Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Consider authorizing Interlocal Cooperation agreement between the City of Plainview and the South Plains Association of Governments for the TXDOT Transportation Alternatives Set -Aside (TA) Grant City Council Minutes October 25, 2022 Page 3 of 5 208 Presenter: Jeffrey Snyder, City Manager This Interlocal Agreement would authorize SPAG to prepare a Preliminary Grant Application and a Detailed Grant Application for the Transportation Alternatives Set -Aside Grant Program administered through Texas Department of Transportation. Public Comment: None Motion: Move to authorize Interlocal Cooperation agreement between the City of Plainview and the South Plains Association of Governments Motion by Mayor Pro Tern Blackerby, seconded by Council Member McDonough Vote: 8-0. Motion carried. 6. Consider authorizing a Water Utility Line Extension Agreement between the City of Plainview and Coyote Real Estate Holdings, LLC Presenter: Tim Crosswhite, Director of Public Works This Agreement would authorize the City to extend the City's utility service to the property by authorizing Coyote to construct and install a water line designed to serve the property and be connected to and tie-in with the City's utility service. Staff is proposing to oversize the line to a 12-inch to meet any future demands or growth along the Interstate. The City will be responsible for this additional cost that is estimated at approximately $120,000. Public Comment: None Motion: Move to authorize a Water Utility Line Extension Agreement between the City of Plainview and Coyote Real Estate Holdings, LLC Motion by Council Member Weiss, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 7. Consider award of bid for the Plainview Country Club and Convention Center Restroom Renovations Presenter: Jeffrey Snyder, City Manager The City advertised bids for the renovation of the restrooms at the Plainview Country Club and Convention Center. After review of the bids submitted, staff and the architect recommend awarding the bid to Plainview Construction Services in the amount of $181,691. Public Comment: None Motion: Move to award bid for the Plainview Country Club and Convention Center Restroom Renovations to Plainview Construction Services in the amount of $181,691 Motion by Mayor Pro Tern Blackerby, seconded by Council Member House City Council Minutes October 25, 2022 Page 4 of 5 Vote: 8-0. Convene into executive session in accordance with Texas Gov't Code §551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties. 9. Convene into executive session pursuant to Texas Gov't Code § 551.087 to discuss or deliberate regarding an offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City of Plainview. Mayor Starnes recessed the meeting at 7:07 p.m. Mayor Starnes called the meeting back in open session at 7:32 p.m. 10. A Resolution of the City Council of the City of Plainview, Texas Declaring 0.8723 Acres Located at 1-27 and Highway 194 and Described as Lots 1 and 2, 29th Street Closed Adi., Block 2, Allbrick, Plainview, Hale County Texas to be Surplus Real Property; Authorizing the City Manager to Appraise Said Property and Advertise for Sealed Bids for Appraised Value Forgoing Costs; Declaring that the Policy Serves a Public Purpose. (Resolution R22-579) Presenter: Jeffrey Snyder, City Manager This Resolution authorizes City Manager to advertise for sealed bids for the property.
