MINUTES
COUNCIL CHAMBERS

Pre-Session
6:30 P.M.
The Plainview City Council met in a regular City Council Meeting on
July 23, 1985, in a pre-session at 6:30 p.m. and the regular meeting at
7:30 p.m. The following were present: Councilmembers; Barbara Dorman,
Andy Taylor, Junior Brown, Bobby James, Tom Aday and Mayor Ridlehuber.
Staff present: City Manager Jim Jeffers, Norman Huggins, Hugh Anderson,
Tc~ Hamilton, Larry McEachern, Bill Hogge, Bob Richards and Sheryl Owen.
Mayor Ridlehuber opened the meeting and welccxned the quests.
PUBLIC HEARING: Mayor presented the public hearing for the
Abandonment of a portion of right-of-way along the north edge of east
8th street in Plainview, Texas. It was moved by Alderwc~mn Dorman
seconded by Alderman Aday to open the public hearing. Bill Hogge,
Director of Public W~rks explained the right-of-way and then reconx~nded
that the Council recess the public hearing until the Planning and Zoning
Ccxm¥,~ssion had met and made their rec~t~ndation for the next Counicl
M~eting.
RIGHT-OF-~kY. Mayor presented for consideration on second and final
reading, Ordinance No. 85-2596 entitled, "An Ordinance to abandoned a
part of the right-of-way in Blocks 1 and 2, A.L. Maupin Sub-division,
Plainview, Bale County, Texas; declaring that the abandonment of said
part of the right-of-way is in the public interest and providing for a
right of an easement for ingress and egress to portions of Blocks 1 and
2, A.L. Maupin Sub-division, Lots 0, 1, 2, 3, 4, 5, 6, 7, and 8." It
was moved by Alderman Aday seconded by Alderwc~an Dorman to table this
item due to holding the public hearing at the next Council meeting.
SINGLE M~4BER DISTRICTS. Mayor presented for consideration of
~msolution No. R85-861 entitled, "Resolution of the City Council of the
City of Plainview, Texas, authorizing the submission of a new election
plan for the City of Plainview to the United States Justice Depaz-~L~nt."
Mr. Bob Bass, Attorney explained the single mmmber district plan that is
to be submitted to the Justice Department. Mr. Bass explained the plan
and how it w~uld effect the City of Plainview. A lengthly discussion
wins held, then it was moved by Alderman Aday secomx~ed by Alderman James
that Mr. Bass su~zit the plan as presented for the City of Plainview.
Motion carried unanimously.
FEES. Mayor preseneted for consideration of Ordinance 85-2600
entitled, "An Ordinance repealing Ordinance No. 77-2173, 77-2171,
77-2172, and 77-2108 and establishing the fees to be changed for
Building, Electrical, and Plumbing permits and zoning and Board of
Adjustment applications. Bob Richards, Director of Planning explained
the fees to be changed. He noted that he was asked by City
Administration to hold hearings of the Building, Electrical, Zoning and
Board of Adjustment Cc~mittees before this ordinance is approved on
second and final reading. It was moved by Alderman Aday seconded by
Alderman Brown to approve the ordinance on first reading.
Councilmember Barbara Dorman reported that the Teen Court Committee
consisting of five members are currently working on this project. The
Committee is studying the Teen Court concept of traffic violations only,
processing teenagers from 14 to 17 years of age who have been convicted
of a traffic violation.
Bill Hogge, Director of Public Works reported to the Council that
the two-inch water main project in progress is nearing cc~pletion. The
City crews have completed cleaning 101 blocks in the western portion of
the City and have 6 more to be cleaned. He noted tb~t the project had
proved to have been very worthwhile.
Mayor Ridlehuber presented a Proclamation of Appreciation to Chief
of Police Hugh Anderson who is resigning frc~ the City of Plalnview.
Mr. Anderson then expressed his appreciation to the City and Council.
Mayor Ridlehuber presented the following on Consent Calendar on
approval:

D) Consideration of Resolution No. R85-872 entitled, "Resolution of
the City Council of the City of Plainview, Texas rejecting all bids
for Radio Equipment for the City of Plainview Fire Department
Emergency Medical Services.
E) Consideration of Resolution No. R85-864 entitled, "B~solution of
the City Council of the City of Plainview, Te~s, approving the
final plat of Hamby Subdivision, Plainview, Hale County, Texas."
F) Consideration of Resolution No. R85-871 entitled, "B~solution of
tb~ City Council of the City of Plainview, Texas, approving the
final plat of Watergate Addition, Unit No. 2, Plainview, Hale
County, Texas."
G) Consideration of Resolution No. R85-874 entitled, "Resolution of
the City Council of the City of Plainview, Texas, calling for the
advertisement for the position of a fulltime Staff Attorney."

Dance Ordinance.
ConSideration of Resolution No. R85-878 entitled, "Besolution of
the City Council of the City of Plainview, Texas, appointing a
member to the Planning and Zoning Cc~mission due to a vacancy."
Consideration of Resolution No. R85-875 entitled, "Resolution of
the City Council of the City of Plainview, Texas, authorizing City
Staff to request proposals for a Lease/Purchase Plan for three (3)
ambulances totaling $117,141.00."

Consideration of Resolution No. R85-873 entitled, "Pssolution of
the City Council of the City of Plainview, Texas, authorizing the
preparation of specifications; calling for bids; and making an
appropriation for the construction of an addition to the Quincy
Street Fire Station."
Consideration of R~solution No. R85-877 entitled, "Resolution of
the City Council of the City of Plainview, Texas, endorsing the
Canadian River Municipal Water Authority Salinity Ccatrol Project."
Consideration of Resolution No. R85-879 entitled, "Resolution of
the City Council of the City of Plainview, Texas approving the
preliminary plat of Wal-Mart Addition, Plainview, Hale County,
Texas."
Consideration of Resolution No. R85-876 entitled, "B~solution of
the City Council of the City of Plainview, Texas accepting the
resignation of Chief of Police Hugh C. Anderson, III."
Calling for a public hearing to be conducted on August 13, 1985, on
Ordinance No. 85-2598 and consideration of first reading of
Ordinance No. 85-2598, entitled, "An Ordinance amending zoning
ordinance No. 82-2478 and the official zoning map of the City of
Plainview so as to make the following changes: Zone Case No. 513:
Request of Madlin Carpenter on behalf of Plainview Industrial
Foundation, Inc. for rezoning a 97.56 acre tract of land consisting
of 17.994 acres zoned R-2 (Single-family residential) and 79.566
acres zoned R-1 (Single-family residential) located in the 3000-
3200 blocks of N. Quincy_Street."
Calling for a public hearing to be conducted on August 13, 1985 on
Ordinance No. 85-2599, and consideration on first reading Ordinance
No. 85-2599 entitled, "An Ordinance amending ordinance no. 82-2478
and the official zoning map of the City of Plainview so as to make
the following changes: Zone Case No. 514; Request of Bill
Cookston for rezoning Lot 10, Block 65, College Hill Addition,
located at 512 Wayland Street, City of Plainview, Hale County,
Texas from an MF-2 (Mmlti-Family Residential) zoning district to
a CRD (~cial R~tail District) zoning district."
Mrs. Pat King requested that Item "F" , Resolution No. R85-871
concerning the final plat of Watergate Addition, be explained further.
Bill Hogge, Director of Public Works explained that this resolution was
the fiD~lization of the platting of the sub-division and nothing else.
Mrs. King ask that this item be tabled so that she may be given further
explaination of such.
Mayor indicated that Resolution No. R85-871 would be removed frc~
the Consent Calendar.
It was moved by Alderman Aday seconded by Alderwoman Dorman to
appr~Te the Consent Calendar with the exception of tabling Items E, F, H
& I. Motion carried uanimously.

Alderwcman Donman moved and it was seconded by Alderman Aday that the
meeting be adjourned. Motion carried unanimously. Mayor Ridlehuber
adjourned the meeting at 9;38 p.m.
