, a request of
Luther D. Bain on behalf of P~x Ramsower for rezoning a tract of land
frc~ an R-1 (Single-Family Residential) zoning district to a MF-2
(Maltiple Family REsidential) zoning district, located in the 1600 Block
of Interstate 27. Mayor read a statement pertaining to the zone case.
Bob Richards gave opening remarks on the zone case and the results of
the case frc~ the Planning and Zoning Commission meeting. The Mayor
then opened the hearing for p,ablic conluent: The following spoke for the
zone change; Luther Bain, David DeBusk, Rex Ramsower and John Sands.
The following then spoke against the zone change; Velma Johnson, Darla
Buckner, Dick Trimble, and Cliff Chapman. The Mayor then ask for
rebuttal frc~ both sides with the ~people for the zone change to speak
first, the following spoke; Rex Ramsower and David DeBusk. The people
against then spoke; David Teel, Don Loafman, Thurman Thomas, Mrs.
Hendricks, and Mr. Anderson. It was then moved by Alderman Donuan
seconded by Alderman James to close the public hearing. Motion carried
unanimously.
Zone Case No. 509. Consideration on second and final reading
Ordinance No. 85-2591 entitled, "Ordinance amending zoning ordinance No.
82-2478 and the offi6ial zoning map of the City of Plainview, so as to
make the following changes: Zone Case No. 509, request of Luther D.
Bain on behalf of Rex Ramsower for rezoning a tract of land frc~ an R-1
(Single-family residential) zoning district to an MF-2 (Multiple-
family residential) zoning district, located in the 1600 Block of
Interstate 27." Mayor Ridlehuber called for the motion on this
Ordinance, and it was moved by Alderman James seconded by Alderman Aday
that the zone change be granted. Motion carried unanimously.
Canar]~_nn Rive~r Mnnicipal Water Authority Lake Meredith Salinity
Control Project. It was moved by Alderman Dorman s~conded by Aldezman
Aday to open the public hearing on said project. NO cc~m~_nts were made.
It was then moved by Alderman Aday seconded by Alderman James to close
the public hearing. Motion carried unanimously.
Single Member Districts. Chairman Garcia read the formal
reconm~ndation of the Single Member District Task Force and explained.
It was moved by Alderman Aday and seconded by Alderman James %0 adopt a
seven single msmber district plan and to extend the term of the Mayor to
four years. ~btion carried unanimously.
H~]~ County Appraisal District Board. Consideration of P~solution
No. R85-850 entitled, ',Resolution of~ th~ City Council of tb~ City of
Plainview, Texas petitioning for the enlargement of the Hale County
Appraisal District Board to thirteen (13) members." It was moved by
Alderman Dorman seconded by Alderman Taylor to approve this resolution.
Motion carried as follows: For: Councilmembers One, Two, Three, Four.
A~ainst: Councilman Five.
Consent Calendar: City Manager Jim Jeffers read the following to be
approved on the Consent Calendar:
A) Minutes
B) Department Reports
C) Budget Expenditures
D) Consideration on first reading Ordinance No. 85-2592 entitled,
"Ordinance amending zoning ordinance no. 82-2478, and the official
z~ning map of the City of Plainview so as to make the following
changes: Zone Case No. 507, request of Marie Mangum for rezoning
Lots 5 and 6, Block 23, Original Town Addition form a C.B.D.
(Central Business District Zoning District to a C.G.B. (~cial
General Business) zoning district, located at 311 Ash Street, and
calling for a public hearing to be held on June 24, 1985.
E) Consideration on first reading Ordinance No. 85-2593 entitled,
"ordinance amendin~ zoning ordinance no. 82-2478, and the official
zoning map of the City of Plainview so as to make the following
changes: 'Zone Case No. 508, request of Bill Nichols for a specific
use permit to serve alcoholic beverages (Beer only) in a C.R.D.
(Cc~ercial Pstail District) zoning district, being a 0147 acre
tract of land out of the Northeast part of Block 6, High School
Addition and located at 2105 Dimmitt Poad, and calling for a public
hearing to be held on June 24, 1985.
F) Consideration on first reading Ordinance No. 85-2594 entitled,
"Ordinance prohibiting the depositing of any ~arbage, trash, rubbish,
ashes, or miscellaneous waste in any trash contaiD~r or unit owned
by the City of Plainview without the payment of a user fee to the
City of P!ainview; and providing a penalty.
G) Consideration of Resolution No. R85-851 entitled, "Resolution of the
City Council of the City of Plainview, Texas awarding the bid for
emergency medical services vehicles."
H) Consideration of Resolution No. R85-852 entitled, "Resolution of the
City Council of the City of Plainview, Texas authorizing the award
of bid for certain sanitary sewer improvements."
I) Consideration of Resolution No. R85-853 entitled, "Resolution of the
City Council of the City of Plainview, Texas appointing Antonio
Garcia to the Planning and Zoning Cc~x~issio~."

remove and table Item "H" on the Consent Calendar. ~Dtion carried

It was then moved by Alderman ~tay seconded by Ald~ Dorman to
adjourn the meeting. M~eting adjourned.
