The Plainview City Council met in a special session at 11:30 a.m.
at the Holiday Inn with Mayor Ridlehuber presiding and the following
present: Councilmembers: Barbara Dorman, .Junior Brown and Bobby James.
Staff present: City Manager Jim Jeffers, Joe Ferguson, Bill Hogge and
Sheryl Owen.
Mayor Ridlehuber called the meeting to order.
City Manager Jim Jeffers presented R~solution No. R85-885,
entitled, "AResolution of the City council of the City of Plainview,
Texas authorizing the issuance of a statement on the consolidated tax
collection electioni scheduled for August 10, 1985." It was moved by
Alderman James seconded by Alderman Brown to approve the resolution.
Motion carried unanimously.
With no further business for the special session, the Mayor moved
that the meeting be adjourned and the City Council move into their
regularly scheduled Work Session.
Meeting adjourned.

CITY COUNCIL ~WORK SESSION
August 8, 1985

The Plainview City Council met in a w~rk session at 11:30 a.m. at
the Holiday Inn with Mayor Ridlehuber presiding and the following
present: Councilmembers; Barbara Dorman, Junior Brown and Bobby James.
Staff present: City Manager Jim Jeffers, Joe Ferguson, Bill Hogge and
Sheryl Owen. Visitors; Richard Orr.
Mayor Ridlehuber called the meeting to order and City Manager Jim
Jeffers presented the following items to be on the agenda for the next
regular City Council M~eting to be held Tuesday, August 13, 1985. The
City council discussed the following items to be on the regular portion
of the agenda:
PUBLIC HEARING: Zone Case No. 513; ~quest of Medlin Carpenter on
behalf of the Plainview Industrial Foundation, Inc. for rezoning a
97.56 acre tract of land consisting of 17.994 acres zoned R-2
(Single-family Residential) and 79.566 acres zoned R-1 (Single-
Family Residential) located in the 3000-3200 blocks of N. Quincy St.
consideration on second and final reading, Ordinance No. 85-2598,
entitled, "An Ordinance amending zoning ordinance no. 82-2478 and
the official zoning map of the City of Plainview so as to make the
following changes: Zc~e Case No. 513; Request of F~llin Carpenter
on behalf of the Plainview Industrial Foundation, Inc. for rezoning a
97.56 acre tract of land consisting of 17.994 acres zoned R-2
(Single-family ~sidential) and 79.566 acres zoned R-1 (Single-

consideration on second and final reading Ordinance No. 85-2599
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official map of the City of Plainview so as to make the following
changes: Zone Case No. 514; Request of Bill Cookston for rezoning
Lot 10, Block 65, College HiLll A~dition, located at 512 Wayland St.,
Plainview, Hale County, Texas, from an MF-2 (Multi-family
B~sidential) zoning district to a CRD (C~mm~_rcial Retail District)
zoning district."
PUBLIC HEARING; Abandonment of a portion of right-of-way along the
north edge of east 8th Street, Plainview, Texas.
Consideration on second and final reading Ordinance No. 85-2596
entitled, "An Ordinance to abandon a part of the right-of-way in
Blocks 1 and 2, A.L. Maupin sub-division, Plainview, Hale County,
Texas; declaring that the abandonment of said part of the right-of-
way is in the public interest and providing for a right-of-way
easement for ingress and egress to portions of Blocks 1 and 2, A.L.
Maupin sub-divison, Lots 0,1,2,3,4,5,6,7 & 8."
Consideration on second and final reading Ordinance No. 85-2600
entitled, "An Ordinance repealing Ordinance No. 77-2173, 77-2171,
77-2172, and 77-2108 and establishing the fees to be charged for
· Building, Electrical, and Plumbing permits, and Zoning and Board of
Adjustment applications."
Consideration of Resolution 5~. R85-887 entitled, "Resolution of the
City Council of the City of Plainview, Texas calling for a public
hearing to be conducted in order to receive input concerning the
proposed designation of a reinvestment zone."
Consideration of Resolution No. R85-871 entitled, "Resolution of the
City Council of the City of Plainview, Texas, approving the final
plat of Watergate Addition, Unit No. 2, Plainview, Hale County,
Texas.
The City council then discussed the following items as a part of

City Council of the City of Plainview, Texas, appointing a member to'
the Planning and Zoning Cc~mission due to a vacancy."

Consideration on first reading, Ordinance No. 85-2601 entitled, "An
Ordinance of the City of Plainview, Texas repealing Sections 6-16
through 6-46, inclusive, of the PlainviewCode." (Public Dances)

Consideration of Resolution No. R85-882 entitled, "A Resolution of
the City Council of the City of Plainview, Texas authorizing the
Mayor to execute M~tual Aid Aqreen~nts with the Cities of Hale

Tulia and Silverton."

the City Council of the City of Plainview, Texas authorizing the
paving of a portion of the alley at 708 Lexington Street, at the
cost of the owner of the property."

the City Council of the City of Plainview, Texas appropriating $1,200
to the EnergasGas Steering..Ccmmlittee."

Consideration of Resolution No. R85-886 entitled, "A Resolution of
the City Council of the City of Plainview, Te~s, authorizing final
payment to Espey, Hutson and Associates, /nc., for providing
statistical/analytical support for Plainview's City Council
redistricting effort."
Consideration of Resolution No. R85-889 entitled, "A Resolution of
the City Council of the City of Plainview, Texas establishing a date
for a public hearing for the 1985-86 Budget and the relationship of
general revenue sharing funds to that budget." Council called a
work session for Budget preparation for Thursday, August 15, 1985,
at the Holiday Inn at 11:30 a.m.
Consideration on first reading, Ordinance No. 85-2603 entitled, "An
Ordinance repealing portions of Section 32 of the Plainview Code; .
Establishing a defense for operating a vehicle with a carrying
capacity in excess of one ton upon certain streets within the City
of Plainview; and defining Ccmmnercial purpose and person as used
herein."
Consideration of Resolution No. R85-880 entitled, "A Resolution of
the City Council of the City of Plainview, Texas, authorizing the
Mayor to execute an Airport Ground Lease Agreement with Dr. Dana
Segler."
Consideration of Resolution No. R85-890 entitled, "A Resolution of
the City Council of the City of Plainview, Texas reappointing Norman
Wright as a member of the Board of Directors of the Canadian River
Municipal Water Authority."
Consideration of Resolution No. R85-881 entitled, "A Resolution of
the City Council of the City of Plainview, Texas agreeing to the
termination of a contract with Perdue,~ Brandon, Blair and Fielder,
Attorneys at Law, for the collection of delinquent taxes."
Consideration of Resolution Noo~R85.~891 entitled, "A Resolution of
the City Council of the City of Plainview, Texas urging the United
States Congress to enact no Legislation to tax or restrict the
continued issuance of tax-exempt obligations by State and Local
Goverr~T~nts."
Consideration on first reading, ~Ordinan~ ce No. 85-2604 entitled, "An
Ordinance amending the budget of the City of Plainview for the fiscal
year October 1, 1984 through ~ September 30, 1985, by making certain
changes in funds in specified amounts as more fully described herein,
and providing for an effective date."
Consideration of 9~solution No. R85-879 entitled, "A Resolution of
the City Council of the City of Plainv~iew, Texas authorizing the
preparation of specifications for roof repairs to Unger F~morial
Library, Police/Municipal Court Building and City Hall and
authorizing the City Staff to proceed with advertising for bids on

the three (3) buildings; authorizing City Staff to proceed to
negotiate for roof repairs at the City Service Center, Central Fire
Station, and Chamber of Cc~anerce Building which are not required to
be bid as the repairs to the individual buildings do not exceed
$5,000 each; and authorizing an appropriation for these roof
repairs."
Consideration of Resolution No. R85-892 entitled, "A Resolution of
the City Council of the City of Plainview; Texas approving the final
plat of Wal-Mart Addition, Plainview, Hale County, Texas."
EXECUTIVE SESSION: Discussion of pending litigation as authorized
by Article 6252-17, Section 2(e), V.T.C.S.
The City Council discussed the following miscellaneous items:
WATER DEPARTM~. The Council discussed the implementing of a
penalty for late water bills, offering discounts for paying bills on
time, and allowing only 30 days before cut-off date instead of 60 days.
~NNIS STREET LAKE. The Council discussed the Problem of corrosion of
the Ennis Street Lake. Councilman James agreed to talk to the
representatives of the Church of Christ for any input or ideas that they
might offer on the situation.
WOM~'S CLUB PARKING LOT. City Manager Jim Jeffers reported to the
Council that Bob Richards, Director of Planning would be meeting with
representatives of the Wcmen's Club on the parking lot on Thursday,
August 8th.
EMS-INSURANCE/RATES. Joe Ferguson, Fire Chief, explained to the
Council about the M~d-Care Membership that the K~S would like to provide
to the Citizens.
SEWER PLANT. City Manager Jim Jeffers informed the Council that th~
TDWR representatives would be meeting with the City Staff on WednesdaY,
August 14, 1985 to discuss the project, and that the City may have to
robid this project.
GATHERING ON PARKING LOTS. City Manager Jim Jeffers informed the
Council that their had been some complaints about the Kids gathering on
the parking lots around town.
WATER L~GIS~I~. Council agreed to support the Water Legislation
that will be on the ballot in November.
NLC - Seattle. Council consented to register Barbara Dorman and
Juni-~-~ Brown to attend the NLC Conference in Seattle.
HOTEL/~ TAX. City Manager Jim Jeffers informed the Council that
the Management Agreement with the Chamber of Commerce concerning the
Hotel/Motel Tax was being given to them for their review.
With no further business pending the meeting adjourned.
