COUNCIL CHAMBERS

MINUTES
The Plainview City Council met in a regular City Council meeting at
7: 30 p.m. on Tuesday, July 9, 1985 at 7: 30 p.m. City Hall in the Council
Chambers with Mayor Ridlehuber presiding and the following
Councilmembers present: Barbara Dorman, Andy Taylor, Junior Brown,
Bobby James and Tc~ ~ay. Staff present were: City Manager Jim
Jeffers, Mike McDonough, Bill Hogge, Tc~ Hamilton, Joe Ferguson, Norman
Huggins, and Buddy Dodson.
Invocation was given by Councilman Junior Brown.
Mayor Ridlehuber opened the meeting and welcomed all the guests.
ZONE CASE NO. 510. PUBLIC HEARING: Zone Case No. 510, request of
Raymond Ezzell, rezoning a tract of land frc~ R-1 (Single-Family
Rmsidential) zoning district to a CRD (Cc~nercial ~tail District)
zoning district for cc~nercial uses, located at 2201 West 24th. Mike
McDonough explained the zone case. Mayor opened the public hearing.
Bill Atkinson, Architect of Amarillo, explained the construction of this
project. Mayor closed public hearing.
ZONE CASE NO. 510. Consideration on second and final reading,
Ordinance No. 85-2595, entitled, "Ordinance amending zoning ordinance
no. 82-2478, and the official zoning mp of the City of Plainview so as
to make the following changes: Zone No. 510, request of Raymond Ezzell,
for rezoning a tract of land frcm R-1 (Single-Family Residential)
zoning district to a CRD (Conmercial Retail District) zoning
district for conm~rcial uses, located at 2201 West 24th." It was moved
by Alderman James seconded by Alderman Brown to approved the zone case.
Motion carried unanimously.
AIRPORt. Consideration of Resolution No. R85-860 entitled,
"Resolution of the City Council of the City of Plainview, Texas,
expressing assurances to the Federal Aviation Administration as it
pertains to the expansion and improvemmnt of the Plainview/Hale County
Airport." It was moved by Ad_ay seconded by Alderman Dorman to approve
this resolution. M~tion carried unanimously.
RLVCTION PLAN. Consideration of Resolution No. R85-861 entitled,
"~msolution of the City Council of the City of Plainview, Texas,
authorizing the submission of a new election plan for the City of
Plainview to the United States Justice 'Depa~-[~¥ent." This item was put
on hold for further study.
RIGHT-OF-WAY - 8R14 STREET. Consideration of Ordinance No. 85-2596
on first reading and calling a public hearing to be held at 7:30 p.m.
Tuesday, July 23, 1985, on the abandonment of a portion of right-of-way
along the north edge of east 8th Street in Plainview, Texas. Bill
Hogge, Director of Public Works explained this ordinance. It ~s then
moved by Alderman ~lay seconded by Alderman James to approve it on first
reading. Motion carried unanimously.
WAL-MART. Consideration of Ordinance No. 85-2597 entitled, "An
Ordinance providing for the Abatement of Ad Valorem Tax on Wal-Mart
Properties proposed facilities and providing for the passage of such
ordinance as an emergency."
Consent Calendar. Jim Jeffers presented the following to be
approved on consent calendar, with the exception of Items E, F, I, M, N,
O, and P w~re put on hold until a future date.

Consideration of Resolution No. R85-859 entitled, "P~solution of the
City Council of the City of Plainview, Texas, authorizing a sidewalk
sale on July 18, 19 and 20, 1985."

Consideration of Resolution No. R85-858 entitled, "P~solution of the
City Council of the City of Plainview, Texas, awarding the bid for
radio equipment for the Plainview Fire Department Emergency Medical
Services."
F)
Consideration of Resolution NO. R85-852 entitled, "P~solution of the
City Council of the City of Plainview, Texas, authorizing the award
of bid for certain sanitary sewer improvements."
It was moved by Alderman Aday seconded by Aldennan Brown to approve
the Consent Calendar with the exception of the items put on hold.
Motion carried unanimously.
Mayor called for the City Council to go into Executive Session.
EXSLI/fIVE SESSION: Discussion of pending litigation as authorized
by Article 6252-17, Section 2(e), V.T.C.S. and to discuss personnel
as authorized by Article 6252-17, Section 2 (g), V.T.C.S.
